05-23-68 PC Minutes �_ �`� REGULAR MEETING OF THE GOLDEN VALLEY PLANNING COMMISSION May 23, 1968 A regular meeting of the Golden Valley Planning Commission was held on Thursday, May 23, 1968, at 8:00 p.m. at the Public Safety Building, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Senstad presided and the following members were present: Planning Secretary Schmid and Commi�sioners Christiansen, Franzen, Provost , Silverman, Swanson, Swedberg. Members Absent : Daly, Johnston. APPR�VAL OF MINUTES MOVED by Fransen, seconded by Swedberg, unanimously carried, to approve the Minutes of May 2, 1g68, as mailed. PLAT - SKYLINE PLAZA (17) Skyline Builders , Inc . The application for this plat was received in November, 1964, and was approved by the Planning Commission on December, 1964 . (See December l0,1g64 Planning Commission Minutes) The proponents and the Village Staff then ran into some difficulties concerning the drainage within the proposed plat . In addition, a question arose as to the proposed street layout . The main ob�ection was that the proposed Quebec Avenue North had access directly to T. H. 55 (see map) . The Council referred the plat back to the Planning Commission. The Planning Commission did not receive a proposal so, no formal action was taken. The proponents then decided against pursuing the plat approval at that time. (This was September, 1956) . The proposal before the Plannin� Commission at this time is the same plat approved by the Planning Commission in 1964, except that the proposed nhanges as suggested by Staff and Council have been incorporated. Mr. Alan Schendahl was present representing Skyline Builders , Inc . He indicated that the proposal before the Commission incorporating the changes asked for by the Council and Staff and containing ,just one street, 5th Avenue North, with a cul-de-sac, was acceptable . The Commission noted that in 1964, the plat committee recommended that sidewalks be constructed along the proposed streets . The Commission wishes to reinterate that feeling, noting that the construction of a sidewalk would facilitate the pedestrian movement from the apartments in this area to the shopping center, west of Rhode Island . The Commission also noted that the proposed 5th Avenue North is shown as a 50 foot right-of-way. Even thoughtfiis does not meet the existing standards as set forth in the Platting Ordinanee, it was noted that the present Staff believes the 50 feet to be adequate for approximately the sazne reasons as given in 1964. � � � Regular Meetingof the Golden Vall.ey Planning Commission May 23, 1968 Page 2 There�ore, it was MOVED by Franzen, seconded by Swedberg, unanimeusly carried to recommend approval of the plat, Skyline Plaza, noting the suggestion that a sidewalk be canstructed along proposed 5th Avenue North. Brief Report : 1968 ASPO Convention The Village Planning Director briefly reported to the Commission on the National Planning Conference he attended in San Francisco, Ma.y 4-9 , He noted the highlights of the conference and pointed out that the main theme was the civil disorders the urban areas are experiencing and the possible causes and solutions that were mentioned. The Planner said that a written report would be sent to the Commission members as soon as it was compl�ted. GENERAL The Chairman af the Planning Commission suggested that half of the year has elapsed and not much progress has been made toward deter- mining the type of comprehensive planning study the Village should under�ake. It was further sug�ested that additional speakers be obrained, noteably from a suburban community, which has recently completed their own study, to explain the problems , etc . they faced. The secretary said he would arrange such a meeting on the 20th of June.
