Chairman Christiansen presided and the followi.ng were present; Vice-Chairman Franzen and Commissioners AZoran, Swedberg� Neuman, Johriston, and Lundsgaard. Members absent: Daly and Swanson. 1. APP�OVAL OF MINUTES: 1�AVED by Neuman, seconded by Lundsgaard, unani.mously carried to approve the minutes of November 10, 1969 as mailed. 2. REZO1dING: Clareman Nursing Aome 1134 Boone Ave. No. Lot 2 Busch's Meadow Acres The following, rapresenting Clareman Nursi.ng Iiome,were present: Mr. Harrison Dilworth, Attorney; Mr. Budrow Larson, Social Worker and part-owner; Mrs. Jenean Erickson, nur�e an�i part-owner. Mr. Larson placed on file a copy of a survey signed by 26 residents � the immediate area, 25 of which had no objection to their proposed nursing hc�mg. Mr. Larson reiterated that the propasal is fc�r a 18�-bed, ta�c-pay3ng nursing home which surpasses the requirements a.s set forth by State and Federal authorities. He placed a price tag of some $1,2�0,OOC1.Q0 on this project. He also noted that th�y would prefer to build a 3-stc>ry nursing home and woul.d plan to ask for a waiver. The Commissian expressed concern over the laek af sc+il testing in this area by the proponents. MOVE�t by Neuman to defer the item for soil tests. Mo�ion seconded by Franzen. Motion was d�feated 2 yea, lt nay. The proponent asked for an indication from the Planning Commission as to their feeling towards �he pro�ect. MOVED by Moran to adjourn for 5 minutes and then give the proponents an un- official indicdtion. This action was seconded by Johnston but was defeated with 2 yea, and !t nay. MOVED by Swedberg, seconded by I,undsgaard, to recommend to the Gouncil th�,t this. proposed zoning from f}pen Development to Institutional 1=3._far Lo� 2 o,f B�sch�s Meadow Acres be approved. ' " '� `' l7ISCUSSIONs It was painted out by Swedberg that he believed the proposal was sound land use for the area, but was concerned over the lack of soil testing but felt that should not stand in the way of zoning. Commissioner Lundsgaard not�i that this proponent was before the Commission first with their rezonin� request for a nursing home in this area. � � � _ . .
