PLANIJING OOMN�ISSION
November 9, 1.970
A regu].ar meeting of the Gold�n Va13ey Flannin,g Commission was held at 7:30 P.M.
on Monday, November 9� 1970 at the Civic Center� 7$00 Golden Vall�y Road�
Gold�n Fallesy, Minnesota.
Chairman Christiansen presided and the followi.ng members were present: Vice
Chairman Franzen, Commissioners Johnston, Lundsgaard, Moran, Neuman, Swedberg,
and Van Horn. Alsa present was Consultant Otto Schmid and R�cording Seeretary
Jon Westlake.
Manbers absent: Commission�r Swanson,
1. APPRAVAL OF MINtTTESs �VED by Franzen� second�d by Lundsgaard, ta approve
the minutes of the Octob�r 26, 1970 meetin� as am�nded. Motion carried unan-
imausly.
2. REZONING: The I�i.etrich Company

Open Aevelopment to Business and Professional 4ffic�s
The Village Consultant pointed out that this paxcel of ground that is requested
for rezoning i� bounded by the M N & S ftailroad on the North, Ctolden Valley
High School on the East, and Highway 100 on the West.
Mr. Duane �ietrich, the proponent, was present to explain to the Planning Com�►issic�n
the proposed office bui.lding. The office building wi.11 be five (5) stories high
with a ground story used far indoor parki.ng, storaga, and cafeteria. He further
explained that he has m�t with the Village staff, Hennepin Coun�y, and the
Minnesota Highway Department with respect to the ingress and egress.
The Planni.ng Commission was deeply concerned about the access from this parcel
onto Glenwood Avenue. Th� Chairman asked the Recording Secr�tary to read the
pr�svious minntes re�arding this particular parcel of ground. Mr. Sehm:id pointed
out the reason why Business and Prof�ssianal Offices �rould be a compatible use
for the area. '
Pamela Greenman of 301 Ardmore '33rive and Rc>semary Thorsen of 2625 Vale Crest Road
were present as interested property owners and expressed concern about the
drainage ditch. They asked if Bassett Creek Flood Control Commission was familiar
with the proposed layout.
It was then moved by Moran� seconded by �an2en� carried unanimously� to defer
action on this request until the December ltt,, 197� meeting to allow the proponent
enough tim� to: 1. consult with a traffie consultant with respect to Glenwood
Avcnue, 2. provide the latest tra�'fic count by Hennepin County an this particular

area, 3. contact Bassett Greek Flood Control Commission, making them aware of
the layout plan.
(Commi.ssioner Franzen left the meeting at 8:50 P.M.)

3. REZOIdING: Village of Golden Va11.ey

Open Development to Residential
Mr. Otto Schm3.d, Village Consul�ant, e�lained that the V311age Council had
i.nitiated rezoning of several parcels of land from Open Development to Residential.
These parcels are located to the East of Ibuglas ��ive North, Narth of Wynnwood
Road, South of Medicine Lake Road, and to the West of Lamplighter Estates.
Mr. Schmid further pointed out that when the master plan is completed� areas
like this-that is, areas that are under the Open �3evelopment classification-
Will be given a public hearing for a zoning to eliminate Open Development.
This particular request is before the P1ann�ng Commission because the Village
Council called a publie hearing on December 21, 1970 to conaider another rezoning
in the vicin:ity. Mr. Schmid also stated that he wauld recommend zoning this area
Residential because of residential homes now on the Iots and these parcels are
ad3acent to a residential atmosphere both to the east and west of Tbuglas Drive
in Goiden Va11ey. However, because of 3buglas �ive being a major thorough£are,
this wnuld in no �ay stop the land owner from applying for a special use permit
{the Ordinance presently does not contain a SP�C181. use permit, but the revised
Ordinance will allow this procedure) giving him a different use other than
Residential. if the proponent can show how it wi,ll blend into the adjoining
parcels and not be detrimental to health and general w�lfare.
The following residents spoke in opposition to the rezoning; Messrs. Rasmussen�

A discussion followed at which time it was moaed by Moran� secondec� by Neuman,
to deny the rcquest because the property awners have lived on these parc�ls for
a number of years, which indicates no speculation on their part. The topography
on the rear of these parcels is not l�wn. Therefore, development of a street
to divide these larger parcels into smaller ones rnay not be possible. There is
no indicated change to rezone it at this tim�. Upon vote being taken by roll.
call, the :£ollowing 'noted in favor thereof r Moran, Neuman, arad Van Horn; and
the following voted against the sam�s Swedberg, Lundsgaard, Johnston,, and
Christiansen. Tha motion was defeated.
After further discussion it was then moved by Lundsgaard� seconded by Swedberg,
t.o recotnmend approving the request fr.om Opem �evelopment to Residential, pointing
out that they were sympathetic with the property owners; but the present use of

the property is residential, incYuding the surrounding property. Upon vote
being taken by ro].1 call, the following voted in:favor thereof: Swedberg,
I,undsgaard, Johnston, and Christiansen; and the fallowing voted against the
same: Moran, Ne�man, and Van Horn. The rr�tion carried.
!�. HENNEPIN OOUNTY: Review of Intersection-proposed upgrading of
Medicine Lake Road and �ouglas Driv�
Th� Cc>mmission raviewed the proposed plans and discussad them with Mr. Schmid
and the R�cording Secretary. It was point�d out that with the praposed right-
turn lane it wi11 help alleviate the traffic; but it will affect the pedestrian
movement in the ar�a. The Commission was esp�cially concerned about the childre�n
that walk to Edward N�ill II.ementary School.
It was moved by Van Horn, seconded by Neuman� unanimously carried, to recommend
approval of th� intersection with the recommendation that a public sidewalk
should be provided from Douglas �iae west along the south side of Medicine
Lake Road to Edward Nei11 Elementary.
5. �9ISCUSSION ON HOUSIN'G MEET3NG
The Chairman reviewed briefly the informal meeting which took place after
adjournment of their Planni.ng Commission business meeting on October 26� 197Q.
Also, Mr. Christiansen informed the Gommission of a telephon� conversation h�
had with Garl Da1.e Qf Midwest Planning and Research Inc. regarding what other
communities have done if the F1.anning Commi.ssion sa desires to appoint a
Citizen�s Cammi.ttee.
�'he Planning Com�ai.ssion was in full agrecment to appoi.nt a Citizen's Committee
to recommend a housing policy to the Planning Com�►i.ssion for the Master Plan.
In appointing this Commi�tee it was decided to seleet four residents from each
voting precinet and to include one individual from each of the following four
groups: 1. Action Now Council
2. Chaznber af Cc>mmerce
3. Junior Chamber of Commerce
!t. Leagua of Women Voters
The Recording Secretary was instructed to rough draft a letter whi.eh would be ,
sent to these people selected at random. This rough draft will be discussed
and put i.n final cop� at the next Planning Commission work shop session along
with other ideas i,n finalizing the Citizen�s Committee.
b. MIDWEST FZANIJING AND RESEARCH, INC.
Thc Chairman informed the Commission that Caxl Dale of Midwest Planning and
Research called him stating their material was not ready but would be in order
for the next regularly scheduled meeting.

The Planning Commi.ssion has baen given the final copy of the P1.anned Unit
Development Ordinance, which is now be�fore the Village Council for their
consideration.
There being no further busi.ness to come beforc the meeting, it was on motion,
duly seconded, adjourned at 11:00 P.M.
