REGULAR MEETING
OF THE
GOLDEN VALLEY PLANNING COMMISSION
,June 16, 1966
A Regular Meeting of the Golden Va11ey Planning Commission was
held on Thursday, June 16, 1966, at 7 :30 p.m, at the G�lden Valle,r
Civic Center , 7800 Golden Valley Road, Golden Valley, Minnesota.
Vice President Velz presided and the following members were present:
Anderson, Swedberg, Hoover , Carts�n, Daly, Bruch, Pennock, Christian-
sen, Brown, Swanson, Silverman. Also present were: Snetsinger,
Westlake, Schmid, Ulstad, Phyllis Jflrdahl .
A +notion by Pennock seconded by Caris�n t�o approve the minutes of
May 12 , 196b, carried unanim�rasiy.
PLAT
A. Fred Nelson (b) 49b0;; County Road 66
Chairman Penn�ck read th e following report :
"The petitioner is requesting reconsideration of a residential plat-
Nybery Additifln - previously appr�ved by the Planning Commissi�n in
January, 1964, At that time, the petitioner withdrew the Plat
bef�re any Council action was taken. This property is l �cated at
the n�rtheast quadrant of County Road 66 and Regent Avenue. This
property totals approximately 54,000 square feet in area.
In March, 1966, the petitioner , Mr, Nels�n r�quested a waiver from
the Board of Zoning Appeals to construct 2 t�o-family dwetlings on
this pr�perty in accordance with the p1at approvQd in January, 19b4.
The change in the Ordinance since that time, makes it necessary
to receive an Ordinance waiver in order to build two family dwetlings
on this property. In March, 19b6, the Bv�rc! �f Appea1s stated that
they would consider �ne double facing C.; Rd, b6, but they w�uld not
appr�ve any doubles al�ng Regent Avenue.
The Plat C�mmittee n�ted that this property could be platted into
three canforming lots - tw� large single family l�ts al�ng Regent
Ave. , and a doub1e bungalow lot alc�ng Cfl. Rd. 60.
The Piat Co=nmittee noted that this pr�perty c�uld als� be platted
into four single family lots with ali four t�ts fr�nting �n a cu1 -
de-sac devel�ped al�ng �egent f�venue. Under this design the l�t�
w�uld meet the minimum area req,uirements ; however , the minimum lot
width requirement of 100 feet c�u1d n�t be met .
The Plat Committee unanimously rec�mmends approval of either design.
The petitioner , however , wouid have t� submit a preliminary plat
bef�re a final rec�mmendation can be made by the Committee.
The petitioner again discussed the area with the Committee, In view
�f the fact that the petitioner did not submit one of the two
approved designs. The C�mmittee unanimously recommends our previous
recommendati�ns. Als� the petitioner is asking for two double
bungalows and would have to reappear with the Board of Zoning Appeals.�+

MOVED by Bruch seconded by Christiansen to receive the Committee
report and refer it back to the Plat Committee, carried unanimously.
B. John Bies ( 19) 7900 � 7920 23rd Avenue North
Ck�airman Pennock read the folt �wing report :
i'The petitioner is requesting approval of platting two larger 1ots
into three smaller lots. This property is bounded by Winnetka Ave.
on the East , 23rd Avenue �n the south, Valders Ave on the west, and
Richland Hills Second Addition, Lots 2 � 5, Block 2 on the north.
The two lots as they now are divided wer� for two double bungalow
lots which were approved by the Village Council on December 8, 1g65,
and extended to January 5, 1967. However , because of a c.xart decision
on the lots, the petitioner was not allowed to put double bungalows
�n the l�ts.
The Plat Committee n�ted that there are two corner l�ts; one facing
Winnetka Ave, and the other is facing Valdes Ave on the wesfi. These
would be considered as north-s�uth frontage because of setback
requirements, making it more feasible for this type �f fr� ntage.
This leaves one l�t in the center with substandard frontage . Also,
the three lots exceed the 12,500 minimum required square footage.
In looking at the overall area, it was noted that some other lots
in the genera1 area were also substandard in this respect ,
The Plat Committee unanimously recommended approval of the creati�n
of three lots subject to the vacating of the easements for utility
purposes, and with the stipulation that no waivers be requested on
the lots . "

carried unanimous1y.
C . William McDougall ( 19) McDougall -Juris Addition

Committee Chairman Fennock read the fol1owing report :
"'The petitioner is requesting approval of an 11 lot residential plat.
The arm is bounded by Ensign Avenue N�orth on the east, Duluth Street
on the south, Milters Meadow on the north and Neslund property c�n
the west ,
The Plat Committee noted that some lots are much larger than 12,500
sq ft , while others were smaller than 12 ,500 sq , ft . Atso there
are two existing houses on the plat , which w�uld not face the pro-
p�sed street, In development of this property, it wili set a pattern
for the area, which would require further study of the area to the
west of the p1at . Especially that adjacent to it, which is owned by
Richard Neslund.
With this in mind, the Plat Committee unanimously recommended further
study of the overall area, atso requesting the Village Engineering
Dept. to take a 1 oof� at the ar ea , ��
MOVED by Christiansen seconded by Bruch to accept the Committee report
carried unanimously.

D. Thomas DeCola ( 14 ) 1900 Pennsy1vania Avenue North
C�mmittee Chairman pennock read the following report ;
"The petitioner is requesting approval of a 46 tot residential plat .
This property, which is enclosed by �Fennsylvania A�e on the west,
Duiuth Street on the south , 23rd Ave, on the NQrth, and the MN�S
Railr�ad on the east . This area was recommended to be rezaned from
Industrial to residential at t�e Aprit 15, 1965 P1anning Commission
meeting , Later in the same year it was rezoned from Industria1 to
Residential by the Village Council at a public hearing held on
August 17, 19b5.
The Plat Committee recommends approval of the 4b lot plat . The plat
d�es meet the minimum requirements of the Ptatting Regulations. The
Plat Committee unanimously recommended approvat of the 46 tot plat,
subject t� the petitioner safiisfying the Village Engineering Dept .
with regard to ponding and street names."

E . NORMAN L NIELSEN Construction Co, (5) 4521 Golden Valley Road
Committee Chairman Pennock read the foltowing report :
"The petitioner is requesting approvai of a 48 tot residential plat.
This property, which slopes to the s�utheast is bounded by Go1den
Va11ey Road an the north , Sweeney Lake along the southeast and
single family homes �n the east and west in Zimmerman Terrace and
Gopher Additions respectively.
The Plat Committee unanimously recommends approval of the 48 lot
plat , A11 the lots in the 48 1ot ptat meet the minimum requirem ents
of the Plattin g Regulations ."
MOVED by Christiansen secQnded by Carlson to rec�mmend approva1 of
the p1at carried unanimously.
ZONING �
A. Etks N�. 44 ( 12 ) 5701 Olson Memorial Highway
Committee Chairrnan Penn�c!: read the f�ll�wing report:
�'The Z�ning Committee recommends denial of the request for rezoning
to I -3 . This rec�mmendation is made because of the effect �n the
health, welfare and safety of the existing adjoini;ng residential
nei c�hb�rho�d.
Specifically the C�mmittee was c�ncerned with the effect of traffic
that would be placed on streets and highways which are nflt adequate
to carry this traffic, The Committee was concerned with the affect
�of an institutional club type activity in an area of residentia1
homes and the possible consequent depreciating affect �n residential
land values . The Committee further nc�ted that the Ptanning C�mmission
has consistentiy considered this area as residential . The fact that
this property abuts a maj �r highway ( TH 55) does not in itself
prevent its devel�pment fvr a residential use as eyidence b the
many fine exist�ng residential neighborh��ds abutt�ng TH �5, �2, & 100,

The Committee recognizes that the Elks is a fine benevolent and
fraternal organization, and rxpresses a sincere hope that they will
setect a more s� table site in the Village. ��
MOVED by Bruch seconded by Carlson to approve the Committee report
of denial carried unanimous1y.
C�mmissi�n Member Brown requested that the non-conforming uses in
this area be checked out .
�. Wayne Field (Heritage of Innsbruck Nursing Home (7 ) 1221 Unity Ave N
C�mmittee Chairman Brown read the f�llowing report :
"The petitioner , Mr . Field, representing Heritage of Innsbruch
Nursing Home is requesting a rezoning �rom Residential to Institutional
( I-3 ) . This property is just east of T.H. 100 and west of Unity
Avenue in Th�tland� s Twin View Terrace Second Addition.
The Zoning Committee noted that this request is not compatible with
the adjacent Residential property. The East side of T H 100 from
the Minnesota Western Railroad, north to the Village limits has
retained a residential character .
The Cammittee unanimously recommends denial of the rezoning as
proposed by the petitioner. ��
MOVED by Carlson seconded by Swedberg to approve the Committee
report and recommend denial of the rezoning, carried unanimously.
C . Premier Realty, Inc. (22 �21 ) T H 55 at Boone to M W RR
Committee Chairman Brown read the following report :
The petiti�ner agreed with the Committee to defer this request unti1
the Commission has had the opportu�ity to make a site inspecti�n.
The date set for the site inspection by the C�mmittee is June 22,
1966, at 7: 00 p.m,
D. J�int Meeting with the Long Range Committee ( 11 )
John W. Witzig DDS , James A Hagman 2040 Douglas Drive North
Committee Chairman Brown read the following report :
"The petitioner is requesting a rezoning fr�m Residentia1 to
Busine�s and Professional Office. This property is located along
the east side flf Douglas Drive, north of CSAH 66.
Fiv e of the property �wners in the area were present to express
their views in favor of the rezoning . After listening to th e pre-
sentation by the petitioner and the views of some of the residents,
the Committees review�d the existing and expected development of
this block (Dougias Drive to Brunswick Avenue, North of CSAN 66) .
It was felt that the property owners should work out a plan with
the Staff for the rema7nder of the area. Also, the two Committees
stated an excerpt from their previous recommendati�n of the Planning
Commission meeting on February 10, 1966:

��qouglas Drive fr�ntage is less desireable for single family
homes than the interior of this bl�ck of Brunswick Avenue. The
Committee however , recognizes this, in that , twfl family dwellings
are permitted across the street from Industrial Z�ning. "
The Committee unanimously recommends approval of the Zoning from
Residential to Business � Professional Office with the stiputation
that Village Ordinances and Regulatic�ns shall be complied with in
all other respects.
MOVED by Brown seconded by Hoover to approve the rez�ning carried
with 9 yeas, 1 nay. .
MOVED by Swanson seconded by Silverman that the prop�rty awners in
this area contact the Engireering Dept, to attempt t�,��work out a
suitable sotution in devetoping this area, carried unanimously,
ORDINANCE
A, Revision of Parking in 5etback Areas of the Zoning Code.
Committee member f�a1y read the fot tc�wing report :
��A::discussion was held regarding the parking in the setback areas of
all Z�ning Districts. It was unanimously decided that bef�re any
further discussion be held, the Staff submit a study of the parking
in the setback areas . in all zoning districts as it now exists and as
infierpreted by the Staff. The study and future discussion should
als� include the loading, unloading and turning movements of semi
trailer trucks .
In c�njunction with the above discussi�n , it was noted that perhaps
a change shoutd be made in the wort#ing of Section 4. 04 of the pro-
p�sed Multiple Dwetling Zoning C�de, namely the f�llowing :
"The minimum required frant , rear and sideyards for parking lots
sha 1 1 be as fot 1 ows :'�
MOVED by Daly, seconded by Swanson and unanim�usly carried t�
revise the aforementioned porti�n of Secti�n 4, 04 of the proposed
Multiple Owelling Ordinance tfl read :

Member Senstad stated that the question was raised at the Council
Meeting of June 7 , 1966, as to why the C�mmittee rec�mmended 125
fo�t mini;num frontage for the car wash ordinance, A discussion was
held and the C�mmittee felt that the 125 f�ot minimum is n�t excessive
for the use permitted making it consistent with the Service Station
Ordinance; the Committee therefore reaffirms its original recom-
mendati�n , and that is, requiring a minimum of 125 feet of fron-
tage. '�
MOVED by Christiansen sec�nded by Swedberg to appr�ve the
Committee rep�rt carried with 9 yeas , 1 nay.

Committee Chairman Penn�ck read the following report :
"Due to the fact that the Traffic Rep�rt is so detailed, the
Committee decided to discuss this inf�rmatly with the Commission and
defer any action on this matter for one month,��
