03-21-68 PC Minutes 11 �� REGULAR MEETING OF THE GOLDEN VALLEY PLANNING COMN;ISSION March 21,1968 A re�ular rneeting of the Golden Valley Planning Commission was held on Thursday, March 21,1968 , at 7 : 30 p .m. at the Golden Va11ey Civic Center, 7800 Golden Valley Road, Golden Va11ey , Minneso�a. Presi- dent Senstad presided and th� following members were present : Planning Secretary Schmid, Commissioners : Swedberg, Franzen, Christian- sen, Szlverman, Da].y, Johnston, Pr�vost , Swanson. Members absent : none . APPROVAL OF MINUTES MOVED by Franzen, seconded by Swedberg, unanimously carried to approve the minu�es of March 7,1968, as mailed. REZONING: Midwest Federal Savings & Loan (23) PZultiple M-�4 Lots 3-�5 Murri-Mac Industrial Park This item was deferred at the request of the petitioner. REZONING: Arthur B Johnson, Norman T Berglund (13) Mu.�:tiple M-2 5915 Glenwood Avenue Th�s item was deferred at the request of the petitioner. REZONING; A H Bennett (13) 6000 Laurel Avenue Light Indu�trial Mr. Benne�ti was present and presented his plan for a warehouse on this parcel. MOVED by Daly, seconded by Christiansen, unanimously carried to table this item until such time as the future of Laurel Avenue is decided. (See Plannin� Report # 3 dated 3-21-68) GENERAL A. Verbal Reports from the P3anner : LAUREL AVENUE: The Village Planner presented a brief rundown as to the status of Laurel Avenue today and the recommended plans far the fu- ture. The planner pointed out that he believed that Laurel Avenue should be constructed from Turners ' Crossroad to Winnetka Avenue . He noted that several legal questions exist concerning the railroad tracks lyin� within the right-of-way for Laurel Avenue and this wi11 be discussed with the Village Attorney. The Planning Commission discussed the planner' s report and instructed him to draft a motion which would be presented to the Comm3.ssion at next rnonth' s April 2nd meeting. MOVED by Franzen, seconded by Swanson, carried unanimously to instruc� the Planner to draft a motion concerning the canstruction of Laurel Avenue. LOT DIVISIONS INVOLVING PRIVATE ACCESS EASEP�IENTS : The planner re- ported to the Commission on the practice o�' dividing parcels of land and creating lots which by their nature do not have frontage on a public street . � .�. � . Planning Commission Minutes 3-21-68 Pag� 2 In discussing the possibility of establ3shiiig a procedure for such a practice, the Commission decided the followin�;: Tn cases where long lots stretch from street to street and where a portion of such a 1ot �o be divided abutts a street , divisions will be considered . In no case wi11 the Commission consider a division that would require a private easement over adjacent property for access . In addition, the Corr�mission recommends that the practice of dividing lots with long narrow access from street to the back of a parcel not be followed. The Commission also recommends that in all cases of un�zsual division requests, the si�natures of the abutting property owners be abtained. MOVED by Christiansen, seconded by Silverman, unanimously carried to recommend that the preceeding procedure be followed. WAYZATA BOULEVARD - TURNERS CROSSROAD AREA Description of area: The area bounded by Turners Crossroad on the east ; Laurel Avenue on the Plorth; Colorado A�enue on the G1est and Town Road on the Sou�h. The Planner reported to the Commission that P�1r. Westlake and himself toured the above described area to c�etermine the condition of the buildings and to determine wh�.t portion of ex3stin� ordin- ances are bein� violated . As a result of this survey, a report will be forthcoming indicating the exact nature �f each violation and general comments as to how the area can be improved. In the mean time, it was sug�ested that ordinance waiv�:.°s in this area, which would add to the deteriorating natur� of the nei�Yiborhood, come under close scrutiny of the Board of Zoni�� Appeals . P�IOVED by Daly, seconded by Swedberg, unanimously carried to accept the planner' s report and in addition, recommend, if possi.ble, that a moratorium be placed on ordinance waivers in this area until - such time as the for�hcoming staff report and its resultant re- comr,iendation can be re�ri�wed by the Commission and Board of Zoning Appeals . ORDINAPdCE INTERPRETATION: GAS SERVICE STATIONS (allowing sales of items other than gasoline , etc . ) The Planner explained an item that appeared on the March i9,1968 Council A�enda where a request was made to se�l nursery items {trees , shrubs, etc ) frnm a service station. Proposal was denied by Council under existing re�ulations of the Zonin� Code.
