02-16-67 PC Minutes � �#: REGULAR MEETING OF THE GOtDEN VALLEY PLANNING COMMISSION February 16, 1967 A regular meeting of the Golden Valley Planning Commissifln was held on Thursday, �ebruary 16, 1967, at 7 :30 p.m, at the Gotden Vall�y Civic Center , 7800 Golden Vatley Road, Golden Vallley, Minnesota, President Senstad presided and Anders�n, Swedberg, Bruch, Br�wn , Daty, Swanson, Christiansen, Franzen , Jt�hnston , Carls�n, Penn�ck, Hoover , Silverman , Members absent : Jensen, Raugland, Velz, Ats� present : Skare, U1stad, Schmid, Phyllis J�rdahl . MOVED by Christiansen , seconded by Swans�n, to appr�ve the minutes �f January 12 , 1967, carried unanimously. ZONING A. Charles E , Anderson (8) 105 N�rth Lilac Drive Committee member Swans�n read the foll�wing report : "The pr�pflnent is requesting Business � Pr�fessional Office zoning f�r a three parcel tract l�cated at the northwest corner �f Glenwc��d Avenue � T H 100, which is presently zoned Open Devel�pment. The c�mmittee, in reviewing this request f�ar the third time ( see P C minutes 11 - 10-66 corrected and 12- 15-66) , noted that the petitioner is prop�sing the c�nstructi�n of one Business � Pr�fessi�nal ,type �ffice �n the three parcels , the tittes to which wiil be merged after purchase by the proponent . The C�mmittee, in reviewing this request , wishes t� stress several points. They are: 1 . The prc�perty in questi�n, due to the topography is orientated more t�ward T H 100 rather than Glenwo�d Ave. 2. The property, again due t� the t�pography, is highly unlikely to develop residentialty. 3. It was believed that the min�r traffic, generated by this land use w�utd be orientated more t�ward 7 H 100 than t� Gtenw�od. With this in mind, a m�ti�n was passed to recommend approval of this petition. " MOVEn by Anders�n , seconded by Franzen t� accept the C�mmittee ' s report did not carry with 5 ysa, 8 nay. Wardfln C�, ( 13 ) b000 Laurel Avenue Ct�mmittee member Swanson read the f�1lowing report : f'The pr�p�nent presented plans f�r the c�nstruction of a wareh�use type building on the parcet �f land 1ocated Qn the H W Hamm�nd pra- perty s�uth of the judicial ditch fronting s�n Lauret Avenue. This entire parcel is presently zoned Open and the pr�ponent is request- ing a light Industrial zoning. 6 �� Minutes Qf the G V Planning Commission 2- i6-67 (2 ) In reviewing the past hist�ory of this parcel , ( see P C minutes 8- 15-63; 11 - 14-63; 12- 12-63) the C�mmittee wishes to reaffirm the Commissi �ns past recommendations. They are essentially that at the time �f rezoning to tight industriat of the back portion of the Hammond property, the fr�nt portion be platted with stre�s, have sewer and water instatled and be z�ned residential . The zoning committee unanimflusty recommends denial of this petition. " MOVED by Swanson, seconded by Brown, carried unanimously, to refer this item back tQ the Committee in view of new evidence presented by Mr, HammQnd for reconsideration, C, MINNEAPOLIS, NORTHFIELD � SOUTHERN RR (7 & 2 ) Cammittee emember Swanson read the following report : ��The pefiitioner has requested that the RR property 1QCated north of T H 55 in the appr�ximate arsa of the Glenwood Addition be rezoned fr�m Open and Industrial t� Railraad zoning. The purpose of thi-s request is to all�w the RR to �rry �ut on its property those functions necessary for its operation. The Committee, in reviewing this request , feels that this is a reasonabte and logical request in that some of the property is presently being used for rail purposes and this rezoning wauld be in keeping with present and future land use in the arm. The CQmmittee does recommend, however , that lots 147 , 148, � 149 of the Glenw��d Additi�n remain in their present zoning classification which is Commercial . This property, which is owned by the RR is presently being used for a parking lot , and to rezone these three lots would seem t� be inconsistent with past Planning Commission action, With this in mind, the Zoning C�mmittee unanimously recommends approval fflr rezoning to Railr�ad with the exception of Lots 147; 148, and 149." MOVED by Br�wn, seconded by Swedberg , to appr�ve the committee report, czrried unanim�ously. PLAT A. Robert Krause ( 14) Advertising Creative Center Committee Chairman Carls�n read the following report : "The request is for a replat �f Lot 8, Block 3, Advertising Creative Center . After lengthy discussion as to the reasoning behind the replat , the committee wishes to make the following recommendations : That the reptat , called Suburban Industrial Park, Lots 1 -5 , Block 1 , be approved subject to any and all easement requirements as set forth by the Vi1lage Engineering Department. The m�ti�n carried unanimc�usly, " MOVED by Penn�ck, seconded by Silverman, carried �ananim�usly, to appr�ve the c�rr�ni ttee report . ORDINANCE LONG RANGE A. Review �f Piat Requirements - D�ferred for one m�nth B . �'rance Avenue � T H 12 Interchange C�mmittee Chairman Brown read the following rep�rt : "Lay�ut No, 13R fr�m the Minnesota Highway Department was presented tfl the Committee at this time, Basicaily, this lay�ut sh�ws the recommended upgracing of T H 12 fr�m Penn Ave to just east �f T H 100, The prflposed diamond interchange at France Ave and T H 12 is the portion �f the layout the Nighway Dept , is seeking appr�val f�r at this time. The C�mmittee, after reviewing the plans extensively, submitted the f�llowing : A motion wasrr�de and secor�ded to reject the France Avenue Interchange plans as presented for the reas�ns stated by previ�us commi ttees and co+r�ni ssi ors, It was n�ted that as far back as May, 1961 , the Ptanning Commission recommended that the inter- change be c�nstructed at Glenwo�d Parkway. (See P C minutes 5- 11 -b1 ) Ifi is restated at this time by this C�rr�nittee that the most acceptable plan would be fhe construction of the interchange at G1enw��d Parkway with the extension of service r�ads t�o the Glenw�od interchange. The CQrnrnittee recognizes the p�siti�n �f the Minneapolis Park 8oard in this matter , so we strongly recommend a meeting with the Park B�ard and alt �ther interested groups . This motion was made and sec�nded and carried unanimously. " MOVED by Carls�n , sec�nded by Daly, t� approve the c�mmittee report , carried unanimousty, C , County Road 18 and Medicine Lake R�ad Interchange , C�mmittee Chairman Brown read the fo1lc�wing report : ''The Ptanner presented a preliminary plan for the C�. ►2d 18 - Med- icine Lake Road interchange. The Committee n��ted that this p1an , cal1ed Ptan H- 1 and dated January 30, 1967 , is primarily the same pian approved previousty, With this in mind, the C�mmittee reco�nends approval of thi s prel imir�ry plan as submi tted,"' MOVED by Penn�ck, seconded by Carls�n , carried unanimQUSty, t� approve the committee rep�rt. 6 � Minutes �f the G V Planning Commission 2- 16-67 (4) D, Pr�p•�sed State Aid Classificati�n � Extensi�n of Louisiana Avenue fr�m Kentucky Avenue t� Glenwood Avenue Committee Chairman Br�wn read the fotl�wing report : "The Village Staff reco+nmends that the pr�p�sed extension of Louisiana between Kentucky and Glenwo�d be abandoned at this time, It was explained that this wc�uld be in keeping with the Edwards and Kelcey Report recommendati�ns. The Committee recommends that Louisiana extension between Kentucky and Glenw�ad Avenues be abandoned as recommended by the Staff with the stipulation that further plans for Louisiana Avenue be brought to the Planning Commission for rec�rr�nendation, " MOVED by Bruch, seconded by Silverman , carried unanimously to appr�ve the Corrmzi t tee Repor t , ADMINISTRATIVE A. Amend Ordinance 14.0$ A General discussion ensued between the Planning CommissiQn and the Village Attorrey regarding the feasibility amending Ordinance 14, 0$ A. It is the desire of the Planning C�mmission t� recommend to the Council that this portion be rewritten as suggested by the Vi1lage Attorney.
