MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
February 1, 1968
A regular meeting was held Thursday, February l, 1968, at 7 :30
p.m. at the Golden Valley Civic Center, �00 Golden Va11ey Road,
Golden Valley, Minnesota. President Senstad presided and the
followin� members were present : Christiansen, Daly, Franzen,
Johnston, Silverman, Swanson, Swedberg. Also present : Planning
Director Otto Schmid, Board of Appeals Member, Robert Hoover.
APPROVAL OF MINUTES
MOVED by Christiansen, seconded by Franzen, unanimously carried
to approve the minutes of January 11, 1968.
l. ADOPTION OF BY LAWS
Zt was noted that a11 of the corrections and changes suggested at
the January 11,1968 meeting have been entered. MOVED by Franzen,
seconded by Daly, unanimously carried to approve the By-Laws as
amended at the January 11,1968 Planning Commission Meeting.
2, MASTER PLAN-COMPREHENSIVE STUDY DISCUSSION
President Senstad began the discussion by explaining to the
Commission why this item appears on the agenda. He explained why
he believed this to be an important undertaking. All of the
members of the Commission had comments both pra and con. Ma�y
questions were asked that could not be answered at this time such
as : What type of a study is performed in a Village such as ours
which is 80� developed? Just what is a comprehensive Study?
What would be the Cost? It was decided that in order to get
answers to these and other questions some outside help should be
obtained. Member Daly then MOVED that the Planning Commission direct
�he Planner to set up a program that would answer the questions
of the Commissioners and a procedure by which the Commission could
meet with certain experts so that the possibility of p�Pforming such
a plan can be determined. Silverman seconded this motian and it
carried unanimously. The planner was also direct�d to �btain copies
of the sketch plan performed by Jim Hawks in 195g and distribute
these to the members at the next meeting.
3 . LOTS 3�,35,37 Auditors Subdivision Number 3E�
The Planner explained that the Council has requested the Commission
to examine Lots 3�,35,37 Aud. Sub No 360 and to recommend whether
or not these lots should be purchased by the Village if they become
awailable . It was further mentioned that the Staff has examined
this area and believes that these parcels could be u�ed for additional
Village buildings or other uses the Village may deem necessary.
The Commission believes that the three parcels should be purchased
by the Village if they are available . It was �hought that these
additional parcels could be used for needed additional building
space by the Vi2lage and, in . addition, would prevent commercial
developrnent within these parcels , therefore preventing a compounding
of the traffic problem along Winnetka Avenue. MOVED by Christiansen,

seconded by Swanson, unanimously carried to recommend that the
Village purchase these parcels if they become available.
4 . LAND USE STUDY PARCELS JiK,L.M. RLS # 648 ,
No formal request was received therefore no formal action was taken
by the Commission.
5. PARCEL 3400, Section 31, Township 118, Range 21, ACCESS STUDY
No formal request was received therefore no formal action was
taken by the Commission.
6 . GENERAL
A. Waiver of the Platting Ordinance - Dr Manly Rubin
Maddaus Lane & Westwood Drive
The Planning Commission pos�poned action on �his item until
February 15, 1968.
B. Traffic Signals - T H 12 and Winnetka Avenue
The planner presented to the Commission the Minnesota Highway
Department agreement to be presented to the Council for a full
signalized intersection at T H 12 and Winnetka Avenue.

to recommend approval of the signalization plan for T H 12 at
Winnetka Avenue.
There being no further business, the meeting adjourned at 10 : 05 p.m.
