A regular meeting of the Golden Valley Planriing Gommission was held at 8:00 P.M.
on.Monday, duly 1,3, 1970 at the Civic Center, 7800 Crolden Va11.ey Road,
Golden Valley, M3.r�nesota.
Chairma� Christiansen presided and th� follcr�ring members were present:
Commissioners Johnston, Lundsgaard, Moran, Neuman, Swedberg and van Hor�. A1so
present w�s Consultant Otto Schmid and Recording Secretar,y Jon Westlake.
Members abseMt: Vice Chairman Franzen and Com¢nissioner Swanson.
1. APPRO�AL OF MINU�'ES: MOVED by Van Horn, seconded by �wedberg, to approve
the rnimztes of the Jur�e 22, 1970 meeting as mailed. Motion caxried unani.�narzsly.

reason for dividing a portion of Lot 16, Yale Garden Homes into twv (2) lots,
A1so preser�t as interested property owners were Mr. Dean Randall of 33�0 Lilac
Drive Atorth and Mr. Clyde N. Nielsen of 53�1 - 33rd Avernze North.
. This requ.est was previausly before the Planning Conunission at the Jun� 8, 1970
meeting at which time it was deferred to th3.s meeting to a11ow time to inform
the su.rrounding property owners of the requested property division. Mr. Otto
Schmid explained the advantages and disadvantages in referenee to dividing the
parcel.
A long discussior� followed at which time it was mc�ved l�vy Van Horn, seconded by
, Neuman, to der:�y the request for waiver of the Flatting Ordinance. Upon vote
be�:�g taken by roll eall, the follc�wing voted in favor thereo.fs Swedberg,
Neuman, and Van Iiorn; and the follawing voted against the same: Moran, Zundsgaard,
Johnston, and Christiansen. The motion was defeated.
It was then moved b�r Lundsgaard, seconded by Moran, to approve the waiver of
the Platti� Ordinarice sub�eet to the following:
1. That par�ion of Lot 16 to be divided to be deseribed as follows:
Parcel 1
The North 97.33 feet of the East 201.67 feet of the West 668.32 feet
of Lot 16, a11 in Ya1e Garden Homes, Hennepin Ccyunty, Minnesota.
Pareel 2
The North 1,5.0 feet of the East 160.0 feet of the West 33�.0 feet
of yot 16 and the Narth 97.33 feet of a11 that part of the East
338.32 feet of the West 668.32 feet of Lot 16 lying West of the
East 201.67 feet of said East 338.32 feet, all in Yale Garden Homes,
Hennepin Gounty, Mirinesota.

2. The structure or� Parcel 1 shall be r�o closer than 7�� West of the

Upon vote being taken by roll call, the followin� voted in favor thereof: Moran,
Lu�dsgaard, Johriston, and Christianser�; and the following voted against the same:
Swedberg, Neuman, and Van HoFn. The motion carried.
3. REZONING: Midland Nursery, Ine.

Open Development to Light Tndustrial
Mesgrs. Bob Brenny of Premier Realty, Tnc., Harvey M. �'oss and Jerry Santers
of Midland Nursery, I�c. were present for the requested zoning change.
The Chairma,n asked the Recording Seeretary to read the previo�.s mimztes with
respect to said request. Mr. �ttv Sehmid, Planna.ng Coz�sultant, ther� reviewed
with the Planning Corrmiission the history and special problems of the area which
is �o the North O� 2,3Y'CZ AVEIIAE North, East of Winnetka ,�ve�u.e North, and West
of Rhode Island Avenue. Mr. Schmi.d also pointed out that this particular use
(mtirs�ry) is allowed in a Commereial District and not iri a �ight I�dustrial
District. The proponents had no objection to approval of a Commercial Zonirig
if it contained provisions for their particular land use. Commissioner Moran
poi.nted out that m�rs�ries are a transitio�al use, while Commissioner Zundsgaard
stated that a r�ursery is the type of operation that can easily be converted to
other commercial uses, and therefore, is not a transitional use as such.
Commissioner ATeuman stated the Commission shauld take another look at this request
when proeedure for speeial use permi.�s is established.
Tt was then moved by Swedberg, seconded by Lundsgaard, to der�y the request for
rezoning. Upon vote being taken by roll call, the follc�wing voted in favor
thereofs 5wedberg, Lundsgaard, and Johnston; and the follc�wing voted againstz
Moran. The motion carried. Commissio�ers Neuman and Van Horn abstained.
!t. PREZIMINARY PLATs Mutual Cemetery Association of Galden Valley
Mu�ua1 Cemetery of Golden Valle�r
Wir�netka Avernae North and Medicine Lake Road
The proposed plat is located to the West of Winnetka Avenue North and to the South
of Medicirxe Lake Road. This parcel is presently zoned Tnstitutional (I-�), which
allows cemeter�:gs, and is described by a metes and bc�unds description. The
Mutual Cemetery �.ssociation of Goiden 9alley requested that the metes and bounds
description be changed and platted to be known as the Mutual Cemetery of
Golden 9a11ey, Lot 1 Block l.
It was moved by Neuman, seeonded by Johnston, carried u�animrnzsly, to recommen�
approval of the proposed plat.

The Cha:irman asked the Recordi.ng Secretaiy to mail to each of the Commission
members a copy of the letter received from the Village Manager with respect to
the Planned IIn3.t Development Ordinance.
There being no t'urther business to come before the meeting, it was an mo�ion,
duly seconded, ad�ourned at 10:10 P.M.
