REGUE.AR MEETING �F THE GOLDEN VALLEY PLANNING COMMISSION March 10, 1966 A Regutar Meeting of the Gotden Va11ey Planning Commission was held on Thursday, March 10, 196b, at 7:3� p.m. at the Golden Valley Civic Center , 7800 Golden Va11ey Road, Gotden Va11ey, Minnesota. President Senstad presided and the fol1owing members wse presents Swanson , Bruch, Hoover , Bies , Swedberg, Anderson, Raugiand, Brown, Christian- sen, Pennock, �aly, Carlson , and Silverman. Christiansen requesting the Co�ission to accept a 20 lot ptat of his property atong the east side of Pennsylvania Avenue, between Olympia and - • � - ry = Plymouth Avenues. This ptat provides for sixteen 95 foot wide tots and fflur 100 fo�t wide lots. � - - •���-��- , . .,:., _ The Ptat Committee reaffirmed a recommendation made by the Cc�nmiss�on . �. in October , 1964 , and recommends the design approved at that time. - The design submitted by the Staff in October , 1964, provided for a 50 foot wide street (Oregon Avenue) from Duluth Street to Pennsylvania Avenue and it provided for residential lots which meet the minimum �equirements of the Platting Regulations.+' A motion by 8rflwn seconded by Pennock, to app�ove the Committee - report carried unanima.lsly. .� B. Revision of Platting Regulations The Plat Committee continued its review of the Platting Regutations and drafted a recomrnended revision of Section 4 (Procedures). Upon corr�letion in April or May , the Committee� s recommendation on revision of the Platting Regutations will be forwarded to the Planning Commission. ZONING .,: A, 39ot -4001 Olson Highway (8) James A Anderson Committee Chairman Brown read the following re port : "The petitioner is requesting a �ezoning from Residential to � Multiple (M-4) of ar► area bounded by Woodstock Avenue on the south, T.H. 55 on the north, Meadow Lane on the west, and France Avenu� � � ` �� on the east. The petitioner is requesting a vacation of Sunnyridge Lane run�ing between these two bl�ks and �lso a vacation of the alleys running through the centers c�f these b1ocks in order that att of the property may be combined creating one parcet . The proposed apartment building would be eight stories in height and contain approximately 92 living units. The Committee feels that this wouid be a good location for multiple development because it is along a major highway ( T H 55) , adjacent to Theodore Wirth Park along the east property line and ifi witl be adjacent to a diamond interchange that is expected to develop at Glenwood Parkway and T.W. 55. It was noted tha� an 8-story building wcxald rise approxi�ately 75 feet above the adjacent streets and would be 1ocated between 200-340 feet from the single �amily homes aiong Meadow Lane and Woodstock Avenue. Finalty, the Committee reviewed the interchange plans and deveiop- ment of frontage roads at T.H. 55 and Glenwood Parkway, The Viliage has not taken action on the interchange proposed in this area. , .. The Zonin Committee unanimously recommends denial of the proposed Muttipte (M-4) zoning. The Committee recommends that multiple developmenfi of this property not exceed '4 stories (M-2) . The Committee atso recommends th� egress from this property be along the frontage road when it is developed.�� � � A motion by Sitverman seconded by Carlson to approve tne Committee report carried unanimo�sly. Commission member Raugland did n�t take part in the discussion and abstained from voting. B. b545 �lson Memorial Highway ( 17) Ertand Ekberg Cor�ni ttee Chai rmar� Brown read the fol lc�ving report : "The petitioner is requesting a rezo�ing from Open Development to Muttiple (M-4) for a 7 story, 12 unit apartment buitding. The building would have two units on each ftoor with the elevator tower extending the seventh story. The property is adjacent to and west of the Ekberg-Petri building which is zoned Business and Professional Office and it is bounded by 4pen Devetopment zoning on the west. This lot fr�nts on both " 6th Avenue North and T.H. 55. In N�r, i964, a request by Dahlberg Electronics for �ight Industriat zon i n or� l.ot 1 1 (ad j acent and wes t of the pr oper t y under cons i der- ation}� was denied, In July, 1964, residents in th�s generat area petitioned for Residentiat zoning of this block between T.H. 55 and Sixth Avenue North and west to Jersey Avenue. Residential zanirg was recc�nmended by the Planning Co�xnission. The 2oning Committee recommends denial of the proposed Multiple (M-!� ) zoning. (This vote was not unanimous . ) The Committee noted that Multiple zoning of' this lot (West half, Lot 2 ) could commit :a l�rger area to similar zoning. Dense high rise multiple development over I,ots 11 & 12 would not be consi�tent with the residential development on the west edge of' this block and the Ekberg-Petra. building can the east. Secondly, there doesntt appear to be any significant chan.ge in the area since 196�, and the Residential zoning recommended by the Planning Commiss3.on �til1 appears desireable . C . 7700 Wayzata Bouldvard (18 ) Robert M B�lch IIT The petitioner has asked that this rezoning request be deferred in order that he may consult with the Highway Departm�ent about the plans for an interchange at Winnetka and T. H. 12 . (b � Outs�.de sa7,es and storage shall be limited to nursery stock that can not be grown in a building. The storage and �les of other commodi�ies such as, but not 1.imited to, firewood, sand, or sod shall be o�nducted within a building or simil.ar enclosure which shall completely screen this activity from publ.ic streets and adjacent property. B. Revisian of Multiple Dwelling Ordinance The Committee began a review of the Mul.tiple Dwelling Ordinanee. In particular, architeetural control and site planning require- men�s were discussed . The Committee will continue with this review at its Apr�.�. meeting. Review of Board of Appeals Minutes Board of Appeals member Christiansen briefly reviewed the aetions taken by the Board at its meeting on February 8, 1966. (See minutes of Board of Zoning Appeals ) . B. Review Zoning Code Violations Procedure The Planner reviewed the new procedure established by the Staff for ticket3.ng Zoning Code vialations . C . Lot Divisions l�2 . 1407 June Avenue South (10} M. Scro�gins A motion by Brown seconded by Christiansen to recommend approval of the preceding Lot Division and to waiver the Platting Regulatians by resolution of the Planning Commission carried unanimously. D. Gol�' Cc�urse Acquisition Village Manager, RQger Ulstad, briefly reviewed past history and negotiations by the Vi1l.age with Brookview Country Club on the possible acquisition of their property by the Village . He noted that the Cvuncil. has asked that a committee of three be formed to continue negotiations with Brookview Country C1ub . This committee will consist of one Councilman and a mem.ber from the Park Board and the Planning Commission. A motion by Pennock seconded by Brown that Planning Commission President Senstad serve as the Planning Camm3.ssion member on this b4aro carried unan.imousl.y.
