07-09-68 PC Minutes R � �l REGULAR MEETING OF THE GOLDEId VALLEY PLANNING COMMISSION July 9,1968 A regular meeting of the Golden Valley Planning Comm�ssion was held Tuesday, July 9,1968, at the Golden Valley Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota, at 8 p.m. Chairman Senstad presided and members Johnston, Daly, Silverman, Swed3�erg, Christiansen, Swanson, Planner Schmid were present . Members absent : Provost, Franzen. APPROVAL OF MINUTES MOVED by Da1y, seconded by Johnston, unanimously carried to approve the minutes oP June 20,1968, noting that the meetin� was held in the Council Chambers, not the Public Safety Building. DISCUSSION: POLLUTION CONTROL ORDINANCE The �llage Planner explained that the ordinance before the Commission was the same ordinance adopted by the City of St. Louis Park earlier this year. He further suggested that the Commissioners � read the Ordinance through carefully and hopefully a recommendation could be obtained at the July 18th meeting. The Planner also stated that Harvey MePhee, St. Loui� Park Health Officer, who wrote this ordinance, wauld be present to explain it at the July 18th meeting. MOVED by Silverman, seconded by Daly, unanimously carried to delay action on tfiis ordinance until the Commission has had more time to study it and until they have heard from Mr. McPhee at the Julq 18th meeting. REVIEW OF THE HANELLE ADDITION PLAT The Commission reviewed past action taken on this plat , It was determined that nothing new could be added to what already was said by the Cominission in 1966. REZONING RESIDENTIAL - Southwest corner of Medicine Lake Road & Douglas Drive, Parcels Numbered 6870, 6860, 6200. The Village Flana�r noted that the Village Council has requested that the Commission a°eview this area, which is presently zoned Open Development, and determine if, in their �udgement , these three par- cels should be rezoned to Residential. The Planner also called to the attention of the Commissioners that in June of 196�, the Planning Commission recommended that these parce�s be zoned resi- dential at a future date whn certain livestock and fowl were not being kept on these properties . The Planner noted ��'��.t these three parcels are presentiy bein� used for single family Residential � purposes and for that reason he recommends that they be zoned for , this use. Mr. William J . Thomas, owner of one of the parcels in question was present . He explained that he still keeps certain fowl and live- stock on this property during certain times of the year. In � �� Planning Commission Minutes 7-9-68 Page 2 addition, Mr. Thomas noted the high traffic flow on Douglas Drive and therefore he believes the residential pntential of these pro- perties is limited. He also brought to the attention of the Commission that recently a business and professional office was approved on Douglas Drive �ust a few blocks f'rom �his area. In addition, Mr. Thomas noted that the ma,jority of the propPrties on Douglas Drive was zoned for Industrial, Commerc�al or apartment uees . He suggested that the back portion of his propert� be zoned residential but that the protion fronting on Douglas Drive be left Open. The Planning Commission decided that bePore they act on this request, they would like to study it in more detail. MOVED by Da;�y, seconded by Silverman, carried unanimously, to delay action on this request and to establish an ad hoe committee to stud� the area. President Senstad appointed himself and members Swanson, Johnston, Daly, and Silverman to the ad hoe comtnittee . This committee will report to the Commission on August 22,1q68, RE�ONING: INSTITUTIONAL I-4 - 808 4dinnetka Avenue North The Planner explained that the Couneil has asked the Planning Commi�sion to recommend whether or not this property should be zoned Institutional I-4 , It �ras noted that the property at 808 Winnetka was recently condemned by the Village for governmental and community purposes and therefore it should be rezoned to I-4 . In addition, the property at 820 Winnetka and the parcel loeated north of Bassett 's Creek and c,suth of the Minnesota Western Railroad are also owned by the Village and these should also be rezoned to Institutional I-4. MOVED by Silverman, �econd�d by Swanson, unanimously carried to recommend that the �roperties at $08, 820 Winnetka Avenue North and the parcel nor�h of Bassett 's Creek t�e rezoned from Cqmmercial to Institutional I-4. Chairman Senstad noted tha� the Commission Secretary would not be present for the August 15th meeting, so it was decided to postpone the regu��.r meeting to August 22,1968.
