Chairman Chris�iansen presided and the follcn�3.ng members were present; Vice Chairman Franzen, Commissioners Johnston, Lundsgaard, Neuman, �wanson, S�edberg, and Van Horn. APPFBqVAL OF MINUTES: MOVED by Neuman, seconded by Franzen, to approve the mirnxtes of the May 25, 1970 meeting as amended as follo�ws: Item 3, paragraph 2, sentence 6, to strike the word "plan" and add the word "plai.n'�, carried unanimausly. 2. t�TAI�TER OF PLATTING ORDTNANCE Mr. Otto Schmid reviewed the P.latting Ordinanee with the Planning Cammiss3.on and also discussed the two requests on lot divisions braugh� before t,he Commission. (a) Z. W. Heinemann 1.16 Maddaus Lane This request was previousl,y� before the Planning Commission at the May 11, Z970 meeting and deferred to this meeting date because of a Iack of certa,in infor- mation. Mr. LorenZ W. Heinemann and Mr. Arthur A. Logefeil, Attorney, were present to explain the request to divide Lots 5 and 6 S�inrise Lane Addi.tion into fc3ur (!t) lot,s, The Planning Commission disc�zssed several different possibilities for the division of said two lots into four lots. Also, the Commission noted that all frnzr lots contain more than the required 12,�0� sq. ft. minimum as required by Ordinance. It was moved by Lundsgaard, seconded by Swanson, to recammend approval of the waiver of the Platting Ordi.n�r�ce, �ubject to the following: 1. Parcel A to have a mi.nimum of a 20� platted access on Maddaus Lane. 2. Parce3 C to have a m3.nimum of a 20� platted access vn Maddaus Lane. 3. Tk'ainage and Utility easements to be provided aMd located on t�he reg3stered survey for each lot. 1�. Easement for sanitary sewer for Paxcel C as filed at the Ccaur� House to be sho�m on the survey by a registered land surveyor. The motion earried unanimausly. This parcel has frontage on North I�i1ae Uriva and 33rd Averiue North, The frontage on North Lilac I]rive is 1,� feet in width b�r 160 feet in depth. The frontage on 33rd Avenue North is approximately 97 feet because of trie curve in the road. It was mc�ved b�r Johnston, seconded by Swanson, carried unanimously, to d�fer this request to the Jul,y 13, I97� meeting to a31aw t�.me to notify all surx°aunding property o�mers w3�o may be invol.ved with the division of the lot because of the large rear pax•ds adjacent to the proposed division. 3. flRDINAhTCE CHANGE (a) P3.anned Unit I�velopment Ordinance Mr. �chmid gave to the Cornmission members for their review the third revision flf tkie Planned Unit Development Ordinance and asked that �hey review the Ordinance and have their ques�ions in order for the next regularly scheduled Planni.rng Caz�mission meeting. 1�2so, Mr. Schmid pointed aut as the Viilage Consultant that it is recommended that the Planned Unit Development Ordinance relat,e to a11 the cate�ories of zoning, not jv.st Open Develr�pment. (b) Goad and Polic� Mr. Schmid distribv.ted to the Commi.ssion a letter containing several questions by Car1 Uale of Midwest Planriing and Research �ri.th respect to a plarming program to set definite goals for the co�r¢nunity maintenance and development. Purpose: In the Commercial I7istrict certain uses are considered, as a rule, unsuitable because of inherent nuisance characteristics " (e.g. traffic, noise glare), proximiry to residential axeas, or the fact that they tend not to serve nearby re�idential areas. , Nevertheless, those uses im some cases, may not be detrimental to the neighborhood. 2. Criteria: No special use permit shall be granted in a Gcmmiercial District unless the Village Couneil shall find that: (a) the proposed use will not eause txaffic hazaxds or cangestion.
