Chairman Christiansen presided and the follc�aing members were presen�: Vice Chairman Franzen, Commissianers Johnston, Lundsgaard, Newman, Swanson, Swedberg, and Van Horn. A1so present was Consultan� Otto Schmid and Recording Secretary Jon Wes�lake. Members absent: Ccm�missioner Silverman 1. Motion carried unanimously. 2, APPOINTMEIV2'S TO fiHE 19'�� PLANNING C�iISSION AND BOL�:�?,D OF ZONING APPEAI.S Chairman Glen Christiansen introduced Commissioner Dean Van Horr� to the Plannin� Commission. The Chairman also inf'ormed the Comr:ission that Morton Silverman has been appointed to the Planning Commission by the Village Council. ThE Commission. at this time did not appoint the three alternates to the Board of Zoning Appeals due to the fact that there may be a change of inembership. fihe Chairman. appointed a nominating committee consisting of Warren Lundsgaard, as Chairman., Mahlon Swedberg and Mary Johnston for t�ie electian of officers for the remainder of 1970. The committee is to report at the next regularly scheduled Planna.ng Commissian meeting. 3. PRELINIIATARY P:t�AT: Nick M. Loscheider Olympia Oaks Second Addition {Ore�on Avenue North, �Torth of Ol�npia Street) This proposed plat consists of nine rESidential lots, two of which are sub- stan.dard and border Ke11� Drive North. These two lots are known as Lot l Block 1 (11,600 sq. ft.) and I,ot 2 Block 1 (11, 500 sq. ft,), with each lot having a �rontage of 83'. Tt was pointed out the substandard lots were platted this wa�r because there are exis-Ging residential homes to the North and South of these 1ots. The Comma.ssion was also aware of the 50t street Right of 6vay with a 50t radius for a cu1 de sac. It was moved by Swedberg, seconded by S��ranson, carried unanimously�, tv recommend approval of the plat subject to th.e utility, draina�e and street requirements in said plat meetin.g the approval of the Village r,ngineer, �. SIDEWAI�KS AND OV.ERHEAD PEDESTRIA,N CROSSWALKS Mr. George A. Murad was present from the Golden Va11ey Safety Council to discuss the report with the Plarining Commission. Mr. Murad eaplained the basic philosophy for the three priorities and how the Safety Council arrived at the placement of the designated areas within the first, second and �hird priorities. The Gommission asked Mr. Carl Dale of Midwest Planning and Research Inc. .�or comments on the proposal because of his familiarity� with the Village through the land use stu�,y. It was maved by Swedberg, seconded by Johnston, to recommend acceptance of the Golden Valley Safety Cou.ncil report with the exception that a segment of T��estern Avenue as list�d on the third priority be included with Winnetka Ave. vn the fir�st priority to read as follows: Winnetka Avenue Hi-way 12 to Hi-way 55 Hi-way 55 to Medzcine I,ake Road (Co. Rd. 70) Wes�ern Avernze Brookview Lane to Winnetka Avenue (sidewalk on the Brookview Park side) Mo�ion carried unanimflusly. 3t was then moved by Franzen, seconded by Neuman, unanimously carried to recommend that the proposed sidewalk for Winnetka Avenue be completed as a minimum for 197fl. �. COMPREHENSIVE PLAN - MTD1n1EST PLANNING & RESEI�RCH, INC. Mr. Car1 R. Dale of Midwest Planning & Research, Inc. was present to show slides of areas with good and bad design. He e�lained how this would apply to tY�e remaining open areas in Golden Valley that are considered a transitional u� zoning lying somewhere between a lighter use and a Commercial Industrial �se. The slides also pointed out the kind of excellence in design that coulcl be negotiated for with. the proper vehicle such as Planned Unit Approach, design flexibility permit, or a combination of these approaches. Mr. Dale discussed a report that was mailed to the members of the Planning Commission cantaining an example of three different t�rpes of Planned Unit Development. He stated he would draft a specific planned unit development to achieve the excellenee of design for Golden Valley that wou�d tie in with the present zoning code, to be reviewed at the next regular scheduled Planning Commission meeting, Mr. Dale also distributed copies of the summary of the questionnaire for areas F, G, A, and L, noting the response from these four areas had a return rate of 32� which was considerably higher than the returns from the other twelve areas surveyed. 6, GENERAI� The Chair�man again informed the Commission of the seminar which is to be held at North Hennepin State Junior College. � � � Go7_den Va11ey Planning Commission Minutes Page 3 Apri1 13, 197n There being no further lnisiness, the meeting adjourned at 11:05 P«M. � � ': " � *� ;` ��' C' � 7� i� ��.=�1, hairman Christiansen cting ecretary chmid
