MINUTES aF THE C�?LDE�t VALLEY
PLANNING COMNLISSION
November 23, 1970
A regular meeting of the Golden Valley PZanning Commission was held at 7:30 P.M.
an Monday, November 23, 1970 at the Civic C�;nter, 7800 Golden Valley Road,
Golden Valle�, Minnesota.
Chairman Christiansen presided and the following members were present:
Vic� Chairman Franzen, Commissioners Johnston, Lundsgaard, Moran, Neuman,
Swanson, Swedberg, and Van Horn. Also present was Recordin� 5ecretary Jon Westlake.
Members absent. none.
1. APPF�OVAL OF MIPTUTES: I�VED by Johnston, seconded by Sw�dberg, to approve
the minut�s of the November 9, 1970 meeting as mailed. Motion carried unanimously.

(a) Mr. Jack Anderson of Midwest Planning and Research, Inc. reviewed with the
Commission a Preliminary �Iraft of the transportation plan for the Village of �
Golden Va11ey dat�d November 1970. The pamphlet contains in�armation regarding
the locating of Golden Vallesq in the metropolitari area, goals and policy, back-
ground, classification of roads, other types of transpori:ation including pedes-
trian, and a summary of recommended improvements.
In discussing specific areas of the report, the Planning Commis5ion asked the �
traffic consultant to consider along with other areas Gl.enwood Avenue, Noble Ave.,
and Galden Vall�y Road. Pedestrian bridges, lighting on congested intersections, -
and the railroad po7.icy for flashers at grade crossings were also specific points
of consideration.
The Planning Commission asked that the report be revised to conta3n a policy
requ3.ring plans for sidewalks when a heavily traveled street is upgraded.
Sp�cific recommendations for th� Village at highway intersections was also
requested.
The Commission, along with Mr. Anderson, also discussed a proposed layout plan
for Winnetka Avenue north of T.H. 55. P�r. Anderson e�lained four different
layouts. Out of the four, Mr. Anderson and the Commission agreed on layout #2.
Mr. Anderson will revise layout #2 to include ingress and egress from all the
businesses affected and wi11 also show a sidewalk plan for pedestrians which
will include the Civic Center and Brookview. The layout plan then should be
revi�wed by the Village Eazgineer for his comments prior to presentation to the
Planning Commi�sion.
{b) Planned Unit '�evelopment Ordinance
Nfr. Robert M. Skare, Village Attorney, and Otto Schmid, Village Consultant, were
present to inform the Commission that they had met and reviewed wi.th the Council

the proposed Planned Unit Development Ordinance. The Village Council then
designated December 'j, 1970 for a public hearing to consider the first reading
of the Planned Unit �evelopment Ordinanee. Mr. Skaxe ar�d Mr. Schmid also
reviewed with the Commission the conc�pt of the Ordinance.
The Commission also discussed the involvement of the Building Board of Review
and the Board of Zoning Appeals with respect to the Ordinance. The {�airman
of the Planni.ng Commission, Mr. Christiansen, stated he would inform the Board
of Zonin� Appeals and the �oard of Review of the proposed Planned Un3.t Develop-
ment Ordinance and review it with them.

(c) Discussion of Goa1s and Policy Study Committee
The Ghairman and Mr. Carl Dale of Midwest Planning and itesearch, Inc. reviewed
with the Commission the discussion held at the last Planning Commissian meeting
with respect to the Goals and Policy Study Committee (name agreed upon by the
Planning Coznmission at this meeting). It was also suggested by the Planning
Commission that Carl Dale draft a list of questions to be answered by those
who are s�lected to serve on this Committee. .Also, upon unanimous vote,
Commissioner Swanson was appointed to select the names for this Committee
on a random sample working with the Village C].erk and Recording Secretary.

(d) Land Use Map
Mr. �ale explained certain overlays on the base map, breaking it up into areas
for special study. Currently, the Midwest design staff is looking at parks
� in these specific areas, school pedestrian movement, generalized soil condit-
ion, and a public facility map. In response to the September 1l�, 1970
Planning Commission meeting, one of the first areas for consideration for
special study wil.l be along Laurel Avenue.
There being no further business to come before the meeting, it was on motion,
duly seconded� adjourned at 11;05 P.M.
