Planning Carmnission was held at 8s�0 P.M. on Monday, May 25, 197� at the Civic Center, 78�0 Golden Valley Road, Gol.den Valley, Minnesota, Chairman Christiansen presided and the follrnring members were present: Vice Chairman Franz�n, Commissioners Johnston, Lundsgaard, Neuman, Swanson, Swedberg, and Van Horn. Also present was Consultant Otto Schmid and Recording Secretary Jon Westlake. Members absent: Commissioner Moran l. APPROVAL �F MINUTE�: MOTTED by Neuman, seconded by Van Horn, to approve the miriutes of the May il, 1970 meeting as maiied. Motion carried unanimauslg. 2. COMPREHEI�ZVE P'LAN - MIDWEST PLANNING AATD RESEARCH, TNC. (a) Planned Unit Development Ordinance Mr. Carl Dale of Midwest Planning and Research, Inc. and Otto Schm:id, 9illage Consultant, informed the Commission that they had not thus far met with Robert Skaxe, Village Attorney, with respect to workin� out the language of the Planned Unit Development Ordinances, but the revised edition (third revisian) wa.11 be reac�,y for the next regulaxly schedul�:d Planning Ccymmission meeting. Mr. Car1 Dale distxibuted to the Comrr�ission members material (work papers) containing historical background, population, farnily income, residenti�l. develop- ment trends, table of eomparison of simi.lar sub�urbs, building permit breakdown, employment grow-th, arid mill rates by school districts. Some of the wc�rk papers were used ta point out the plat�aus the cornmunity has reaehed and how the corrmzunif,y ha� ma�tured, leaving a small portion o�' Iand to be develaped. Mr. I�t.Ie also informed tYse Commission the base map has been completed exeept for the colored version. It was also pointed out by u�ing the ba�e map on land use analysis, the Village is highlp fragmented by highways, railroads, ponds, etc., which has Zead to smaller residential areas. Also, r�o plan was follo�wed, thus allowin� Ccm�merciaZ and Industrial Districts to border on certain residsntial areas. Some suggestions to prot,ect t�ese residential areas are: a �tronger type of screening to be employed alon� highways, heavier uses, rai3.roads, etc. , lighter uses between residential and industrial� splitting the community into smaller planning areas, overhaul the guide plan, and establi�h an idea of the purpose of Golden Valley. Mr. Dale a�.so reeommended that the Village should eonsider a new base map because of the inacc�racy of the present map. An accurate base map could also be used far the offieial zoning map which wauld eliminate legal descriptions. 3. Willits vf 5120 Minanaqua Drive were present to inform the Plar�ning ICcmumission of the Bassetts Creek Flood Control Compnission meeting held on Thursday, May 21, 1970 i.n reference to a letter dated May 21, 1970 wr�tten with r�:spect ta the proposed development along the 2l��0 Block of Unity Averiue North in Golden Valley by Dennis E. Palmer of Barr Engineering Co. Based on the infax�mation giv�n by Mrs. Mollers and Mr. Willits as to tl�e contents of the letter and the discussion at the meeting of the Basset�s Creek Flood Control Ccmunission, it was moved by Swanson to recommend to the Village �auncil t�Yiat the Planning Commission wc�ald be willing to assist in the reviewal of an;y additional information received b�r the Village Gouncil wi.th respect to the flaod p3.a�.n which may alter the wa,ter elevation. It t�ras also maved that ar�;y further aetion by the Village Coruneil be delayed pending review of new information vn the Barr report, seconded by Johnson, carried unanimouslp.
