09-28-70 PC Minutes � � �- MINUTES OF THE GOLDIIu VALLEY PLANNING OOMN�SSION September 28, 1970 A re�ar meeting of the Golden Valley Planning Commission was held at 8:00 P.M. on Monday, September 28, 1970 at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Christiansen presided and the following members were present: Vice Chairman Franzen, Commissioners Johnston, Swanson, Swedberg, and Van Horn. A1so present was Consultant Otto Schmid and Recording Secretary Jon Westlake. Members absent: Commissioners Lundsgaard and Moran and Neuman. l. APPftOVAL OF MINUTES: N�VED by Van Horn, seconded by Swedberg, to approve the minutes of the September 1l�, 1970 meeting as mailed. Motion carried unan- �mously. 2. MIT�WEST PLANN.LNG AND RFSEARCIi, INC. Mr. Carl R. �ale of Midwest Planning and Research, Inc. and-0tto Schmid, Village Consul.tant, distributed to the Commission a revised Planned iinit Development Ordinance dated September 10, 1970 containing the same language but rearranging the sections in a more simplified sequence. Mr. �l.e also distributed a pamphlet containing a survey and anal.ysis of Golden Valley Comm�nity Facilities. The Community Facilities are divided into two categories - public facilities dealing with units of governmen.t for public good, and semi-public facilities such as lands and buildings utilized by people not associated with government. Carl �ale also reviewed a progress report and commented on each specific item on �evelopment of the Municipal Plan containing the items of �ork and the percentage completed. In reference to the transportation analysis in the progress report, Mr. Dale stated that Jacla Anderson, Traffic Engineer for Midwest P2anning and Research, would be attending a future work s�ssion mee�ing. Mr, Carl Dale also distributed a pamphlet on Goals and Policy containing the answers to the questions submitted by Midwest Planning and Research, Inc. on June 3, 1970 to the Golden Valley Planning Commission. The report also contains an e�ralua.ti+a� of comments on material received in the reconnaissance survey and from the questions answered by the Planning Commission members. In reviewing the report with the Planning Commissian, Mr. Dale used on overlay on the land use map to better explain how the report affects the Village of Golden Valley. Mr, Dale suggested the end of November for starting the reni�wal of the Zoning Code, The Commission agreed with Mr. Da1e. (b) Mee�ing time changed Because of a holiday on �c�ober 12, 197fl� the Planning Commission will hold one meeting on October 26, 1970 along with the work session. Also, the Planning Commission wi11 start at 7c30 P.M. until fizrther notice.
