REGULAR MEETING
OF THE
GOLDEN VALLEY PLANNTNG GOMMISSION
June 10, 1965
A regular meeting of the Golden Valley Planning Commission was held
on Thursday, June 10, 1g65, P.M, at th e Golden Va11ey Civic Center,
78Q0 Golden Valley Road, Golden VaTley, Minnesota. President Raug-
land presided and the fol1owing mernbers were present : Senstad,
Van Hauer , Jensen, Brown, Bedwell , Bromschwig, and Straw. Also
present were Sorensen, Westlake, Voss and Phyllis Jordahl .
A motion by Jensen seconded by Brown, to approve the minutes of
May i3, 19b5, as mailed, carried unanimous1y.
PLAT
A. Spruce 3rd Add��ion (5) Robert Mughes
Committee Chairman Bromschwig read the following report :
"This plat was referred back to the Planning Commission by the Village
Councit for reconsideration of the extension of �ee Avenue north to
Merribee Drive . This extension woutd require a condemnation over
Lot 4, Block 1 , Merribee Hills Addition. An alternative would be
to develop a cul -de-sac in the proposed Spruce Third Addition.
The Plat Committee recommends that the Planning Commission reaffirm
the recommendation first made in 1 �54 that Lee Avenue be connected
with Merribee prive in the manner which is the 1east objectionable
to the abutting property owners and incorporates good design.��
President Raugland read a letter from Or Dale Hi11s opposing the
extensior� of Lee Avenue to Merribee Drive.
A motion by Brown, seconded by Senstad to approve the Committee
report carried unanimousty.
B. Prospect Heights 2nd Addition ( 15) N M Loscheider
Committee Chairman Bromschwig read the following report:
"This plat has been resubmitted for approvat and it now meets all
of the requirements of the Platting Reguiations . The proposed plat
is for 12 single family lots along Maryland and Louisiana Avenue North
with the corresponding street dedications indicated.
The Plat Committee unanimously recommends approvai of Prospect
Heights Second Addition. ��
A motion by Jensen seconded by Van Nauer , to approve the Commitfiee
report and recommend approval carried unanimously.
C. Windsor Woods Addition ( 17) Norman L Nielsen Construction Co
Committee Chairman Bromschwig read the foltowing report

"Mr Nielsen and Mr . R . Knutson were present at the committee meeting.
The proposed plat consists of 29 single family lots and one outlot
to be used as a ponding area. This property is located in the
interior of the area bounded by T H S5, Gtenwood Avenue, and West-
chester Addition. The proposed plat shows only one access fr�n the
north at the present time. However, the plat provides for a possib1e
future extens�on of a street to Glenwood Avenue in the vicinity of
the present intersection with Harold Avenue. At that time the
temporary cul -de-sac would be vacated. Atso, a future access to
the south at the intersection of Idaho and Glenwood . The piat
appears to be very well designed and it meets all the minimum require-
ments of the Platting Regulations.
The petitioner stated fihat Outlot 1 would be dedicated for a pubtic
street if Idaho Avenue ever is continued to the south.
The Plat Corrnnittee unanimously recommera�ls approval of Windsor Woods

A motion by Senstad s�econded by Straw to approve the Committee
report carried with one member voting nay,
ZONING
A. 2200 Winnetka Avenue ( 14) Skyline Builders, Inc.
The petitioner has asked that action on this item be deferred for
on e month in order that he can redesign his site plan.
B. 4501 Gotden Va11ey Road (5-6) Mutticon Corporation
Chairman Velz read the following report :
"An attorney, Mr . Charles Spring, and an architect, Mr , W, Byron Ireland,
representing Multican, were present .
This petition is �or a rezoning from Residential to Multiple (M- 1 )
to facititate the construction of 19�+ multip1e dwetling units. The
site area totals 18 acraes.
�'his property, which slopes to the southeast is bounded by Golden
Valley Road on the north, Sweeney Lake along the southeast and single
family homes on the east and west on the Zimmerman Terrace and
Gopher Additions respectivety,
" Mr . Ireland explained that the proposed apartment community meets
all the minimum requirements of the Golden Valley Zoning Gode. The
project woutd develop with one, two and three bedroom units with a
predominence of two bedroom living units . There would not be any
streets dedicated, but rather private driveways would be developed
with only one access to Golden Valley Road.
The Zoning Cornmittee reviewed the Planning Commission minutes from
October , 19bt , when this area was �zoned Residential , which �ead in
part, ��The Long Range Committee studied certain areas of the Village and
recommend at this time rezoning of these parcels to Residential ,

These areas have been developing residentiaily and each area:;needs
to be zoned to complete a neighborhood, ��
The Zoning Cammittee reaffirms the position taken in 1961 and
unanimously recommends denial of the rezoning from Residentiat to
Muttiple Dwelling, The Committee feels that single famity dwellings
would be the best use of this property and it would tie together
existing single family developments on the east and west of the
property in question.
The Zoning Committee also noted the high quality of proposed apartment
complex,.; Merr�ers stated that at certain locati ons in the Vi i lage
the proposed multipte dwel1ings would be a definite asset.��
A motion by 8romschwig seconded by Bedwelt to approve the Committee
report, which was one of denial of the rezoning , carried unanimously.

The petitioner was asked that action be deferred unti1 next month in
order to give him a chance to redesign the sifie plan .
D. 8820 6th Avenue North (22) A C Sheedy

ORDINANCE
A. 2400-2402 Valders Avenue North ( 19) John Hopponen
Committee Chairman Senstad read the following report:
'�The petitioner is requesting a waiver of Section 3.02 of the Zoning
Code. The petitioner des'ires a waiver of the uses permitted in the
Residentiai District in order to buitd a double bungatow at 2400
Valders Avenue North on a lot which is 174 feet wide and 107 feet
deep. The petitioner, Mr . Hopponen was present .
The Ordinance Committee noted that;
1 . The area of the lot afi 18,bg8 sq ft is undersize for a double
bungalow.
2, There are no dougle bungalows in this residentiat area .
3. A double would not be in keeping with the nature of this neighbor-
hood.
4. The intent of the rewriting of this section of the Residential
District in the Zoning Code was to prevent just this sort of
�ituation of a double in the midst of single family homes .
5. The action taken with regard to this lot will set a precident for
the development of the adjacent lot to the south which also is
very 1arge.
The Ordinance Committee recommends denia1 of this petition, The
Committee was unanimous in its recommendation. ��

B. 7710 Olson Highway ( 17) Phitip J Krelitz
This petition was withdrawn at the proponents request.
C . 4501 Golden Valley Road (5-6) Multicon Corporation
In reviewing the site coverage of the proposed multiple dweltings, it
was determined that the site coverage does not exceed the 20'� maximum
al1owed in the Zoning Code, therefore a waiver is not necessary.
D. 4920 Westbend Road (5) Berkeley W Nanson
Chairman Senstad read the following report:
��The petitioner , Mr . Hanson was present.
The petitioner , Mr. Hanson was present .
The petition is for a waiver of Section 3.07 of the Zoning Code -
Sideyard setback from a public right of way. The petitioner desires
a waiver of 6.3 feet to a setback of 28.7 feet for a garage , along
P.erry Avenue North on Lot 9, 61ock 6, of Westurban Addition. The
petitioners garage was destroyed by a storm last month and he is
requesting to rebuild it in approximately the same position.
The Ordinance Committee noted that :
t . This situation is unique to the parcet .
- 2. This situatiai is independent of the ownership of the property.
3. This hardship is not of the owners c�wn making .
4. The destroyed garage existed at a 28 foot setback for over ten years.
5. There is no reasonable way to reconstruct a garage in complete
conformance.
fik�e Ordinance Committee recommends approval of the petition, stipulating
that Viitage Ordinances and Regulations shalt be complied with in all
other respects."
� A motion by Jensen seconded by Brown to approve the Committee report
',carried unanimousty.
��. 1335 Mandan Avenue (�20) Etba Inc
Chairman Senstad read the follawing report:
�'The pefiition is for a waiver of Section 3.07 of the Zoning Code -
frontyard setback. The pefiitioner desires a waiver of 10 feet to a
setback of 25 feefi along Mandan Avenue on Lot 1 , Block 6, of Glen-
view Addition.
The Ordinance Committee noted the fotlowing:
1 . This is a small triangular 1ot.
2. The property adjacent to the northwest was granted a 15 foot waiver
to a 20 foot setback atong Mandan Avenue in February, 1g64.
3. The shape of this tot makes it impossibte to canstruct a house of
any practical size in a conforming position.
The �rdinance Committee unanimously recommends approval of the
petition sti pu1ating that Village Ordinances and Regulations sha11 be
complied with in alt other respects. ��

A motion by Brown seconded by Straw to approve the Committee report
and recommend approval carried unanimously.
F. Office Park Zoning Oistrict
The Ordinance Committee briefly discussed the modet office park
zoning district reviewed by the Planning Commission at the May meeting
and laid this item over for further study next month .
G. Control of Bui lding Heights
The Ordinance Committee continued its study of maximum heights per�
mitted in each Zoning District.
LONG RANGE
A. L. M. Moore (8)
Chairman Brown read the following report :
��The Long Range Committee unanimously recommends approval of the
vacation of the alley adjacent to Lots 126- 13b inclusive and 1ots
186- 196 inclusive in Glenwood Addition.��
A motion by Straw seconded by Jensen to approve the committee report
carried unanimously.

LOT DIVISIONS

A motion by Jensen seconded by Van Hauer, to recommend approval of the
preceding Lot divisions and fio waiver the Platting Regulations by
resolution of the Planning Commission, carried unanimously.
3000 June Avenue - Robbinsdale
�he �Planning Commission discussed a proposed Multipie Dwelling Zoning
in the 3000 block of June Ave. in Robbinsdale. The main existing
access to this area is along Elmdate Road and other residential stre�ts
in Gotd�n Valley,
The Planning Commission directed the Vill�ge P.laran�r to send a letter
to the City of Robbinsdale asking them to provide a means of access
to this area other than through residential streets in Golden Valley
if the area is developed with uses other than single fmaily homes .
A motion was entertained for adjournment at 9:05 p.M.
