09-19-68 PC Minutes � � V MINUTES OF THE GOLDEN VALLEY PLANNING COMMISSION September 19 , 1968 A regular meeting of the Golden Valley Planning Commission was held on Thursday, September 19 , 1968 , at the Civic Center, 7800 Golden Valley Road , Golden Valley , Minnesota . Chairman Senstad presided and the following were present: Vice Chairman Christiansen, Planner Schm�d , and Commissioners Franzen, Provost, Swanson , Swedberg , Silverman , Daly , Member absent: Johnston. 1 , APPROVAL OF MINUTES - August 22 ,1968 MOVED by Christiansen , seconded by Swanson, carried unanimously to approve the minutes of August 22 ,1968, as mailed . 2 . AIR POLLUTION ORDINANCE Robert Nutchison , the Village Sanitarian, was present to answer questions on the proposed air pollution ordinance . The Vilfiage Rlanner explained to the Commissioners that approximately 50 copies of this ordinance were sent to various manjfacturing concerns , businessmen, apartment owners , e�c . in the Village , Of these 50 , so far, only five have commented on the pollution ordinance, the majority in favor, with one opposed. In addition, the thought was stated that the individual home owner would be the most idfficult to convince , as this ordinance would eventually prohibit all back- yard burning , The Commissioners suggested that existing burning regulations might solve most of the present burning problem if enforced , so it was suggested that those sections of this proposed ordinance dealing with the home owner be deleted. It was also suggested that at such time as the Village decides to prohibit backyard burning altogether, a suitable transition period be estab- lished to ease the home owner into that situation. The Commission then suggested that the Village Sanitarian, Village Planner, and Village Attorney get together and draft a new ordinance excluding the individual home owner and resubmit that ordinance when ready, MOVED by Swedberg , seconded by Christiansen , unanimously carried , to table this item until the revised ordinance is ready to be reviewed . 3 . POSSIBLE SCHOOL SITE , DIST . 281 The Village Planner informed the Commission that prelima�nary studies are underway to select an elementary schoal site in District 281 . There had been some indications that this new school might be located in Golden Valley . The Commissioners did not wish to comment on any proposed school site until certain pertinent questions are answered, among them the following : What site is under consideration in Golden Valley? How large is it? How large a plant is being planned? Would this school be used primarily for Golden Valley students? MOVED by Franzen , seconded by Silverman , unanimously carried, to request Dist. 281 authorities to send a representative to a subse- quent Planning Commission meeting to answer the Cammissioner " s QUeS'�i pnS , 1 � � Planning Commission Minutes 9-19-68 Page 2 4 . COMPREHENSIVE STUDY - VILLAGE OF GOLDEN VALLEY The Village Council has given the Planning Commission permission to begin interviewing consultants for a possible Comprehensive Study of the Village . The Council has asked the Commission to draw up the type of program they wish to see completed and �submit it , atong with a list of consuitants they believe to be qualified to complete that program back to the Council for approval . The Commission instructed the Planner to prepare a questionaire to mail to prospective consultants to determine whether or not their background and staff is of the nature and type qualified to do work in our Village . The results of this survey are to be brought to the Commission and invitations for personal interviews will then be made from those who are determined to be best qualified .
