MINUTFS OF THE GOLDIIV VALLEY
PLANNING CAI+g'ffSSION
September ll�, 1970
A regular meeting of the Golden Valley Planning Commission was held at
8:00 P.M. on Nanday, September 11�, 1970 at the Civic Center, 7800 Golden
Valley Road, Golden Valley, Minnesota,
Chairman Christiansen presided and the following members were present;
Vice Chairman Franzen, Commissioners Lundsgaard, Neuman, Swanson, Swedberg,
and Van Horn. Also present was Consultant Otto Schmid and Recording
Secretary Jon Westlake.
Members absent: Commissioners Johnston and Moran.
1. APPROVAL OF MINUTES: MOVED by Van Horn, seconded by ldeuman, to approve
the mi.nutes of the August 21t, 1970 meeting as mailed. Motion carried
unanimously.
2. WAIVER OF PLATTING ORDINANCE
(a) Parkway �9evelopment Corporation
695� Wayzata Boulevard
Due to the fact that the proponent was not present, it was moved by
Franzen, secoaded by Neuman, and carried unanimously, to defer action on
this request.
(b) Capp Homes Inc. - Possis Machine Tnc.
400 Tzarnpike Road
Mr. Mike Skelly of Capp Homes Tnc. was present to explain to the Planning
Commission the proposed division of Block ,�, Lot 11, Spring Green into three
(3) residential lots. Also present as interested parties were �iessrs.
Robert M. Aaberg of l�O1 Turnpike Road, Wal.ter H. Sargent of 621 Radisson Road,
Lincoln Hudson of 611 Radisson Road, Robert J. Van Stone of 632 Turnpike Road,
and Dr. Hubert H. Serr of Turnpike Road.
Mr. Otto Schmid informed the Commission that tach of the three proposed lots
would contain more th�::the required 12,500 square feet and 100 foot required
frontage.
It was moved by F'ranzen, seconded by Swanson, carried unanimously, to approve
the waiver of the Platting Ordi.nance subject �o the following:
l. �rainage and Utility easements to be provided and located on the
registered surveys of each lot.
2. Submit a drainage plan to the Village Engineer for approval
includings
(a) elevations for proposed dwellings
(b) grading conforming to surrounding lots

3. Tit1e be examined by proponents and then be submitted, to the
Village Attorney for review.
3. REZONCNQ: Neil A. Brastad-Charles S. Schuller
1170 Zane Avenue North
(Open Developmen�E to �ight Industrial)
Mr. Ch�rles S. Schuller was present to explain the reason for the rezoning
request for an office and warehouse.
This parcel of land is known as Lot 6 except for the Southeasterly 3�' thereof,
and the Southeasterly 100 feet of Lot 5, Block l, Lindsay's Second Addition,
Mr. Otto Schmid pointed out that the proposed use is permitted in light indust-
rial zoning and that there are similar land uses of this type in this area
now. It was also noted that the proposed light industrial zoning will be in
keeping with the forthcoming land use plan in this area.
The Commission in discussing this request noted the land directly to the north-
west, Southeast, and West of Zane Avenue is presently zon�d light Industrial.
It was maved �y: Swanson, seconded by Franzen, carried unanimously, to recommend
approval of the request for light Industrial Zoning.
The Commission and the Village Consultant also discussed light Industrial.
zoning (presently zonect Open Development) on the Southerly 55 feet of Lots
8,9,10, and ll of B1ock l, Lindsay's Second Addition. No action was taken
on these particular parcels because of the open area immediately to the East
of these lots.
!t. GENERAL
(a) Winnetka Avenue and Highway 5�'
One of the areas discussed at a recent meeting with the Highway Department
was the increasing traffic on Wi.nnetka Avenue at xi�nw�,y 55• As a result, the
Commission is placing this matter on the October 12, 1970 agenda for discussion.
The Commission, in discussing this area, would ask that Lowell Odland, Village
Ingineer, and Jack Anderson, Traffic Consultant for Midwest Planning and Re-
search Inc., be present and that the recording secretary notify Mr. Phillip
J. Krelitz and Mr. �avid Trach, property owners abutting Winnetka Avenue at
Highway 55, with respect to the meeting.
(b) Concern over types of incompatible uses
The Planning Commission expressed concern over particular incompatible uses
in certain areas. The Commission noted that the completion of the study by
Midwest Planning and Research, Inc. will insure control and regulation of
these uses. But in the interim period until the study is completed, the
Commission woula express to the Village Co�zncil and the Board of Review the
following recommendations:

"We of the Plannin� Commission wish to note our concern over the types of
incompatible uses applying �or and receiving building permits in certain
parts of the Village.
Several of these uses are not mentioned specifically as permitted uses
in the various zoning districts and we believe, for good reason.
Of prime concern is the lack of sound land use planning appearing along
T.H. 12. This we believe, reflects the antiquity of our present zoning
Ordinance.
Unfortunately, these uses are�'�ong duration type uses. That is, they more
likely than not will last for 100 years.
We ask, therefore, that the recomend��ions of the Planning Commission be
sought in regard to certain proposed development in these critical
commercial/industrial areas.
We ask this, not to preempt nor pressure the Council, but rather to
appraise the Council as to the proposals for these areas in the Land Use
Plan not being prepared by Midwest Planning and Re�earch.
We believe the Village will benefit from this good planning."
It was then moved by Franzen, seconded by Neuman, carried unanimously to
inform the Village Ce�uncil and the Board of R�view of the above mentioned
recommendation.
Mr. Glen Christiansen, Chairman of the Planning Commission, will be present
at the September 21, 1970 Village Council meeting with respect to the
recammendation.
There being no further business to come before the m�eting, it was on
motion, duly seconded, adjourned at 10:10 P.M.
