MINUTES OF THE GOLDEN VALLEY
P'LANNING COMMISSION
May 11, 1970
A regular meeting of the Golden Valley Planning Commission was held at
8.00 P.M. on Monday, May 11, 1970 at the Civic Center, 7800 Golden Valley
Road, Golden Valley, Minnesota.
Vice Chairman Franzen presided and the following members were present:
Commissioners Lundsgaard, Moran, Neuman, Swanson, Swedberg and Van Horn,
A1so present was Consultant Otto Schmid and Recording Secretary Jon Westlake.
Members absent: Chairman Christiansen and Commissioner Johnston
l. APPROVAL OF MINITTES: MOVED by Swanson, seconded by S�dberg, to approve
the minutes of the April 27, 1970 meeting as amended, carried unanimously.
2. WAIVER Platting Ordinance

116 Maddaus Lane
Mr. Lorenz W. Heinemann and Mr. Arthur A. Logefeil, Attorney, were present
to answer questions in reference to dividing two lots, known as Lot 5 and Lot 6
Sunrise Lane Addition, i.nto four (I�) lots. Each lot would meet the requirement
of 12,500 square feet per lot; however, the interior lot would nat abut a
public street except for a 20" easement running on, over, and acros� Lot 5,
Also, the most wester]_y� Zot 5, as divided, would have a frontage of lOt on a
public street.
Mr. Larry M. Cramer of 4500 Westwood Lane was present and stated he was in
favor of the lot division. Mr. Heinemann also had signatures from surrounding
neighbors who were not opposed to the division.
It was moved by Neuman, seconded by Lundsgaard, carried unanimously, to defer
action on this request pending the following information:
l. Easement for sanitar�r sewer on Lot 6 to be located on the survey,
2. Drainage and utilities easements to be located on the survey.
3. Location of the sanitary drainfield on Lot 5.
�. Report on storm drainage from the Village Engineering Department
on the parcels (effect of lot division) ,
5. Ehlargement of easements for driveway p�zrposes to Zot 6, and
also the driveway approach to the West 1/2 of Lot 5 (when divided
into the four lots) .
3. METRO COUNCIZ, REFERRAL FII,E NO. 1�3�.
Mr. Schmid reviewed a letter from the Metropolitan Council in reference to
the Village of Plymouth on reviewal of a Comprehensive Guide P1an related to
the interior of Plymouth Village along Highway 55. This does not affect
Golden Valley except for added traffic on Highway 55.

Commissioner Neuman then moved that the Planning Commission go on record as
stating that the Minnesota Highway Department be made aware of the inerease
in �raffic with reference �o the Gomprehensive Guide Plan because of already
seriously congested areas on Highway �� at Douglas, Winnetka, and Boone Ave.,
seconded by Maran, carried unanimously.
�. ORDTNANCE CHANGE °
(a) Discusszon for Planned Unit Development and conditional use procedures
Mr. Schmid discussed with the Commission members a revised copy (second revision)
of the Planned Unit Development Ordinance, As a resul t of the discussion, the
following points and c�zestions were discusseds
l. Removal o.� minimum requirements as listed in the Planned Unit Develop-
ment Ordinance, or using the minimum requ.irements as are now listed
in the Golden Valley Zoning Code.
2. Limitation of time the Commission has to work with in reference to
Planned Unit Development prior to an individual presentin� his plan
to the Village Cauncil (individual not fulfilling requirements of
the Commission) .
3. Sugges�ed changes in terminology by Mr, 5chmid and the Commission.
1�. Receipt of the revised (�hird revision) Planned Unit Development
Ordinance prior to the next Planning Commission meeting,
Mr. Schmid stated in reference to the above that hE would be in touch with
Mr. Carl �?ale of Midwest Planning and R�search, Inc. to work aut the points
as list,ed above prior to the next Planning Com��nission meeting.
(b) �xplanatian of eyisting Open �velopment areas
Mr. Otto Schmid informed the Commission there are 33 open areas in the Village,
some of which were combined to arrive at the figure 33. Most of the open areas
have similar features s�zch as: usually being located between single family
and a higher use district, very controversial areas, usually hard to develop,
and land value is high,
Mr. Schmid also explained to the Commission that he has a General Land Use
.Analysis Report on the 33 open areas which wi11 be included with the mailing of
the agenda for the next Planning Commission meeting. The report contains locations,
zoning history, present use, and physical features of the Open Development areas.
There being no further business to come before the meeting, zt was on motion,
duly seconded, adjourned at 10:35 P.M.
