REGULAR MEETING OF THE GOLDEN
VALLEY PLANNING COMMISSION
June 20,1968
A regular meeting of the Golden Valley Planning Commission was
held on Thursday, June 20,1968, at the Public Safety Buildin�,
7800 Golden Valley Road, Golden Valley, Minnesota, at 8:00 p.m.
Vice Chair�an Christiansen presided and the followin� me�mbers
were present : Planning Secretary Schmid and Commissione�s Franzen,
Swanson, Swedberg, Johnston. Members absent : Senstad, Daly, Silver-
rnan, Provost .
APPROVAL OF MINUTES
MOVED by Swedberg, seconded b� Franzen, unanimously carried to
approve the minutes of May 23,1968, as corrected.
INFORMAL DISCUSSION - COMPREHENSIVE PLANNING. A eomplete turnout
of Commissioners was impossible for this rneeting, so the discussion
was rescheduled for a July 18th meeting.
PROPOSED ZONING CODE CHANGE : SECTION 5.05
The Planner presented to the Planning Comrnission the Villa�e
Attorney's draft of the proposed ordinance change dealin� with
loading and parking areas . The Commissioners nd�d that this pro-
posed ordinance chan�e is basicly the same that they approved on
May 2,1g68, and therefare it was MOVED by Swanson, seconded by
Johnston, unanimously carried to recommend to the Counsil that the
followin� change be accepted.
"Loadin and Parkin AReas : Adequate areas for off street parkin�,
load ng, and unloading of motor vehicles shall be provided in the
Commercial, Light Industrial and Industrial Zonin� Districts in
accordance with Sec�.on 13 of the Zoning Code. In no cas� shall
loading or unloadin� berths or areas be situated on the street side
of any building, "
PROPOSED ADDITION TO THE ZONING CODE: SECTIONS 6.04 & 7 .07
OUTSIDE STORAGE.
The Village Attorney's draft of this proposed addition was presented
to the Commission for review. The Commissioners noted that this
additio� was the same that was approved on May 2nd. It was MOVED
by Swanson, seconded by Franzen, unanimously carried to recommend to
the Council that the following addition be approved.
"Outside Stora�e : In the Light Industrial and Industrial Zonin�
Districts no materials or equipment shall be stored outside, unless
screened in such a manner as not to be visible from ad�acent pro-
perties or streets. Only those materials or equipment di�ectly re-
lated to the principal use may be stored outside , No storage is
permitted within the required landscaped area."
PROPOSED ADDITION TO THE ZONING CODE: Section 1.04 Fences Walls & Hed�es
A proposed addition to the Zonin� Code dealing with the placement �
and height of fences, walls and hedges was presented to the Cvmmission
as follows :

Section 1/04 FENCES, WALLS AND HEDGES
(a) No fence , wall, or similar structure shall exceed six (6) feet
in height in any land use idstrict, except where a greater height
may be required to screen outside storage as prowided far by
Section 6.04 and 7 .Q7 of the Zoni.ng Code. In the event the �round
elevation is not the same on both sides of a fence or wall, the
height thereof may be measured from the higher ground elevation.
(b) No fence, wall, hedge or other such structure or vegetation
shall be constructed or ma3.ntained within a triangle formed by the
lot lines separating a corner lot from the ad�acent streets (pro-
,jected if applicable to their intersecti.on) and a line connecting .
such lot lines twenty-five (25) feet from their point of intersection.
The provisions of this subsec�ion shall not be interpreted so as to
alter any minimum front or side yard otherwise required in this code .
Ec) No fence , wall or hedge shall exceed 36" in height in the area
between the street right-of-way and the building sethack line .
(d) These requirements may be waived or reduced by the Village
Buildin� Inspector with the approval of the Village Engineer.
In discussing this proposal several questions arose which the
Commissioners thought should be answered and possibly incorporated
into the ordin�nce.
The questions were reiated to the following: Placement of fence
regarding the lot line, which side of the fence would face outside,
what type of materials would be allowed, What types o,f designs
allowing for a speci�'ic amount of air and Ii�ht would be acceptable?
The Planner indicated that it was his opinion that the Village Staff
would find itself acting as referee in nei�hborhood disputes if a
fencing ordinance i� adapted. Several of the Commissioners believed
that an ordinance might be worthwhile if �rritten carefully and was of
an all conelusive nature. Th� Planner �tas instructed to talk with
other communities in the area to see how they le�;islate fencing
and then resubmit an ordinance that would best serve the community.
