RE6ULAR MEETING
OF THE '
GOLDEN VALLEY PLANNING COMMISSION
February i0, 196b
A regular meeting of the Golden Valley Planning Commission was
held on Thursday, February 10, 1966, at 7 :3Q p,m, at the Golden
Vailey Vicic Center, 7$00 Gotden Valley Road , Go1den Valley,
Minnesota. President Senstad presided and the fotlowing members
were present : Anderson, Bruch, Raugtand, Gisvold, Bies , Jensen,
Swanson, Swedberg, Daly, Velz , Carlson, Silverman, and Hoover ,
Also present were Gene Roelke, Park � Recreation Commission
Chairman, John 8renna, Park � Recreation Director , John Voss, and
Phyltis Jordahl .
A motion by Jensen, seconded by Raugtand to approve the minutes
of January 13, 196b, with corrections noted, carried unanimously.
PtAT
A. C W Merchant ( 13) 7a1 Colorado Avenue
Cs�mmittee member Raugland read the following report :
��The petitioner is requesting approval of a 1� tot industriat plafi -
Merchant ' s Industriat Park - iocated at the southwest quadranfi of
�aurel and Colorado Avenues . The property also would have access
to a pr€�posed cul -de-sac, Colo�ado Circle. ,
The subdi vi der revi sed the pt at tfl conform wi th recarnnendat ions
made by the Ptat Committee in ,lanuaryy; 1966. Namely, a drai�age
plan for the area has been submitted to the Village Engineer ,
and Colorado Circle is shown as a 60 foot right-of-way, The Ptat
now meets the minimum requirements of the Ptatting Regulations .
The Plat Committee unGnimously recommends approval of the Plat.
The Committee, h�ever, pointed � t to the subdivider , that a 75
f�aot setback atong Laurel Avenue, across from Open Development
zoning is required. The 35 f��t setback shown on the preliminary
plat, would only be permitted by the granting of an ordinance
waiver, or if the area across Laurel Avenue was rezoned.��
A motion by Jensen, seconded by Silverman t� approve the Committee
re port and recanmend approval �f the plat carried unanimously.
, B, Revision of Platting Regu1ations
Committee member Raugland read the following report :
'�Section 8 in the platting Regutations providing for Park � Play-
gr�und dedications is no longer valid because the section from
which it was taken and to which it specifically refere (Minnesota •
State Statute No. 471 .30) has been repealed and reptaced by a
similar prflvision in the new State P1anning L�w.

The New State P1anning �,aw proviaes for dedications for parks and
Playgrounds or , a cash donation by the subdivider if the tand
being subdivided does not meet the park needs of the mUnicipality.
Representatives from the Park Board, (7r . Petersen, and Gene
Roelke, and Park Director , John Brenna, explained the future park
needs by areas within the Village and related this to the Village
population projection, They also related what they consider a
reasonable dedication of park land or cash from the subdivider.
This Mas been revised since the first meeting with the Plat
Committee, in December , 1965, The Park Board recommended that
Section 8, Paragraph B , of the Platting Regulations be revised ts�
read as follows :
"Tn subdivisions designed for residentiat use, the subdivider
shatl dedicate to the Viltage, for pub1ic use as parks and play-
grounds, an amount of tand equivalent in vatue to �80 per dwelling
unifi where the land being subdivided is designated for parks and
playgrounds; according to the Village Community Facilities Plan.
Or , the subdivider shall contribute an amount of cash equivalent to
$80 per dwetiing unit based upon the number of l�ts in the sub-
division designed for single family homes or the maximum number of
units permitted if zoned mu1tiple dwelling as provided by
Section of the Minnesota State Statutes.
Cash payments recei ved sha 1 1 be used on 1 y for the acu�qi sition of
land for public parks and playgrounds. "
The P1at Committee unanimously recommends that Section $ of the
P la t t i ng Regu 1 at i cx�s be rev i sed to take advan tage of t he New Law
in a manner simitar to that reco mmended by the Park Board.��
A motion by Velz seconded by Daly, that the Planning Commission
receive this report fro m the Committee and then ask the Committee
to work with the park Board and Village Staff to deveiop additionai
information to show how this might effect individuat neighborhoods
and review all methods of obtaining monies for financing Park
Acquisition, carried with 12 ayes , 1 nay.
ZONING
A. Robert E . Hunt ( 11 ) 2120 Douglas Drive
Committee member Bies read the following report :
"The petitioner is requesting a rezoning from Residentiat to
Multiple (M- 1 ) for 27 townhouse apartment units ator�g the east
side of Douglas Drive north of CSAH 66. The proposed ptan combines
several parcels into an irregu1ar shaped site extending from
Douglas Drive to within 125 feet of Brunswick Avenue.
In reviewing the existing and expected development of this biock
(Douglas Driv� to Brun�wick Avenue, north of CSAH 66) the Committee
found that:

1 . The muttipte zoning, as proposed , would commit cnuch of this
btock to the same and a large mu1tiple area would develop. A
recent generat ptan adopted by the Ptanning Commission showing large
multipie areas in the Vittage, did not projecfi multipte use
for this block.
2. This bbck has been zoned for , partially devetoped with, and
planned for , single famity residential use for several years. The
only exception is a church located at the southwest corner of the
btock which certainty is compatibte with singl� family residentiat
� e.
3. The Committee recognizes that Dougias Drive frontage is less
desireable for single family homes than the interior of this block
�r Brunswick Avenue. The Zoning Ordinance, however , recognizes
this, in that, two family dwetiings are permitted across the
street from Industrial Zcming.
The Zoning Committee unanimousty recommends denial of the proposed
rezoning , tJpon review of iand use and de�elopment for the general
area, the Committee recommended that this btock remain Residential .�'
A motion by Raugland seconded by Daly, to approve the Committee
report and recommend denial of the proposed rezoning, carried
unanimously .
B . Peterson , C1ark � Griffith , Inc. ( i4) - 2400 Rhode Island Ave N
Committee member Bies read the following report ;
'�The petitioner is requestin rezoning from Open Development and
Industrial to Institutional �I-3) and Light Industrial for a 25
acre parcel bounded by Medicine Lake Road on the north, 23rd Ave.
on the south, Rhode Island Avenue on the west, and the MN�S RjR
on the east. The petitioner would develop a nursing home on 11
acres fronting on 23rd Avenue and a light industriat complex on
14 acres fronfiing on Medicine Lake Road.
In reviewing land use development and Planning Crxrnnission action on
zoning in this area, the Corrnnittee found that the proposed zoning
( Tnstitutional and �ight Industria1 ) provides a gradual progression
from tight uses (residential on the south) to heavy uses aiong
Medicine lake Road ( light industrial ) .
More specificatty, in August, 1965 , an adjacent 24 acre tracfi south
of 23rd Ave and east of Pennsylvania Ave, was rezoned from
Industriat to Resider�tial , At that time the Planning Commission
pointed out that this area has continued to devel�p with residentiat
us�s and heavy uses would be detrimental tQ the general welfare
and safety of the peop1e living in the area . The Planning
Commission aiso rec�mmended Mutti ple zoning on the remaining
fir�ontage, south of 23rd Avenue. This w4 uld commit the whote area
south of 23rd Avenue tt� residential 4r multiple use.

The Institutional zoning requested by the petitioner , would cantinue
this land use pattern and provide a buffer between the Multiple
and Residential zoning south of 23rd Rvenue and the Light Industrial
zoning to the north along Medicine Lake Road,
The Zoning Committee unanimously recommends approval of the zoning
to tight Industrial and Institutional . (I-3) . The Zoning Committee
also recommends that before this zoning is given its second reading,
the petitioners shouid initiate a platting of this property showing
��1�1 street dedacata�oi�s a�nd a drainage plan approved by the Vi 1 lage
Engineer , which would inctude the necessary ponding easements.
Secondly, the Committee recommends that the access to the Institutiona1
area be ioc ated so as to encourage the traffic to orient toward
the major arteriais - Winnetka Avenue and Medicine Lat� Road -
rather than Pennsyivania Avenue. A similar recommendation was made
in acting on the Multipie zoning requested atong the south side of
23rd Avenue. "
A motion by Jensen seconded by Raugiand to approve the Co�nittee
report and recommend the rezonings carried unanimously.
ORDINANCE
A: Review of location � outside Storage for Greenho�ses � Nurseries.
Committee chairman Raugtand read the following report :
'�the Ordinance Committee continued with a review of the operation
of greenhouses and nurseries in the Viltage. This study began in
December , 1965,:
Several legal questions were raised concerning the status of existing
uses if the ordinance is revised. The Corr�nittee deferred action
until a special meeting on February 21 , 1966, at which time th�y
hope to meet with the Village Attorney. "'
LONG RANGE
A , Review T.N, 12 - France Avenue report from the Traffic Consultant
Committee member Raug1and read the following report:
"Chairman Pennock read a report received from the Vil1age Traffic
Cflnsultant - Mr. Jack Leonard - concerning development of an
interchange at the intersection of France Avenue and T. H. 12, i'he
C�mmittee discussed this report , but deferred action until the
Committee has a chance to meet with the Traffic Consultant.
It was atso noted that the Village Councit may wish to meet with
the PianningCommission to discuss this problem. '�

A motion by Jensen seconded by Anderson to recommend approval of
the preceding Lot Divisions and to waiver the Platting Regulations
by resolution of the P1anning Commission, carried unanimously.
B. Metropolitan Planning Commissi�n Meetings.
The Planner briefly reviewed the mor►thiy meetings being held by
the Joint Land Use - Transportation P1anning Program. All members
will receive a notice of the time and piace of the meetings in
the future.
C. Board of Zoning Appeals
Board Chairman Veiz reviewed the first meeting of the Board held
on February 9, 1966, This meeting was devoted to organization
since no petitions were pending ,
