MINUTES OF THE GOLDEN VALLEY
PLANNING CONlMISSION
October 26, 1970
A regular meeting of the Golden Valley Planning Commission was held at 7s3Q .P.M.
on Monday� October 26, 1970 at the Civic Center, 78� Golden Valley Road,
Golden Valley� Nlinnesota.
Chairman Christi�,nsen presided and the following members were present: Vice
Chairman P`ranzen, Commissioners Johnston, Lundsgaard, Moran, Swanson, Swedberg�
and Van Horn. Also present was Consultant Otto Schmid and Recarding Secretary
Jon Westlake.
Members absent: Commissioner Neuman.
1. APPRAVAL OF MINUTES: MOVED by Van Horn� seconded by Franzen, to approve
the minutes of the September 28, 1970 meeting as mailed. Moti.on carried unan-
irnously.
2. WAIVER OF PLATTING ORDINANCE
Parkway Development Corporation
6950 Wayzata Boul.evard
Mr. James P. Hoben was present from Parkway Development Corporation to explain
the request for the waiver of the Flatting Ord3.nance - to meet the parking require-
ment for the office building now under construction.
The proponent is asking to dinide and combine the following pareels of land into
the following descriptionsz
Pareel I
The East 200 feet of Tract Q and a11 of Tract L, ftegistered Land Survey No. 6l�8,
Files of the Registrar of Titles, Hennepin County, Minnesota. Subject to road
easement over the South 60 feet of Tract Q and over all of Tract L, except the
North 135 feet of the East 200 feet of Tract Q, Registered Land Survey ldo. 648.
Parcel II
That part of Tract Q lying west of the East 200 feet thereof and lying East of
the West 175 feet thereof� Registered Land Survey No. 6!�$, Files of the Registrar
of Titles, Hennepin County, Minnesota to be combined with the North 13� feet of
the East 200 feet of Tract Q, Re�istered Land Survey No. 61�8.
It was moved by Franzen, secor�led by Swanson, carried unanimously, to recommend
approval of the waiver of the Platting Ordinance subject to the following
stipulationsz
1. The proponent is to meet with the Village Eng3.neer with respect to
ingress and egress.

2. The proponent is to present a detailed landseape plan to the Hoard
of fteview, and also any changes that might be prescribed in Item S
be corrected prior to the Vi.11age Council approving the lot division.
3. REZODiIN�: �nelia V. Johnson (Standard Oi1)

Residential to Commercial
1Kr. Otto Schmid reviewed with the Commission this particular parcel of ground
located in the Southwest quadrant of Medicine Lake Road and �ouglas �rive.
This parcel is presently zoned Residential, as are the parcels immediately to ,
the West of this parcel and also to the South. Mr. Schmid and the Planni.ng
Commission reviewed the report of August 22, 1968 by a sp�cial ad hoc committee
of the Planning Commission which viewed this particular quadrant of (3olden Valley,
including this parcel of ground.
Mr. Vincent E. Johnson� attorney for Mrs. �nelia Johnson, the property owner, was
present with Mr. Jotin F. Nelson of Standard Oil Company to request the rezoning
from Residen�ial to Commereial. l�r. Johnson explai.ned that the character of the
neighborhood and traffic counts as reported by Hennepin County warrant th� re-
zoning of the property.
The following were present and spok� in favor of the request: Messrs. Earl Johnsan,,
Stantt�n Rudser. The following resid�nts were present and spoke against the request:
Messrs. Frank Conner, Willard Kottke, and Joe Guertin. Also� the Chairman,
Mr. Christiansen, was given a petition containing signatures of those resid�nts
who oppose the rezon3.ng.
It was moved by Franzen, seconded by Johnston, carried unanim�usly, to deny the
request. The Flanning Commission in denying the request supported the report
by th� ad hoc committee of August 1968 and also supported the rec�ent consultant�s
report which states f�We cannot, at this time, discuss this proposal for commercial
zoning without once again looking at th� entire area. The request for rezoning
on the Johnson property obviously would have great impact on the remaining pareels.
At this particular �uncture, we cannot recammend approval of this request or for
that matter, any other rezoning request 3.n this area before the completion of
the comprehensive planni.ng study.
We agree with the special ad hoc committee of the Planning Commission back in
1968, that the traffic factor is very important. In addition, we note that there
is definitely an incompatible situation here du� to potential land usage,
location, and �xi.sting zoning regulations. This indica�es that this particular
usage proposal is, not �he highest and best use for this parcel.
We �u1d therefore recommend denial of this petition on the basis that it would
be disruptive to the already congested traffic pattern and that it would be pre-
mature to initiate a land use change prior to the land use pZan being approved."

There being no ftu�ther business to come before the meeting, it was on motion,
duly seconded, adjourned at 8z30 P.M.

The Planning Comm:i.ssion after adjournment of their business meeting remained in
the Couneil Chambers as Ray Stockman, Mayor pro tem, opened an informal meeting
to which representat3ves of the League of Women Voters, Human Rights Commission,
and Action Now were invited. Representatives of the P].anning Commission were
Christiansen, Fran�en, ,Johnston, Lundsgaard, Moran, Swanson� Swedberg, and
Van Horn. Representatives of the Village Council were Ray Stockman, Mayor pro
tem, and Richard Paulson. Also present were Carl Dalt of Midwest Plar�n.ing and
Research and Otto Schmid, Village Consultant. A small number of residents not
of representativ� g�ups were present as interested parties to listen to the
discussion of housing pc,licy as it affects the Master 1'lan. A long discussion
fo�lowed and some of the more predominant points of the digcnssion werex reducing
land costs� government subsidy under c�rtain programs, how other communities have
handled the housing question, rental property versus non rental property, and
s�tting up a citizen�s committee consisting of a minority from the group pr�sent
and a majori�y of random selected citizens in Golden Va11ey.
The Planning Commission at their next regularly scheduled meeting will consider
appointi.ng a Citizen's Commi.ttee which, if appointed, would recoramend a housing
policy ta th� Planning Commission for th�e Master Plan. The Commission will also
discuss other subjects discussed at this meeting.
