A regular meeting of the Golden Va11ey Planning Commission was held at 8«00 P.M.
on Monday, August 2Lt, 1970 at the Civic Center, 7800 Golden Va11ey Road, Golden
Valley, Minnesota.
Chairman Christiansen presided and the following members were present:
Commissioners Lundsgaard, Moran, Neuman, and Van Horn. Also present was Consul-
tant Otto Schmid and Reeording Secretary Jon Westlake.
Members absent: Vice Chairman Franzen, Commissioners Johnston� Swanson� and
Swedberg.
l. APPRpVAL QF MINUTES: MOVED by Neuman, seconded by Van Horn, to approve
the minutes of the August 10, 1970 meeting as mailed. Motion carried unan-
imously.
2. MII3WEST F'LAAtNING ANT) RFSEARCH, INC.
Mr. Jack Anderson, Traffic Engineer for Midwest Planning and Research, Inc.,
e�cplained to the Commission the problems of traffic throughout the Metropol-
itan area and as it relates to Golden Valley.
Mr. Anderson e�lained the dividing of streets into the following classifi-
cations: Principal Arterial, Minor Arterial, Collector Street, and Marginal.
Access. The streets in Golden Valley are balanced with respect to a certain
percentage of streets being in each of the four classifications.
Mr. Jack Anderson and the Commission discussed in�erchanges, highways, frontage
roads, and streets pertaining to the classifications above along with signalized
intersections. Some of the more predominant ax.eas and roads in reference to the
above are: County Road 66 interchange, France Ave. interchange, Winnetka Ave.
and Highway 5�, Boone Ave. at Highway 55 and Highway 12, traffic that will be
generated by the Northwest quadrant of Wayzata Boulevard and County Road 18,
also signalizing the intersection of Golden Valley Road and Noble Avenue and
Douglas �rive and Golden Valley Rc�ad. Mr. Anderson also explai.ned the part-
icipation of funds by the County and State with respect to some of the above
mentioned areas. '
Mr. Anderson informed the Commi.ssion that he will distribute a report at a
later meeting which will include the areas discussed at this meeting. In ref-
erence to the report, the Commission asked specifically that the report include
the General Mi1.ls area, Highway 55 and Winnetka, and frontage roads such as on
the North side of Highway 5� from Douglas 1lrive to Zane Ave. N. along with other
areas in the report.

3. SPECIAL USE PERMIT FEE
Mr. Otto Schmid informed the Commission of fees charged for Special Use permits
in other communities, and in talki.ng with the staff with respect to time involved
in processing a Special Use permit, the fee of fifty dollars was agreed upon.
It was then moved by Lundsgaard, seconded by Neuman, carried unanimously, to
extablish a fifty dollar filing fee for Special Use permits.
There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned at 10:00 P.M.
