REGULAR MEETING �F THE GOLDEN
VALLEY PLANNING COMMISSION
May 2' 1968
A regular meeting of the Golden Valley Planning Commission
was held on Thursday, May 2, 1968, at the Public Safety
Buildin�, 78Q0 Golden Valley Road, Golden Valley, Minnesota, at
7 : 30 p.m. Chairman Senstad presided and the following members
were present : P3annin� Seeretary Schmid and Commissioners Daly,
Franzen, Swedberg, Swanson, Johnston. Members absent : Provost,
Christiansen, Silverman. Also present : Phyllis Jordahl.
APPROVAL OF MINUTES
MOVED by Franzen, seconded by Swedberg, unanimously carried to
approve the Minutes of April 18,1968, as mailed.
PLAT - Part of R.L.S. 648 (18) Rees , Thomson, Scroggins, Inc .
The proposed plat is part of RLS 6�8 and 865, both of which are
zoned Industrial, The reason this area is being platted is that
the awners decided to re-arrange some lot lines and to propose a
public street , Hampshire Avenue , and a marginal access street,
service road to T.H. 12. The proposed plat meets all of the
requirements as set forth in the Platting Ordinance, except that
the marginal access street within th�s plat is shown as a 40 foot
right-of-way. This is shown this way to match up with the 40 '
right-of-way presently held by the Hi�hway Department between
Florida Avenue and this plat . The thought here is that, at the
time T.H. 12 is upgraded, this 40 foot right-of-way could be
combined with an additional 20 f�et from the highway right�of-way
to form a 60 foot service road. Presently, from proposed Hampshire
Avenue west, a private service drive exists .
M4VED by Swedberg, seconded by Johnston, unanimously earried to
recommend approval of this plat .
VACATION - Alley Vacatian (19) Lakeview Heights , Black 3
A petition is on file requestin� the vacation of the alley located
in Block 3 of Lakeview Heights Addition. This alley runs between
Earl and Duluth Streets and lies between Independence Avenue and
Hillsboro Avenue . We have 19 parcels of record in this block
and 12 owners have signed th- petition. 51� of the property owners
are needed on this type of petition. The petitioners a�e requesting the
alley be vacated because it does not serve a useful purpose .
The Commission noted that the existin� alley is 12 feet wide and
is not serving the properties in the ar�.a, MOVED by Swanson,
seconded by Franzen, unanimously carried, to recommend the vacation
of the alley, providin� all of the property owners contact the
utility company and deed the necessary utility easement to the
utility company involved.

PROPOSED ORDINANCE CHANGE - Sections 5.05; 6.03; 7 .06
The present Ordinance reads as follows :
'Adequate areas for off street parking, loading and un].oading
of motor vehicles shall be provided in each Commercial; Li�ht
Industrial; .Industrial Zoning District , and the minimum number of
parking spaces shall be determined in accordance with Section 13 of
the Zoning Code.
Parking areas shall not be situated in any open spaces established
to separate or buffer the Commercial; Light Industrial; Industrial
use from a lighter use district. '
Proposed Change :
Loading and Parking Areas : Adequate areas for off street parkin�,
loading and unloadin� of motor vehicles , sha11 be provided in the
Commercial; Light Industrial; Industrial Zoned Districts in accordance
with Section 13 of the Zonin� Code . In no case shall loading or
unloading berths or areas be situated on the street side of any
building.
MOVED by Daly, seconded by Swedberg, un�,nimously carried to recomrnend
to the Council the above proposed Ordinance Change .
PROPOSED ADDITION TO THE ZONING ORDINANCE - Sections 6 .04 & 7.07
OUTSIDE STORAGE: In the Light Industrial and Industrial Districts
no materials or equipment shall be stored outside, unless screened
in such a manner as not to be visible from ad,jacent properties or
streets . Only those materials or equipment directly related to the
principal use may be stored outside . No storage is permitted within
the required landseaped area.
MOVED by Swanson, seconded by Johnston, unanimously carr�,ed, to
recommend to the Council the above ordinance change. The Commission
requested that the final drafts of these ordinance changes be
submitted to them for review.
GENERAL: STATE AID DESIGNATION-lOth Avenue N from Boone to Co Rd 18
MOVED by Daly, seconded by Swedberg, urzanimously carried, that lOth
Avenue North from Boone Avenue to County Road 18 be designated as a
State Aid Street.
The May 16th Planning Commission Meeting has been re-scheduled to
May 23rd. All Planning Commission Meetings #'or the remainder of the
summer will be startin� at 8 p.m.
