A Regular Meet3ng of the Golden Valley Planning Commission was
held on Thursday, ApriZ i4, 1966, at 7 :30 p.m. at the Golden
Va1.1ey Civic Center, 7800 Golden Va11ey Road, Golden Va11ey,
Minneso�a . President Senstad presided and the followa.ng
members were present: Daly, Hoover, Swedberg, Raugland,
Christiansen, Swanson, Giavold, Brown, Bies , Carlson, Velz
and Pennock. Also present were Lyn�.h, Wes�ldke, Vo�s and
Phyllis Jordahl. .
A motion by Hoover seconded by Christiansen, to approve the
minutes of March 10, 1.966, carr3ed unan3.mously.

�'The �etitioner is requesting reconsideration of a Residential
P1at -Nyberg Addition- previously approved by the Planning
Commiss3.on January, 196l�, At tha� time the petitioner withdrew
the P1.at before any Council Act3.on was taken. This property
is located at the northeast qu�drant of County Road 66
anc3 Regent Avenue. This property tota�s approximately
54,000 square feet in area .
Sn March, 1966, the petitioner, Mr Nelson requested a �raiver from
the Board of Zaning Appeals to construct two�two family dwellin.gs
on this property in aecordance with the plat approved in January,
1964 . The change in the Ordinanee since that time, makes it neces-
sary to receive an Ordinance waiver in order to build two �'amil.y
dwellings on this property. In March, 1966, the Bo�rd of Appeals
stated that they woul.d consider one double facing Co . Rd . 66, but
they would not approve any doubl�s along Regent Avenue,

The Gammittee a�so noted that the property could be plat�ed into
four single family lots with al1 four lots fronting on a cul-de-sac
developed along Regen� Avenue . Under this design the lots would
meet the minimum area requirements , however, the minimum lot width
requirement of' 100 feet cou�.d not be met.
The P1.at Committee unanimously recommends approval oF either design.
The petition�r, however, wnuld have to submit a preliminary plat
before a final recommendation can be made by the Committee ."

r�port beeause the petitioner did not appear, carried unar�3.mously.
B. Thomas DeCola (15) 1400 Pennsylvan�a .�venue North
Committee member Raugland read the following report:
"The pet�t3.oner is requesting approval of an 18 lot single family
residential plat north of Plymouth Avenue running along the east
side of Pennsylvania Avenue . The P1at ineludes a dedieation for
Oregon Avenue ancl a 300 foc�t street connecting Pennsylvania �venue
and Oregon Avenue 3.n the middle of this bl.ock.
The P1at CbT11Tt1�"���G unanimously recommends approval of th.e proposed
plat provided Oregon Avenue is located 35 feet from an ex3.sting
swelling �t the intersection. of Plymouth and the proposed Oregon
Avenue . The Plat Comm3.ttee noted -�hat this design conforms to a
1.ayou� previously recommended by the Planning Commission."
MOVED by Brown seconded by Hoover, to acce,pt the committee repart,
and recommend that the short street running between Pennsylvania
and Oregon Aven.ue be named Kno11 Street, carried unanimously.
ZONING
A. C . T. Skanse (lb) 6305 Golden Va11ey Road
Committee Chairman Brown read the fallowing report :
"The petitioner, Mr Skanse, representing the Douglas Company had
an option to purchase the G�s Company property located at the
southwest corner of Golden Valley Road and Dou�las Drive. The
present Tndustrial Zoning n�' this land incl.udes the s�ipul:�tion
that "the use Qf the premises shall be limited to Industrial use
and occu�ancy for the pur•pose of furnishing and supplyin� publ3c
utility s�ervice." The petitioner is requesting Indu�trisl zoning
of this property in order to clear this st3pulation. The north 1�2
feet of this property parallel to and ad jacent to Gc�klen Va11ey Road
is zoned Open Development and he is not requesting rezonin.g of
this 11.�2 foot strip.
The 2oning Comm3.ttee noted that a similar reque�t by Mr Skanse
was considered by the Planning Comm.ission in December, 1965, and
at that time the Planning Commission made the following recammendation:
fpAS d resul� of an investigation and discussion by the Commission,
it was felt that the protection of' the residential area north of
Golden Va1.1ey Road as pro�rided by the �pen Development strip and
limited use of this property is atill needed . There has been no
significant change in the development of this �ea since 1952 �o
justify deviating from the original planning of the a�ea : If it
developes that the Gas Company has no plans to develop this area
for public utility use, �ome lighter zoning �ould be considered ."

The Zoning Committee recommends that �he Pl�nning Commission
reaffirm the above recommendation made in December, 19b5, and
deny the p�c�posed rezoning. Two memb�:rs af the Committee ab�tained
from voting."
MOVED by Hoover seconded by Swanson to recdu� the commi�tee report
but defer action for one month until Mr Skanse and the representa-
tive of the Gas Company could be present, carried u��nimously.
B: Midwest P1.anning (18 ) b500 Laurel Avenue
Committee Chairman Brown read the following repox�t :
"The petitione� is requesting a rezoning from Open Development
to Multiple (M-1 ) for 160 town�iouse units . This property is bounded
by Laruel �.venue on the sou�h, Church of the Goc�d Shepherd property
on the west, single family Cortl�wn addition, on the narth and an-
other single fami�.y development on the east . The are� is approxi-
mate�y 18 acres 3n s3ze .
The Zoning Commi�tee notec1 that Multiple Development was receommended
�'�r this general area in an Apartment Development report made by
tne Planning Com�rnission 3n 1965. Multiple dwellings in th3s area
wouIld :
a . have access to r�a jor street - Laux�el Avenue
b . have access to utilities �saith needed capacity along
Laurel �venue
c . provide a transition�l use between 2ndustrial zaning on the
south side of Laurel Avenue an.d single fami�.y homes t�the narth.
�he Zoning Commi�tee recommends denial of' the rezan.ing as proposed
by this petitioner. The committee recommends that the north one-
third of this property be developed with sin.gle or two family
homes , backing up to those existing on Cortlawn Circle . Then th�
remaining two-thirds of the property (approximat�ly 400 feet) could
be developed with mu�.tiple dwellin.�s , which would front Laurel.

'1The Ordinance Committee continued with its revi�w of the
Mult3ple Dwellin� Zoning District Ordinance . The following is
the Committee�s recommendation on revision of Sections �..03 through

4.05 . In May, the Gommittee wi11 continue with its review of
arch3tectural control., mu�tiple dwelling design, and performance
standards .
Seetion �}.03 shall be revised to read as follows :
A11 property in the Multiple Dwelling Zoning District shall
be subject to the following restric�zons on the use thereof:
(a ) LOT �REA : The following schedule sha11 be followed 3n the

(c ) PARKTNG SPACE: One enclosed garage space for each single
bedroom-dwell.ing uni� or efficiency apartment dwelling un3.t,
and one-half enclosed garage space for each additional bedroom,
in a swelling un�t, sha11 be provided on the premises on which
any: multiple dwelling is �eeted , and if said enclosed �arage is
detached from the dwelling un�.t, it sha11 be constructed of
comparable materials and sha11 be of the same architectural treat-
ment �s the dwelling unit. In addition to the above required en-
clo�ed garage basis , one off-street non-enclosed parki.r�g space
shall be provided for each dwelling unit.
Section 4 .04 sha11 be rev3sed to read as follows :

(b� The minimum required front, rear and side yards for parking
lots shall be asfbllows :
Front Yard - Twenty foot landscaped yard .
Side & Rear Yard - One-half of the setback of that required
for a building.
(c � Rel.ationship of Setback to Buiiding Height
A1ong any side of an apartment bui3ding across the street from

multiple building on a lot, and no detached garage shall be
cZoser than 20 feet from any multip�e building on a 1.ot. Th3s

horizontal extension of the lines created by the nearest exterior

(e ) Lot Coverage
No buildings including accessory bu3ldings shall oescupy more �han
twenty (20f} percent of the 1ot, area ; provided, however, that
when t�e provisions of this subsection are in con�lict uaith the
�rovi.sions .of Sec�i�n L} .03 .-(a ) _ef this .ordinance, the- provisioris
of requirin$ the 1.arger amount of lot area unoccupied by buil.ding(s )
shaZ1 prevail .

In addition to those subordinate uses which are clearly and custom-
arily incidental to the principal uses, such as driveways, parking
areas and garages, the foltowing additional accessory uses shatl be
permitted:
(a) In a11 districts, private recreational facitities including
swimming poo1s and tennis courts, intended solety for the use and
enjoyment of the residents of the principal use and their guests.
(b) Shops and restaurants wifihin multiple residence complexes of more
than 100 units provided they are accessible onty from the interior
of the building , are intended solely for the use of residents, and
have no advertising or display visible from the outside of the build-
ing. Not more than ten ( 10) percent of the gross floor area of the
building in which it is located may be devmted to these accessory uses.�'

LONG RANGE

This item was withdrawn at the request of the petitioner. The
Park Departme�t is negotiating with the petitioner to purchase
lots tk�at abutt �he proposed street vacation.
B. Meeting with the Traffic Consultant
The 1�i � lage Traffic Consultant, Mr . Jack Leonard, met with the Long
Range Committee for over three hours covering his recommendations
on the overalt study, The first draft of this study will be sub-
mitted to the Village on April 19, 19b6, and a formal presentation
wili probabty be made to the Vitlage Council in May.

Working with you and the other members of the Golden Valtey Planning
Commission for the pst two years has been a rewarding and enjoy-
abte experience. I feel that I have gained a considerable amount
of knowledge and experience in city planning here in Golden Valley;
much of this was made possible through the cooperation of the
members of the C�mmission.
GQiden Vattey is most fortunate to have citizens of such high
catiber and character , willing to spend countless hours on ptanning
thei� community. I hold the members of this Commission in very
