A regular meeting of the Galden Va11ey Plar�n.ing Caan�nission wag held at
8:�0 P.M. on Mo�.day, J�ly 27, 197� at the Civic Center, 780Q,Gol.den Valley Road,
Golden Valley, Minnesota.
Chairma� Christiansen presided a�d the follc�w3.ng members were present::
Commissioners Johnston, Lundsgaard, Moran, Neuman, Swanson, ar�d Van Horn. Algo
present was Recording Secretary Jon Westlake.
Members absent: Vice Chairman Franzen and Swedberg.
l. APPROVAZ OF MTNtT3*ES: MOVED by Neuman, seeonded by Lundsgaard, to approve
the minutes of the Ju1.y 1,3, 1970 meeting a� mailed, Motion carried unanimously.
2. Presentation by Progressive Design Associates
Re: Glenwood Hills Hospital site for Minnes�ta Soc�ety of Crippled Children
and Adults (MZSCCA}
MISCCA has purchased a parcel of land from Glenwood Hi11s Hospital, kncn�m as
R.Z.S. #1291, that is presently zoned I�stitutior�al (T-3). Mr. Tom Van Houser�,
arehi�ect for Progressive Design Associate�, presented a slide presentation
showing the area as it re3ated to a scale model of the proposed structure
which is for the rehabilitation of �rippled children and adults.
Mr. Van Houser� explair�ed the three items that involve the Village of Golden Valley ,
They axe a 36�� sar�itary sewer to be enelo�ed in a tunnel, a 2?�'� water line to b�
realigned, and the road pattern to be changed for ingress and egress with a
semiphore on Golden Va11ey Road.
Tt was moved by Lundsgaard, seconded by Var� Horn, that the Planning Commission
recommend approval c�f the site plan subject to its conformi.ng to Village Ordinanc�s,
that the memo frvm the Village Ehgineer with resp�ct to the 36t{ sanitary sewer
and 2!t" water main be complied with, and that ar�y additianal expenses to the
Village of Golden Valley En�;ineering I3�pt. in reference to this pro�ect reflect
in the building permit fee. Cammissioner Neuman expressed concern about the
present drineway approach to Glenwood Hills Hospital which will be a ser�ice
drive when this praject is completed, with respect to tieing up traffic on
Golden Va11ey Road because of turni�g movements which could be eliminated by
h.anir�g the service vehicles use the signalized intersection. The motion carried
�.th Commissioner Neuman voting no.
3. STREET VACATTON: Ensign Avernze North
Premier Realty, Inc.
(Scyuth of Golden ValZey Road and North of Hwy. �5)
The proposed street vacation is on Ensign Avernze North (also known as Tract W)
which is located North of 01son Memorial Highway and Smzth o� Golden Valley Road.
With the upgrading of 01son Memorial Highway at Cour3ty R�ad 18, �sign Avemi.e
access has been closed.

Messrs. Bab Brermy of Premier Realty, Inc. and Clarence Sheedy, the property
owner East of Ilisigm Ave., were present for the request. Mr. Sheec�y stated he
did not agree with the proposed vacation but he did agree that the propased
structure by Mr. Brenny to the West of �sign Avemze would be ar� asset to the
Village. Mr. Bren�,y explained the reasons for the street vacation, which would
allow more parking on the sit� and improve the lot.
The Plaru�ing Commissioz� pointed aut that with the access to Highw�y �5 closed,
the street is no longer used for txavel purposes and that the two adjoining
properties have aceess c�ff Golden Valley Road. Also, the proposed street, if
vacated, contributes to the size of the property, making a more buildable lot.
It was moved by Swanson, seconded by Johnston� to recommend vacating the street
and that the proponent r�ceive consideration for a building permit on the pareel
�a the West of Tract W. i�fotior� carried unanimrnzsl;y.

Mr. Carl Dal� of Midwest Planning and Research, Inc. informed the Chairman
t.hat beeause of an �mergency in the family, he could not attend the meeting,
but he would attend the next two regularly scheduled Planning Commission
mee�ings.

duly seconded, adjaurtted at 9:l�� P.M.
