MTNUTES OF THE GOLDEN VALLEY
PLANNING COMMISSTON

A regu.lar meeting of the Golden Valley Planning Commission was held on Monday,
February� 9, 197Q at the Civic Center„ 7800 Golden Va11ey Raod, Golden Va11ey,
Minnesota at 7:30 P.M.
Vice Chaa:rman FY�anzen presided and the followin� were present: Commissioners
Lundsgaard, Swedberg, Swanson, Johnston and Consultant Schmid.
Members absent: Moran, Newman, Christiansen and Daly.
l. APPROVAL OF MINUTES; MOVED by Swanson, seconded by Swedberg, to approve
the mirnztes as amended. The amendment for the motion on the McInnis rezoning
should read as followss "It was moved by Moran and seconded by Franzen to
instruct the Village Staff to notify the Bassett�s Creek Flood & Drainage
Committee of this proposal and to table this item for rezoning until the
March 9 meeting. �'

A letter from Mr. McInnis and Mr. Sorenson was read to the Commission. The
letter asked that the Planni.ng Commission review the rezaning and the Bassett
Creek F7.00d and Drainage report at its Februar�r 23 meeting instead of the
March 9 meetin�. This way�, the Council could call a public hearing on Mareh 2
for March 16.
The Planning Commission thought that the original schedule should be followed.
That is, the ComMission wauld review and recommend to the Council on March 9.
It was noted that the February 23 meeting is not an action meeting night but
rather a meeting set aside for the comprehensive planning study.
3. PRELIMINARY FLA.T: Douglas Becker

The proposed subdivision ca11s for three lots, all of whieh exceed Ordinance
requirements. One lot is large enough to support a double bungalow. However,
waivers from the Board of Zoning Appeals are ne�ded to accomplish this.
It was move:d by Swedberg, seconded by Swanson, carried unanimously, to recommend
approval of the plat, subject to the follcrwing: l.) tha� the proposed Lot C
make use of a �urn around-type drive, negating the need to back out onto County
Road 66, 2.) that the proposed Lot B has its driveway access to Regent Ave.
as far removed from the intersection as possible, 3.) that a drainage plan,
approved by the Village Ehgineer, be submitted.
The preliminary plat as submitted was identified as fallows: The proposed
R.L.S. for Part of Lot 62 Aud, 5ub, #�330 as revised Jarnzary 1970.

It was moved by Johnston, seconded by Swedberg, carried unanimous7„y, to recommend
�he following revisions to the Planning Commissa.on By� Laws:
1.) �aherever the �term President or Vice President is used, shauld be
deleted and replaeed with -the term Chairman or Vice Chairman.
2.; Section I. Change Jarnzary to February for annu�.l meeting,
. Section ZI. Change January to February� for annual meeting.
3.) Section II is revised to read as follows: "At the annual meetin.g
in February of each year, the Commission shall elect a Chairman,
Vice Chairman, and Secretary and such other offieers as it may deem
neeessary; but in case of �ailure to elect at the time specified,
the election sha11 take place at a subsequen-t meeting without delay.
The Chairman, Vice-Chairman, and Secretar� shall hold their respective
offices until the next annual meeting after eleetion and until their
successors are elected and qualified.
It shall be the responsit�ility of the Village Manager to appoint a
Recording Secretary to the Commission who shall serve without a vote. ��

exercise a general supervision over the business, papers, and property
of the Commission, sign the minutes, and sha11 act as the Commissionis
�xecut3.ve Officer. "
5.) Section l3, line 1 revised to read as follows: "The Vice-Chairman
shall act for the Chairman when the Chai.rman is absent or disabled
and sha11 sign the minutes for those meetings he chairs. '�
6.) Section 11.t is revised into 1l�A and 11�B to read as follows:
l�.ties of the Commission Secretary and Recording Secretaxy
°1�.�A. The Commission Secretary shall sign the minutes and p�rform
a11 other dutzes the Commission may prescribe.
1l�B. The Recording Secre�ar� sha11 attend all meetin�s and keep
the records of the Commission and shall in addition perform
all other duties usually pertaining to this office. He shall
keep a true and complete rccord of all proceedings of the
Commission and have charge of a11 books, documents and papers
whieh properly belong to this office."
5. GENERAL:

This item was discussed but no action was taken. The Commission
tabled this item until the February 23 meeting.
