REGULAR MEETING OF THE
GQLDEN VALLEY PLANNING CAMMISSION
Februa�y 10 ,1969
A regular meeting of the Golden Valley Planning Commission was
held on Monday, February 10 ,1969 , at 7 : 30 p.m, at the Givic Center,
7800 Golden Valley Road, Golden Valley , Minnesota . Chairman
Christiansen presided and the following were present: Vice-
Chairman Franzen , Village Planner Schmid, and Commissioners Daly ,
Moran , Neuman, Senstad, Silverman , Swanson, Provost, Swedberg ,
Johnston. Members absent: None .
1 . APPROVAL OF MINUTES, JANUARY 27 ,1969 .
MOVED by Swanson , seconded by Senstad to approve the minutes as
amended. Carried unanimously.
2 . PLAT : Norman L . Nielsen - HEATHBRQOKE 2nd ADDITION
The planner read to the Commission a planning and engineering
report on the proposed plat. This report is on file , along with
the necessary petition forms .
Mr. Norman Nielsen and Mr . Dickman Knutson were present to answer
tMe questions of the Commission.
Commissioner Senstad expressed concern over the accessibility, in
future years , to several large parcels of land to the west of this
proposed plat. Mr. Knutson suggested that Major Circle might be
enlarged t� a 60 foot radius on the cul -de-sac . In addition, he
suggested that the center of the cul -de-sac be shifted five feet to
the west. This would assure access to , at least, a portion of the
area to the west of this p�at . The Planning Commission , in reviewing
the proposed plat, recommends that it be approved with the following
changes :
1 . The cul -de-sac at the end of Lee Avenue be enlarged to a 55 �
foot radius .
2�. The cul -de-sac at the end of Major Circle be enlarged to a
60 foot radius , and its center moved 5 feet to the West.
MOVED by Senstad to recommend approval of the proposed p�at,
Heathbrooke 2nd Addition, with noted changes , seconded by Swanson,
and carried unanimously .
3 . REZONIf�G - EMPIREHOUSE INC. 1106 Zane Avenue North
The Planner noted that the necessary petitions were on file along
with a planning report mailed to the Planning Commissioners , prior
to this meeting . He then briefly presented a background report '
noting that this particular use is a fabrication of glass and
aluminum into door and window frames , and would seem to fit within
the Light Industrial classification . He stated that Mr. Jon
Westlake and he had toured the present operation at 4�8 Washington
Avenue North and no harsh or unusual noise , odors or vibrations
were experienced relative to this business .
Mr. John M. Griffith , owner of this firm, was present to answer the
questions of the Commissioners . He stated that much of _the parking
would be within the building , and the truck maneuvering areas would
be entirely on his site . The truck berth would also be enclosed
within the building .

It was noted, at this time, that certain side and rear yard setback
requirements would have to be waived in order that a building could
be constructed here . It was further nated that this type of waiver
had been appraved for 3 pr 4 other buildings in the same area ,
The Commission review�d the proposal , and a motion was made by
S�ranson , seconded by Moran, unanimously carried, to recommend
approval of this rezoning to the Council .
4 . ADDITION TQ TNE ZONING CODE - SECTION 6 .02
The following language involving permitted uses , Chapter 6 of the
Zoning Code was presented to the Commission .
Section 6 .02 (6) Food packing , packaging and processing plants ;
provided , however, that no processing , ather than on s� te,
restaurant or cafeteria meal preparation , shall involve �ny
cooking , heating , smoking, pickling , or marinating procedures .
General discussion on this proposed change ensued, noting the
several examples of problem food processing plants in the Village .
It was further noted that this ordinance change is directly aimed
at those food processing plants which , by their nature , tend to
emit odors , and therefore tend to annoy nearby residential areas .
The planner stated that to the best of his knowledge , only 3 or 4
processing plants in the Vilalge would be affected by this ordinance .
Because of this , it was the expressed opinian af those present, that
the directive made at the January 27 ,1969 meeting , to �ai1 copies
of the ordinance to those affected would not be necessary.
MOVED by Daly , seconded by Swanson, carried unanimously, to approve
the ordinance as written .
5. COMPREHEtdSIVE PLANNING STUDY
The Planning Commission voted pn the six consultants who were
interviewed during th� month of January, The follawing is a
tabulation of that vote . Three pQints were given for a first
place vote; 2 poin�s for a secand piace vote ; and 1 point for a
third place vote. .

The Commission directed the planner to send the tabul�tion to
the Council , with the recommendation that Midwest Planning and
Research be called in to discuss the initial steps required for a
planning study,

6 . TRAFFIC PA7TERNS - T.N . 100 - DULUTN STREET
The Village Planner presented to the Planning Commission plans
for the redesign of the diamond interchange at Duluth Street and
T H 100. He noted that at the Rctober 17,1968 meeting, the
Commission approved the proposed changes in the northeast and
southeast quadrants . He asked the Commission to re�-affirm that
approval , and in addition, recommend approval of the following:
l . Elimination of the off-ramp in the northwest quadrant and
reconstruction of a combined off ramp service road ,
2 . Construction of semifores on the east and west side of T H
100 at points where off ramps meet Duluth Street .
In addition , the Planner presented a proposed future interior
street pattern, involving the construction of a new roadway
(Yosemite) between St. Croix and Duluth Street, and the extension
of Valecrest Road fror� Westbraok Road to Duluth Street .
The Commission strongly suggested that the Vale Crest Road
extension be studied furtf�er. It was the consensus that alternate
routes be studied, traffic counts be taken , and residents of the
area be notified. The Commission, at this time, believes the
, Yosemite proposal south of Duluth Street to be lagical , but
withheld formal recommendations as none were asked for. In addi -
tion , the Planning Commission reviewed the possibility of closing
Westbrook Road at T .H , 1Q0 . The planner indicated that the
closing of Westbrook Road at T.H , 100 should happen eventually
for reasons of safety . Again , it was the consensus of the
�ommission to study this prvposal further.
MOVED by Provost , seconded by Silverman , unanimousiy carried , to
recommend approval of the elimination ofi the off-ramp in the
northwest quadrant and the construction of a combined off-ramp
frontage road in that quadrant . In addition, they recommended
approval of the construction of semifores on Duluth Street , where
the interchange ramps meet County Road 66 . ' �
7 . GENERAL : Waiver of the Platting Ordinance

The Planner presented a proposed division of land involving the
odd shaped parcel lying east of the Pillsbury Building and west of
the Golden Valley Industrial Park . It was noted that this par-
cel ' s boundaries were more or less determined by the railroad
tracks on the west and the Industrial Park on the east. The
Commission noted that the lot could support a building even
� after the necessary right-of-way for lOth Avenue is dedicated.
Therefore , it was MOVED by Senstad , secanded by Daly, carried
unanimously to approve the proposed division.
