08-10-70 PC Minutes � �� MINUTES OF THE G�OLDII�T VALLEY PLAIJNIAiG CONII�II:SSION August 10, 1970 A regular meeting of the Golden Valley Planning Commission was held at 8:00 P.M. on Monday, August 10, 1970 at the Civic Center, 7800 Golden Va11ey Road, Golden Valley, Minnesota. Chairman Christiansen presided and the following members were present: Vice CYiairman Franzen, Commissioners Lundsgaard, Moran, Neuman, Swanson, Swedberg, and Van Horn. Also present was Consultant Qtto Schmid and ftecording Secretary Jon Westlake. Members absent: Commissioner Johnston 1. APP�YAL OF MLNUTES: N�VE'D by Neuman, seconded by Lundsgaard, to approve the minutes of the Ju1y 27, 1970 meeting as mailed. Motion carried unanimously. 2. PLAT: Broggers Addition Plat review The Commission reviewed the proposed plat which is bounded by Medicine Lake Road on the North, Medley Hills on the West, and Matzke's Terra Linda Addition on the South and East. The plat contains four' (1�) residential lots which meet the required frontage and square footage. This plat was previously approved at the Aecember 1l�, 1967 Planning Commission meeting; however, the proponent never followed through for final plat approval. It was moved by Neuman, seconded by Franzen, unanimously carried, to recommend acceptance of the plat and also recommend that the Village Couneil consider zoning said area from Open 13evelopment to Residential. 3. WAIVER: Platti.ng Ordinance (Sec. 3.0l�2} Earl E. Wilson 150s - 1509 F'l.ag Avenue North Lot 7 and $, Block 1, The First Addition to Lakeniew Heights Mr. Earl E. Wilson of West Suburban Builders, Inc. was present to ask the Planning Commission to consider the merger of Lot 7 and 8 and re-establish the lot into' two (2) lots known as Lot 7 and Lot 8, Block l, The First Addition to Lakewiew Heights. The Commission pointed out the combined lot has a frontage of 125.96� . The lot if divided into the original platted lots would have a frontage of 62.98' which is similar to the size of lots in this area. It was moved by Swedberg, seconded by Swanson, unanimously carried, to recommend approval of the waiver of the Platting Ordinance. !�. MIDWEST PLANNING AND RESEARCH, INC. (a) Survey and Analysis - Land Use Map � � � Planning Commission August 10, 1970 page 2 Mr. Carl Dale of Midwest Planning and Research, Inc. reviewed with the Commission a colored land use map. Mr. DaZe e�lained that the map will continue to change in order to remain current. He also stated there are some errors which wi11 be corrected by Mr. Schmid. Mr. Carl Da1e also distributed to the Planning Commission members a report entitled �TSurvey and Analysis". In reviewing this report with the Commission it was noted that many areas lack proper screening, some o�' the smaller residen- tial neighborhoods wd.11 be difficult to preserve, and several unique plann3.ng problems are evident in Golden Valley. The report also contains an analysis which points out that the general land pattern is fragmented by highways, rail- roads, streams, and other features which lead to a complicated land use pattern. The report also contains a comparison of land use amounts (developed areas) wi�h other selected communities. The Commission asked Mr. Dale to include Edina and, if pqssible, Bloomington with the selected communities for comparison. (b) Goals and Policy The Chairman collected from the members of the Commission their answers with respect to the twenty-two questions on Goals and Policy which Mr. �3ale will summarize and discuss with the -Commission at a later meeting. (c) Planned Unit Development Ordinance Carl Dale and Otto Schmid, Village Consultant, reviewed with the Commission the revised Planned Unit �velopment Ordinance noting changes as reco�ded by �ale and Schmid. It was �hen moved by Swanson, seconded by Franzen, unanimously carried, to recommend approval of the revised Planned Unit �evelopment Ordinance and that the Village Attorney be furnished a revised copy for his reviewal. The Commission also discussed fees to be charged with respect to the Planned Unit Development Ordinance. Mr. Schmid and Mr. �a].e in.formed the Commission of fees in other communities that have a Planned Unit Development Ordinance. After further discussion it was moved by` Franzen, seconded by Lundsgaard, to recommend the approval of the following fee schedule for the Planned Unit Develop- ment Ordinance: 1. $75.00 provisional concept approval permit 2. $100.00 final plan permit application 3. $50,00 amended Planned Unit Development permit application The motion carried with Commissioner Neuman voting no.
