MINUTES OF THE GOLDEN VALLEY �
PLANNING COMMISSION
March 7 ,1968
A regular meeting was he7d Thursday , March 7 ,1968, at 7 : 30 p .m.
at the Golden Valley Civic Center , 7800 Golden Valley Road ,
Golden Valley, P�linnesota . President Senstad presided and the
fol1owing members were present : Daly, Franzen , Swedberg , Silver-
man , Provost , Johnston , Swanson . Member absent : Christiansen .
Also present : Lynch , Schmid , Jordahl .
APPROVAL OF MINUTES
MOVED by Johnston , seconded by Swedberg , unanimously carried to
approve the minutes of February 15 , 1968, as maiied .
REZONING : Abel Nursing Nome Co 3700 Golden Va11ey Road I-3
Owner ' s Pdame : P B Olson , 2185 Bonnie Lane
Legal Description : Tracts E & C , Registered Land Survey No . 292 ,
Hennepin County , Minnesota
Action Desired : The proponent is requesting a rezoning of this
property from Open Development to ` Institutional I-3 .
Pertinent Facts : This property is located just west and across the
Great Northern tracks from St . Margaret Mary Church in the
Mary Hills section of the Viilage . Proposed use if rezoned is
a Nursing Home .
In February,1964 , Mr. P . B .Olson requested that Tract E be rezoned to
a multiple category for the construction of a 10 unit apartment .
This request was withdrawn by Mr . Olson , when he discovered that
only five units could be constructed on that sfte . The Planning
Commission did not take formal action .
Generally, this site can be described as low lying except for
several h�igh spots on Tract E . The most obvious feature of this
area is Bassett ' s Creek , which flows along the western edge of the
area in question .
Golden Valley Road is the main arterial street and would directly
serve the proposed nursing home site . Presently , Golden Valley
Road traffic volume for an average 24 hour period is approximately
12 ,765 vehicles . The projected 1985 volume for a 24 hour period is
17 ,400 vehicles . The area is served by sewer and water but no
public street pattern within the area has been planned . The parcels
in question total approximately 3':2 acres in size .
Planning Considerations :
1 . The area owned by Mr. Olson extends from Golden Valley Road
north to the Robbinsdale City line and is bounded by Bassett Creek
and a residential area on the west and the Grea�� Northern tracks on
the east. How is this area going to develop?
2 . Bassett Creek is a definite aesthetic attribute but also tends
to flood at certain times of the year . How will this affect
future development?

Mr. Ostrow, President of the Abel Nursing Nome Co. , was present to
explain their petition . Speaking generally of the plans for the
Nursing Home iocation , he indicated that the sfte containing the
home would have some $20 ,000 worth of professional landscaping . Mr.
Ostrow also indicated that he would be willing to donate 15 acres of
land north of the proposed nursing home for a park site and in
addition would dedicate a public street for access to said park . He
aiso indicated that he would be more than willing to sign a bond
guaranteeing that this nursing home would be a tax producer and not
' become a tax exempt organization .
Some 22 property owners from area were present and the following
expressed their views concerning the proposed �rsing home :
James Moe 3820 Bassett Creek Drive
Charles Chapman 3800 aassett Creek Drive
Stan Rozack 3900 Bassett Creek Drive
Morris Schleen 3830 Bassett Creek Drive
All those property owners present were opposed . .
Paul Olson , son of the petitioner, was present and explained that
single family homes were not feasible because of the cost of piling .
The Planning Commission noted that except for s�veral schools and
a small apartment complex , the entire area narth of Golden Valley
Road and east of T. N. 100 is single family residentiai in character.
The Planning Commission also noted that past Commissions have taken
the stand that this area (north of G . V .Rd) remain residential in
nature . S�e P .C . Minutes April 10 ,1963 . It was further noted that
under the I-3 category private clubs could also be constructed .
Finally, the Planning Commission compared this site with previous
nursing home requests , notabley the Dundee property on T . H . 100 .
It was the concensus that the Dundee site was more desirable than
the Olson property for a nursing home and that request was vetoed
by Council .
MOVED by Daly, seconded by Franzen , unanimously carried to recommend
denial of the rezoning petition . The Commission would also like
the Councii to note the condi�ion of the parcel at present , and
recommend that the area be cleaned up .
REZONING : Mid�est Federal Savings and Loan Lots 3-15 MurriMac Ind Park
The proponent requested that this rezoning be deferred for two
weeks .
STREET & ALLEY VACATION : Sunnyridge Lane , France Ave N lying north
of Woodstock Avenue and south of T H 55
Legal Description : Alley adjacent to Lots 212-220 inclusive and
Lots 281 -289 inclusive and alley adjacent to Lots 320-328 inclusive
and Lots 395-403 inclusive all located in Glenwood Addn . Also
Sunnyridge Lane and France Ave N located north of the north right-
of-way ltne of Woodstock Avenue and south of the M� nnesota
Highway Dept . right-of-way , all located in Section 19 , Township 29 ,
Range 24 , Nennepin County , Minn�sota .
Action Desired : 7o vacate the above described streets and alleys .
Pertinent Facts : This vacation petition is part of the Multiple M-4
rezoning request of Louis H . Graca . The streets and aileys to be

vacated would revert to the owner or owners of the adjacent pro-
perty . The Village would require that certain sewer and water
lines be moved , and new easements for these lines would be obtained .
In addition , the City of P�inneapolis has a large 48" watermain
located in that portion of France Avenue to b� vacated . An ease-
ment for this watermain will have to be obtained from the petitioner.
Planning Considerations : It would seem that the proposed vacation
is feasible ; however, it is suggeSted that the petitioner obtain
the necessary easements and supply the Village with the necessary
proof of filing of the required easements . It is further recommended
that the vacation hearing for the streets and alleys be postponed
until the necessary easements are obtained and filed . Nowever,
we would suggest that the Planning Commission rQview this vacation
request and send a recommendation to the Council . This would allow
the petitioner to plan his project in an orderly fashion , and not
experience any unnecessary delay .
MOVED b.y Silverman , seconded by Swedberg , unanimous7y carried , to
recommend that the vacations and easements be granted as spelled
out by the Village Staff .
WAIVER OF PLATTIt�G ORDINANCE: Waldeman Koerman South 130 ' of
Lot 67 , Aud Sub iVo 322
The petitioner requested that no action be taken on this item for
two weeks or a month allowing the Commission time for thought on
establishing an overall policy for similar lots with this depth
problem.
REZONING : 5915 Glenwood Avenue M-2 A . B . Johnson , N . T . Berglund
This item was tabled at the petitioner ' s request .
6dAIVER OF THE PLATTING ORDINANCE : Harry Hamman 6001 Glenwood Ave
Legal Description : Commencing on the north line of Govt . Lot 2 at a
point 764 .4 feet east from the northwest corner thereof thence
south �00 feet thence west 80 feet thence south to the south line
thereaf thence east to the southwest corner of the east 5 acres of
said Lot 2 thence north to the northwest corner of said east 5 acres
thence west to beginning except road .
Action desired : Approval of proposed ordinance waiver and resultant
lot division .
MOVED by Swedberg , seconded by Franzen to deny the division since
potentiai problems exist and there are no solutions in sight .
Motion carried with member Swanson abstaining .
