A regular meeting of the Golden Va].ley Planning Commission was he1.d at 7;30 P.M.
on Monday, ��cember 1l�, 1970 at the Civic Center, 78Q0 Golden na].ley Road,
Golden Valley� Minnesata.
Chairman Christiansen presided and the following members were present:
Vice Ghairman Franzen, Cc>mmissi.oners Lundsgaard, Moran, Neuman, Swanson, ,
Swedberg, and Van Horn. Also present was Consultant Otto Schmid and Recording
Secretaxy Jon Westlake.
Members absent: Cornmi.ssioner Johnston.
1. APPROVAL flF I�INUTE�e MOVED by Neuman, seconded by Yan Horn� to approve
the minutes of the November 23, 1970 meeting as mai3ed. Motion carried unanimously.
2. REZ(3IVING: The 3)istrich Company

(Open Develepment to Business and Professional Offices) ,
The Village Consultant, C�tfi.o Schmid, reviewed with the Commission the location of
this partieular parcel for rezoning from Open �9eva�lopment to Busi.ness and Prof-
essional Offices. Mr. Schmid also referred to a traffic analysis report as
supplied by the proponent.
The proponent, Mr. �,ia�e 19ietrich, briefly reviewed the reasons for the proposed
rezoning. Mr. Richard P. Wolsfeld Jr., traffic consultant from the firm of
Bather Ringrose Wolsfeld Inc., was aZso present to review his traffic analysis
report w3.th the Commission. The report is an analysis of traffic based upon a
propased office building of 7�,000 square feet. TY�e Planning Commission dis-
cussed this report at length. In discussing this report, the Cortnni.ssion noted
other uses that would generate more ar less traffic. The Commi.ssion felt this .
particular land use was favorable for this parcel; but because of the volume of
traffic gensrated by this use, a solution may be a building of lesser 'squar�
footage.
It was moned by Swanson, seconded by Moran, to defer action on this req�zest
until the January 11, 19?1 meeting to al.low the proponent time to fwcther study
the traffic that would be generat�i by this use. The new study should include
other alternatives, one being another ingress or egress. Also, Hennepin County
is review3.ng their copy of the traffic report. The Commission also asked
Carl Dale to make a close study of this particular request with respect to traffie.

3. WAIVER QF THE PLATTING ORDINANGF
(a) Premier Builders

The R�cording Secretary reviewed Wi.th the Gommission the location of the
parcel and the reasons for the proposerd lot division.
Mr. �uane Leisinger of Pr�mier Builders was present to answer questions. The
request is to divide the lot into the following parc�ls:
Parcel I The South 91� f�et of Lot 1, Block 1, Baker�s Industrial Park,
Hennepin County, Minnesota.
Parcel II Lot 1, Block 1, Baker�s Industrial Park, except the South
91� feet thereof, Hennepin County, Minnesota.
It was moved by Neuman, seconded by Swedberg, carried unanimously� to recommend
approval of the waiver of the Platting Ordinance, noting that the 1ot size
allows for no �xpansion of the proposed structure.
(b) Gtiistom Tool and Manufacturing Company
2l�60 Winnetka Avenue North
Mr. Schmid explained the reasons for the proposed lot dinision.
Mr. q.iff Johnson of G4istom Too1 and Manufacturing Co. answered qu�stiflns
with respect to the proposed division.
It was moved by Franzen� second�l by Moran� carried unanimously, to defer this
request to the January 11, 1971 meeting, allo�rin� time to review the history
of the previous zoning of this parcel and al.so the status of the Right of Way
of Rhode Zsland Avez7ue North.
(c) John M. Pearson
1610 Yosemite Avenue North
The proposed division of the residential lot was explained by the Recording
. Secretary.
It was moved by l�or an, seconded by Neuman, carried unanimously, to recommend
appronal of the waiver of the Platting Ordinance sub3ect to the following:
i. granting of a 10� easement off the west lot line,
2. proposed home to be no closer than t�0� from the west property line,
3. 10� drainage and utility easement to be s� to the west oP the
proposed division line (rear lot line) and 5' �o the east of said line,
4. a 5' drainage and utility easement along the north property line of
the most westerly .lot.

The Recording Secretary reviewed with the Commission the reques� for the
proposed waiver of the Platting Ordinance.
It was moved by Moran, seconded by I3euman, carried to grant the waiver of the
Platting Ordinance as follows:

Chairman Christiansen abstained from voting.
4. MI�T PLANNING AN�9 RF�EAR.CH, INC.
(a) Neighborhood Areas
Mr. Car1 1')al.e of Midwest Planning and Rese�rch, Inc. explained that they are now
looking at specific neighborhoods to be divided in accordance with the overlay
on the 1and us� map. The first area for consideration wi11 be the South central
area of Golden 9alley. 2he design staff is also continuing work on parks as
well as a public facility map.
(b) 39iscussion of Goals and Policy Studq Committese
Mr. �ale reviewed with the Commission a memorandu►n on thirty suggested study
items to help the proposed committee reflect a consensus of the citizens through-
out the community. The memorandum also contains ideas for aids for the commi�tee
and also a guide for reports. In discussing the memorandum with the Commission,
changes were discussed whieh Carl l�al.e will have renised for �he January 11, 1971
Planning Commi�sion meeting. The residents will not be notified of their selec-
tion to serve on the cotmnitt�e until �fter January 11, 1971 due to the curr�nt
holidays.

(c) Revision of Zoning Gode
. Mr. Dale e�cplained how the Zoning Code will be eomplet�ly revised. Carl Dale
touched briefly upon the change5 in the different zoning classifications.
The n�w cod� will also contain a special use p�rmit.
Because of the nearness of the holidays, there will be no Planning Commission
meeting i?ecember 28, 1970.
Ther� being no further business to come b�fore the meeting, it was on motion,
duly seconded, ad�ourned at 11s20 P.M.
