PLANNING GOMMISSION
February 23. 1970
A regular meeting of the Golden Valley Planning Commission was held on Monday,
February 23, 1970 at Brookview Municipal Golf Clubi 8200 Wayzata Boulevard,
Golden Valley-, Minnesota at 7:30 P.M.
Vice Chairman Franzen presided and the following were present: Commissioners
Daly, Johnson, Lundsgaard, Moran, Neuman, Swanson and Swedberg. Also present
was Consultant Otto Schmid, and Recording Secretary Jon Westlake.
Members absent: Chairman Christiansen
1. .A.PPROVAL OF MINTJTES: MOVED by Swedberg, seconded by Swanson, to approve
the minutes of the February 9, 1970 mee�ing as a�nended as follows: Vi�e
Chairman to appear on the signature line of the minutes.
2. COMPREHENSIVE PLAN:
(a) Lots 2, 3, L�, and 5 Busch�s Meadow Acres
Otto Schmzd informed the Commission that Mr. Carl Dale af Midwest Planning
and Research Inc, could not attend because of illness.
In view of this, the Commission asked the recording secretary to contact
Mr. �ale to request that he attend the next regular meeting on March 9, 1970
so that the sch�dule as set by Midwest Planning could be followed.
The Commission briefly discussed the area South of Plymouth Ave. and East
of Boone Ave. Nor�h. (Ttem 2a)
A motion was then moved by Swanson, �econded by Neuman, that the Planning
COTT1M15S1021 at their March 23, 1970 meeting review the study being made by
�idwest Planning and research Ine, with respec� to Lots 2,. 3, �, and 5
"Busch�s Meadow Acres". The motion carried unanimously.
3. REZONING: Patrick J. McInnis

Messrs. Patrick J. McTnnis and Donald T. Sorensen were present to explain
th� proposal.
Mr. Otto Schmid, Planning Consultant, reviewed the background in reference to
this request. The consultant also discussed tbith the Commission two letters,
one from the Village �gineer dated February 23, 1970 and the other from
Ba�sett�s Creek Flood Control Commission dated February 20, 1970. The letter
from the Bassett�s Creek Flood Control Commission recommends that "no building

be erected at an elevation level of less than 8�1.5 and further recommends
that the Village of Golden Valley� obtain an easement granting the ma.ximum
amount of 2and possible for ponding storm water".
Mr. Don Sorensen said that the elevation, as sta.ted in the letter from the
Bassett�s Creek Flood Control Commission, was agreeable to them. Also, they
would grant an easement for ponding on that portion of the property which is
to the East of Bassett�s Creek.
It was then moved by Moran, seconded by Swanson, carried unanimously, to
recommend approval of the request for M-1 zoning.
It was then moved by Lundsgaard, seconded by Moran, that the following
requirements be submitted prior to the calling for a Fublic Hearing:
1. Meeting the requirements as stated in the letter by the Bassett�s
Creek Flood Control Commission.
2. The developer is to submit a site grading plan to the Engineering
Dept, subject to the following conditions:
A. Plan showing �xisting ground elevations and proposed grading
� and buzlding elevations.
B. A fifty foot drainage and utilit�r easement adjacent to the
west bank of the creek as it now exists.
C. The developer to show areas to be excavated and agree to have
all required excavating to be done at no cost to the Villag�.
The motion carried unanimously.
�. 1'RELIMINARY PLAT: Na.ck M. Loschsider
1750 Kelly Drive North
Green Valley Estates
Messrs. Al H. Schwankl. and Nick M. Zoscheider were present to answer questions
regarding the proposed residential plat.
Tt was moved by Swanson, seconded by Johnson, carried unanimously, to recommend
approval of the plat subject to the following:
l. That the home on Lot 7 Block 2 conform to at least the (minimum)
35' setback off Maryland Ave. North.
2. That the home as described on the lot and block above con.form to
at least the(lninimum) sideyard setback of 1��.
3. That the present garage that belongs to the home described above,
but is on Lot 6 Block 2, is not to be used as a residence.
�. Tha� all tlie lots in said plat meet at least the (minimum) required
100� frontage at the 35� setback line.
5. That the utility, drainage and street requirements in said plat
meet the approval of the Village �ngineer.
