09-15-66 PC Minutes S�� REGULAR MEETING OF THE GOLDEN VALI.EY PLANNING COMMISSION September 15, 1966 A regular meeting of the G�lden Valley Planning Cammission was held on Thursday, September 1� , 1966, at 7:30 p,m, at the G�lden Va.11ey Civic Center , 7800 Gvlden Va11ey Road, G�lden Valley , Minnesota. President Senstad presided and the fallowing members were present : Anders�n , Carls�n, Swedberg, Christiansen, Daly, Penn�ck, Swanson, Bies , Silverman , and Hoaver . Also present were Ulstad, Skare , Schmid and phyl1is Jordahl . MOVED by Swanson, seconded by Christiansen to apprave the minutes of August 11 , 19bb, carried unanimously. PLAT � LONG RANGE A. Earl J � Shirley Schutz ( 11 ) b140 �. 61b0 Wynnwood R�ad � Chairman Pennock read the foll�wing report : ��The requested divisi�n involves three tots , two of which wc�uld be vacant and one occupied with an existing h�ome. The two vacant t�ts w�uld be 119' x �a5 � c�r 12,495 sq, ft. and the remaining occupied lot wQUld measure 15b � x 119' or 18,5b4 sq ft. The probiem arises as t� the accessability �f the area directly north of the Webb 1�t and west of Lamplighter Estates . The CQmmittee recognized that each �f the tw� 1ots are substandard by 5 sq ft , but c�rrecting this wou1d involve m4ving the lot iine tess than 1 +' , which seems trivial , The land iocked lots t� the north can be pr�vided f�r by a cul -de-sac, which does not involve the use of any �f the pr�perty inv�lved in this lot division, The C�mmittee felt by extending a r�ad thr�ugh the area, the petiti�ner w�uld k�se a lot , also the lot to the rear c�f this l�t would be lost. Wi1liam McD�ugat � Pau1 Juris ( 19) 2121 Ensign Avenue North Chairman Pennock read the fol ?�wing report : �'The pr�ponents are requesting a review of the Mitlers Mead�ws Residential ptat , The pr�posed plat c�ntains one single family and two double bungatflw 1ots a1ong Duluth Street, across fr.�m an Industria1 Zc�ning area, which were nat in the previflusly approved plat . The Committee noted that some of the lot 1ines c�uld be moved in order to gain the proper square footage for each l�t and still maintain the prflper footage at the 35 � setback 1ine, exce pt f�r L�t 4. It was als� n�ted that Elgin Place in the future may sometime be extended to the west , therefor the Committee fett that dedication must be sh�wn on the p1at fr�m the end of the cul -de-sac extended to the west property line, With this in mind, the Committee asked that these correcti�ns be made before the regular Planning C�mmission meeting. 4'� Minutes of the G V Planning C�mmission 9- 15-b6 Page 2 The C�mmifitee unanimously recommends approval of the plat, bearing in mind the previous c�mments . JANELLE ADDITION ( 17) Hampshire � Glenwood Avenues Committee Chairman Pennock read the following rep�rt : "The pr4panent is requesting an appr�val Qf the prop3sed plat lo- cated on Hampshire Avenue between Glenwood and Western Avenues. This area was inv�lved in ponding area discussiQns held before the Village Cfluncil . This involved the so-called asthetic value of the ponding area in relation to the surrounding h�me owners , who felt that the Villag e should purchase the pond. At the pubtic hearing he1d �n July 19, 19b6, the Council moved that no action be taken on the matter at this time, since the residents c�uld not reach an agree- ment as to the purchasing of the property. Recently, the property �wners indicated that they are no longer interested in purchasing this area. The C�mmittee unanimously recommends approva1 of the Janelle Ptat since it meets all of the Platting Regulations . County Road 18 between T.H. 55 and Medicine Lake Road Cflmmittee Chairman Pennock read the foilowing rep�rt : "The Long Range Committee reviewed the plans for the upgrading of C�, �d , l$ between T.H. 55 and Medicine Lake Road. The Committee recommended appr�oval of the general plan as set forth in layout No, 10, dated ,1u 1 y 10, 196b, i� MOVED by Daly, seconded by Silverman t� apprc�ve the Committee rep�rt , carried unanimously. E . Orville Nelson (20) 1608 Independence Avenue North Committee Chairman pennvck read the fo1lowing report : ��The proponent i s requesti ng a di vi si on of a previ ous 1 y c�mbined 122 ' l�t back tc� two 61 ' lots . Presently, Lflt 13 � s occupied with 'a single family dwelling. Most of the lats in this area are �f 61 ' in width . R��ss A Craig ( 11 ) 2120 Douglas Drive N�rth C�mmittee Chairman Pennock read the following report : ��The Village Council at its regular meeting of September bth referred this item back t� the Planning Commissi�n. The petitioner is re- questing rezor�ing from Residential to Business and Professi�nal Office. Discussion ensued with Mr Craig regarding the future of the several lots within this area , An excerpt fr�m the August 11 , 19b6, minutes ' The Committee wished t� bring t� the afitention �f the Pl�nning Cflmmissi�n that this area was th�r�ughiy reviewed by them in February and also again in June, 19b6. It was rec�mmended at this time that the area along Brunswick Avenue remain Residential in nature and als� along Douglas Drive n�rth �f the Witzig property. It was suggested by the Planning Commissi�n at this time, that d�uble bungalaws w�uld be an acceptable land use in this area, It was als� mentioned at the Planning Ct�mmission meeting that the land owners in this area get together with the Village Staff and wflrk out a future site ptan f�r thi s area .�� With this in mind the C�mmittee suggested to the petitioner that he bring in a formal pr�posat of the plat that takes into considerati �n all �f the land locked areas. The Cflmmittee c�uld take n� action , since n� f�rmal petiti�n was presented." G. Tract B , R�S 1059 ( 21 ) directly east of the Standard Oil C� C�mmittee Chairman Pennock read the f�tl�wing rep�rt : �'This part of Tract B , which is 20� 'wide and 547.4' in length and is adjacent to S�andard Oi1 C�, was referred by the Counci1 to the Planning C�mmissi �n t� determine whether it sh�uld be used f or street purp�ses �r deeded to Standard Oil . At this time the Village d�es n�t know the street pattern of the 1 �rge tract �f land belonging t� Premier Realty and therefor can on1y recommend that t�is aprcel be deeded t� Standard Oit Co, or Premier Realty, ►' MOVED by Daly, sec�nded by Sitverman tQ receive the c�mmittee rep�rt and recommend that this parti�n s�f tand be deeded t� the Village, carried unanim�usly. H. SKYLINE SUI�DERS ( 17 ) 75�� Ols�n Highway C�mmittee Ghairman Penn�ck read the f�il�wing rep�rt : "The C�uncit referred this matter back to the Planning C�mmission. N� f�rmal proposal was presented from Skyline Buitders at this time , h�wever , a p�ssible alternative plan was br�ught to the attenfii�n c�f the c�mmittee by the staff, No forma1 action was taken at this time. '� � � Minutes of the G V Planning Gommission Page 4 9- 15-66 ORDINANCE A. Parking in Setbacks (Revision of Zoning Code) Discussion continued regarding parking in the setback areas. The Committee members reviewed other p�rti�ns of the Zoning Ordinance in an attempt to disc�ver a norm which might be used as a guide. It was decided that the main problem may not be the question af parking at ali , but rather one of a standard required landscaped yard. The committee then requested the Village Planner to check tMe �rdinances for existing requirements regarding tandscaped yards and make a report at the Ordinance Committee meeting next m�nth. ADMINISTRATIVE A.
