REGULAR MEETING
OF THE
GOLDEN VALLEY P�ANNING COMMISSION
July 14, 1966
A regular meeting of the Golden Valley Planning Commission was
held c�n Thursday, July 14, 1966, at 7 : 3� p.m, at the G�iden
Valley Civic Center , 7$00 Golden Valley Road, Gotden Valley,
Minnesota , President Senstad presided and the f411owing members
were pr �sent: 8ies, Brown, Carison, Swanson, Velz , Daly, Pennoek
Hoover, and Anderson. Also present were Westtake, Schmid and
Phy1lis Jordahl .
MOVED by Noover , seconded by Swanson to approve the minutes of
June l �i, i966, carried unanimously.
f'LAT
A. Fred Nels�n (6) 4960 Co. Rd, b&
The petitioner withdrew his petition for one month.
B William McDougal , Paul Juris ( 17) 2121 Ensign Avenue North
Chairman Brown read the following report :
��The petitioner is requesting approval of a 13 lot residential
plat . This area is b�unded by E�sign Avenue iVorth on the east,
Duluth Streefi on the south, Millers Meadow on the north and
the Nes 1 und property 4n the west ,
It was noted that the revised plat conformed to the present
ordinances except for Lot 4, This lot does not have the re quired
100 f�ot frontage at the required frontyard setbacks .
The C�mmittee therefor unanimously recommends approvat of the
13 lot plat with the stipulation that 15 foflt side_yard setbacks
b� maintained on L�t 4. It was also suggested that Mr . Ne�lund
adjacent property owner , be present at the planning Commission
meeting to discuss his plans for this area.�'
MOVEO by Brown seconded by Bies to approve the committee report
stipulating that an easement �r dedication be defined as deter-
mined by the Village Engineering Staff, carried unanimousl �r.
ZON ING
A. Paul Bunyan Company, Inc. ( 12 ) 1000 Zane Avenue North
Committee Member Brown read the following report :
'�The petition is for the rezoning from Radio and Railroad to Light
Industrial . A representative of the company exptained to the
Committee the type of business which would be carried on at this
requested site. Several questions were raised concerning the site
plan subm�tted in regard to existing Viltage Ordinances. It was
suggested that the staff would make a report concerning the site
plan and possible infringements on existing ordinances at the
July Planning Commission meeting.

The .Zoning Committee felt that the matters concerning ordinance
violations were minor and therefor unanimously recommends approval
fflr requested change in zoning. The staff, in further lo�king into
the petition, found everything t� be in order with the exception that
the land remaining , which is to the north, shaald be combined
with the land further to the north �f it .
Discussion ensued c�ncerning site setback regarding visibility of
the railroad c�flssing .
MOVED by Swanson sec�nded by Ht�over to appr�ve the committee
report carried unanimously.
B . Rauenhorst Corporation (21 ) 1100 Mendelssohn Avenue North
Co�nittee �tember ::�-� Brown read the following report:
'�The petition is for the rezoning from Open Devel�p�ent to Industriat . :
A representative from the above Corporati�n explained the type of
�peration which would devetop in the area of requested zoning change.
The petitioner stated, along with representatives of the Pillsburg .
CQmpany, that the building planned for the area could be classified
as a tight industria1 use; therefor , a request for a light
industrial zoning was made.
The Commi�ttee unanimously recommends approval be given for light
industrial zaning.��
MOVED by br�wn seconded by Velz to approve the committee report
carried unanimously.
C . Premier Realty, Inc, (21 � 22 ) TH S5, Boone Ave to M � W RR
Committee Member Brown read the folbwing report :
��The petition is for the rezoning from Open Development ta Commercial
along Sixth Ave N and Industrial from that Point north to M � W R.R
for proposed Industrial Park. At the June, 1966, planning Commission
meeting, the Zoning Corr�r►ittee reported on the application of Premier
Realty, Inc, for zoning t�o comrr�rcial and industrial uses . The
Commi����eto defer this request until the Corrnnission has had the
�pportunity to make a site inspection�� in order to review the
premises and general area. The Commission met on June �2, 1966.
They viewed the sarrounding area and the site in question, which
is a large tract of Tand , The site itself is bounded by Boone Ave
on the east, 6th Ave N on the south and the MW RR on fihe north.
The west side of the property is abutted by the Trentwood Apts,
Westview Elementary School and Standard Oil Company.
Committee Nlember Brown on the Zoning Committee presided and the
following were present : Daly, Gisvold , Senstad, pennock, Christiansen,
Silverman, Anderson, Bies, Swedberg, Noover , and Westlake .
The Zoning Commifitee at its regular meeting reviewed the report of
the inspection and noted the following: '

1 . The Committee reviewed the Commission � s report of April 17, 1965 ,
and was in accord with it. Follflwing is an excerpt from these
minutes :
"a. The Committee recommends that Industrial Zoning be continued
between the Forman Ford property and Standard Oil along Co. Rd. 18.
The existing Industrial lots in this area extend approximately �
1200 feet east of Co, Rd. 1 �.
b. The north side of Sixth Avenue North, from Co. Rd. 18 to the
Winnetka Shopping area, has developed with only one Commerciai
property (Bowery Tavern) and this was built several years ago.
The result of Commerciel Zoning along the north side of 6th Avenue
would be a �'strip�� Commerciat , Zoning. The Committee recommends
this be avoided and the north side of Sixth Avenue be deve1oped
with residential , multiple dwetling or compatible light uses.
c, The area between Boone Avenue and the rear of the Standard Oil
property in the vicinity of Champtain Sfireet would readily lend
itself to single family homes. There is approximately 50 acres of
rolling land in this area which could support a minimum of 100 hc�nes.
A small but substantial neighborhood cfluld be created if properly
planned and intergrated with the adjacent development.
d. The Committee rec�mmends thafi the east side=:���f Boone Avenue be
developed with single fami1y homes or multipte dwellings, from lOth
Avenue - south to Sixth Avenue. Part of this area already is zoned
muitipie dwetting (M-1 ) but has not been developed,
�. The Committee recommends that Tenth Avenue be constructed,
when needed, at least 30 feet south of the present atignment in
order to provide a setback for the existing greenhfluse. The onty
Open Development lot along Tenth Avenue is L�t l0 of Golden Valley
Acres, which c�uld develop with a multiple dwelting or light in-
dustrial use.
f, Final1y, the area between Bassetts Creek and the Golden
Valley Shopping Center can b�? expected to develop with multiple
dwellings �r a continuation of the Commercial area at Sixth Ave
and Wvnnetka Avenue. This area, because of topography, wou1d have
limited p�tentiat for Commercia1 developments, At present , there is
a greenhouse 1ocated �n this �-property, however , this is expected
to be on 1 y a tempora r y u s e,r�
A. This is one of the last single tracts �f good residential land
in G�lden Valley. Its deve1opment as residentiat would insure that
the predominant sing1e family residential character of the Vil1age
would be retained. Periodic review such as this in certain areas of
devetopment , wi11 provide directian in acting on zoning, and insure
that the residentiai character of the Village be retained.
B. The Commitfiee recommends the area along Sixth Ave N back to and
extending the line fr�om the rear �f Tr�ntwood Apts to Boone Ave to
continue residentia1 , multipte dweliing, or a compatible light use.
If multiple dwelling �r a compatible light use is used, it c�uld be-
come a transitional area between the suggested residential z�ning
and the area to the south of Sixth Avenue North. i�he north end of
the site, extending 250 feet ��outh of the MW RR ar�d west of Bo�ne
Ave would favor a multiple dwelling use fio serve as a buffer to
the suggested residential area to �he south and backing on the MW
RR on the north. The soil conditions in this area are more suitable
f�r multiple dweliing Qr compatibie iight use,

3 . Of the surr�unding area, the committee noted that:
The area east of Boone Avenue and south of lOth Avenue N includes
a parcet of 1and described as Lot 9, Golden Valtey Acres, which is
zoned as Multiple Dwelling (M-1 ) but has not been developed, The
C�mmittee recommends changing the zoning to residential zoning,
maintaining the residential character on the west side of Boone
Avenue. The area to the east o� Boone Avenue, then would retain a
residential character north of �ixth Avenue N, west of Bassett ' s
Creek to lOth Avenue North. This change would not change the ex-
pected number of multiple units, because the committee has suggested
multiple dwelling further north and to the west of Boone Avenue N,
bordering to the south of the MW RR,
4. Highway access in this area now and in the future will be limited.
It is very unlikely that a full diamond would be permitted at Boone
Ave and T H 55. The absence of good highway a�cess works against a
viable Industrial or Commercial development here. Heavy Industrial
Use, the type of traffic and character of the usage would create
and cause an aggrevation to the highest extent in this area .
The preceding comprises some of the reasons for the Commission as
a guide to future projection when considering further development
and rezonings .
The Gommittee was favorabley impressed by the fact that the petitioners
have gathered all effected property owners into their planning.
However, the Committee was disappointed by the proponents inability
to identify potential uses or tennants .
The Committee hopes that this area can be developed residentiatly,
as an entire parcel , as noted.
The Zoning Committee recommends denial of the petition for Commercia1
and Industrial zoning. One member abstained frc�m voting. Motion carried. ��
Mr . Skarbourough, proponent, asked that the Planning Commission
members take notice that they have obtained the services of Midwest
P1anning , who are highly recognized in the field of this type of
planning, to make up this site plan for this area of the Village;
and ask that the Planning Commission accept Midwest Planning ' s
judgement as to what is best for this area;
MOVED by Daly, seconded by Brown to approve the cc�mmittee report
of denial , carried with 5 yea, 2 nay and l obstaning.
Commission member Paul Velz stepped down from any and all discussion
concerning thi s ma tter .
ORDINANCE
A. Revision of Parking in Setback Areas of the Zoning Code.
An informal discussion was held to bring the new Planning Director
up to date on the Committee ' s work invotving parking in setback
areas . The director asked that the matter be carried over to next
month, at which time proposais will be made. It was also suggested
that interpretationscf the present ordinance be submitted by the
staff to the members before the next meeting.

LONG RAN GE -
A. Review of Traffic Engineering Study from Traffic Consultant
Committee Chairman Pennock read the following report :
�aA review of the traffic study was conducted at this meeting by the
Committee. It w�as general1y c�ncluded that the report, because of
its scope, requires continuous study by the Commission. It was als+�
noted by the members that the purpose of this traffic study was to
locate problem areas and to show some possibie remedies for these
problems . The committee was aware that not alt of the traffic
problems which exist in the Village nor alt of the possible so1utions
to these problems were contained in this study.
With this in mind, the Committee unanimously recommends acceptance
of this study as a general guide for the future �improvement of
traffic and related conditi �ns in the Village ."
MOVED by Carlson seconded by Hoover to approve the committee report
carried with 1 nay.
6 . Culuer Road � June Avenue North
Committee Chairman Pennock read the following :
"Also at the meeting was a Mr . ,lerome Ruffenach, a member of the
Robbinsdale Council , who sp�ke to the Committee in rti ga�d to a
propflsed multiple housing development near Culver Road and June
Avenue North. The Committee decided that the staff shoutd look into
the matter and make a report to the Committee when the necessary
information is obtained."

MOVED by Brown seconded by Bies to reeommend approval of the preceding
Lot Divisian and to waiver the Platting Regulations by reso1ution
of the planning Commission carried unanimousty.
B, Election of Secretary
MOVED b� Carlson, sec�nded by Hoover to elect Otto Schmid as Secretary
of the Gotden Va11ey Ptanning Commission carried unanimously,
C , Brookview Country C1ub
President Senstad gave a brief report from the Golf Ciub Committee,
in which he represents the Planning Cflmmission. MOVED by Hoover,
seconc�d by Pennock to accept President Senstad � s report concerning
the Golf C1ub, carried uanimously. MOVED by Carls�n, seconded:�by
Swanson to reaffirm the present zoning of the Brookview Country Club
Qf I-4, which is a suitableland use and fits into the overall plan
of the Viltage, carried unanimousiy,
A motion was entertained fior adjournment at 12 :00 p,m.
