PLANNING COMMTSSION
March 23, 1970
A regular meeting of �he Golden Valley Planning Corramission was held at
7:30 P.M. on Monday, March 23, 1970 at Brookview Municipal Go1f Club,
8200 Wayzata Boulevard, Golden Valley, Mi.nnesota.
Chairman Christiansen presided and the following members were present: Vice
Chairman Franzen, Commissioners Johnston, Lundsgaard, Moran and Swedberg.
Also present was Consultant John Voss and Recording 5ecretary Jon Westlake.
Members absent: Commissioners Dal,y, Neuman and Swanson.
3. APPROVAZ OF MIANTES: MOVED by� Franzen, seconded by Johnston, to approve
the minutes of the March 9, 1970 meetirzg as mailed. Motion carried unanimously.
2. SIDE4dALUS AND OVERHFAD PEDESTRIAN CROSSWAZKS
The Planning Commission in discussing the report noted there are three pr��ri�ies
for sidewalks as established by the Golden Valley Safety Council. After dis-
cussing the first priority, the Commission felt that certain segments of the
report would require further background.
It was then moved by Moran, seconded by Franzen, carried unanimously�, to ask
the three Safety Council members who were responsible for this report to be
present at the ne�t regularly scheduled Planning Commission meeting to review
the background in reference to said report.
3. Ct�tPREHENSIVE F1LAN - MIDWEST FLANNING & RESEARCH, IlVC.
(a) Lots 2, 3, 1�, and 5 "Busch�s Meadow Acress'
(b) 2l�00 block of Unity Avenue North
Mr. Carl R. Da1e of Midwest Planning and Research, Tnc, was present to outline
the background with respect to the development of the Comprehensive Plan,
along with an explanation of types of zoning tools, and various zoning techniques.
Mr�. Da1e also i.nfarmed the Flanning Commission about the material and i.nforma�i�,n
that is now being eompiled for the base map of Golden Valley.
Recently the Village Ccaun.cil asked `�he Planning Commission to again review
Items (a) and (b) , as listed above, of the petitions submi�ted by Claremar
Nursing Hume, Inc. (Lot 2, ��Busch�s Meadow Acres"), Premier Realty, Inc.
Lo�s 3, �., and 5, "Busch�s Meadow.Acres��) , and McTnnis and Sorensen (2�.aQ block
of Unity Ave, North} . A-� the same time, a report by Midwest Planning and
Research, Inc. relating to these areas was reviewed. After a thoraugh review
of these matters, the Planning Commission gave the following recommendations
for the Councilrs consideration:
1. To approve the Claremax Nuxsing Home petition for T-3 Institutional
zoning on Zot 2 «Busch�s Meadow Acres�' as previous�,y recommended by
the Planning Commission on January 12, 1970. Also, a planned unit
development with respect to said request should be included.

2. Acce��ance of the Miclwest Plannin.g & Research report in that t,he
Village rezflne all Open D�velopment areas to Residential zoning
until such time as �his may be altered by the Gamprehensive Plan.
3. Tnclusion of a planned unit provision in the Village of GoZden
Valley Zoning Ordinance.
1�. Denial of the Frerni.�r Realty, Inc. rezoning petition for Multiple
.�welling M-�. on Lots 3 and It "Busch�s Meadaw Acresr� and Insta.tu�ional
I-3 on Lot 5 "Busch�s Meadow Acres" and recommend that the petita,oner
prepare a planned unit development for a transitional use in accord-
ance with the Midwest Planning and Research report. In specific
response to the Village Council request that the Council consider
a Mul�iple (M-1) as a transitional use on Lots 3, �t, and 5 as
previously discussed at the January 12, 197� Planning Cormnission
mee�ing.
5. To approve the Multiple Dwelling (M-1) zoning as previously stated
in the February 23, 1970 Planning Commission minutes, and adoption
of the Midwest Planning and Research report related to the Highway
190 and Unity Avenue area with a plann�d unit development except:
(a) a lesser density than normally permitted may be required
because the traffic generated by this multiple complex wi.11
have access thraugh a single family residential axea.
(b) a traffic engineer consultantts report should be reeeived
with respect to Item 5. (a) above.
(c) meeting the requirements as s-tated by the Bassettts Creek
Flood Control Commission,
(d) The developer is to submit a site grading p1an to the
' Enganeering Department subject to the following conditions:
1. P1an shawing existing graund elevations and proposed
grading and buil.ding elevations.
2. A fifty foot drainage and utility easement adjacent to
the West bank of the creek as it now E7C1S'F,S.
3. The developer to show area� to be excavated and agree
to have all requised exeavating to be done at no cost
to the V�llage.
It was then moved by Moran, seconded by Liandsgaard, unanimously carried, to
apprvve the above five items as listed.

The Chairman �.nf'ormed the Commission of a seminar �rhich is to be held at
Narth Hennepin State Junior College on Apra.l ll�, 21, 28, and May 5 and 12, 1970,
This seminar is entitled '�Second Seminar on Gommunity Planni.ng",
There being no further business, the meeti,ng adjourned at 11:25 P.M.
