04-12-71 PC Minutes 25i A'I�NUTES OF THE GOLDEN VAI,LEY PLANNING COMMISSTON April 12, 1971 A regular meeting of the Gc3lden Valley Planning Commission was held at 7:�� P.M. on Monday, April l2, 1971 at the Civic Center, 7800 Golden Valley Road, Golden Valley, NLinnesota. Chairman Christiansen presided and the follawing members were present: Vice Chaixman Fran�en, Commissioners Anderson, Lundsgaard, Moran, Neuman, Swanson� and Van Horn. Also present was Consultant Otto Schmid and Recordin� Secretary Jon Westlake. Members absent: RTone. 1. APPROVAL OF MZNfJTES: MOVED b�r Franzen, seconded by Swanson, to approve the miriutes of the March 22, 1971 meeting as mailed. Motion carried unanimo�c�.sly. 2. CONTRACT - MIDkTEST PI�AANNING AND RESEARGH, TNC. Mr. Ja.m Hawks, President of Midwest Planning and Reseaxch, Inc., met with the Planning Commission to discuss the con�ract for the Master Plan. Carl Ih le, who is named as planner in charge in the contraet� is leaving the firm of Midw�st Planning and Research, Inc. to establish his own firm. Mr. Hawks explained the contract to the Commission members and reviewed the progress of the A�ster P1an. The Planning Commission asked questions regarding the contraet and what Mr. Dale�s responsibilities will be with Golden Valley� now that he is na longer with Midwest Planning and Research, Inc. It was movecl by Franzen, seconded by Van Horn, carried unanimc�usly, to receive the proposal in written form, as discussed, with Nir. Hawks so that the proposal can be discussed further and given to the Village CounciL 3. WAIVER �F THE PI,A.TTING ORDINANCE (a) Frederick Le V'itr� (Residential) 180� and 1810 York Avern�.e North Mr. Le Vitre was present for the proposal. Mr. Schmid, Village Consultant, explained the reasons why the proponent is asking to divide the combined lots lmawn as Lots 31 and 32 of Block 3 MeNair Addition, as originally platted. It was moved by Franzen, seconded by Swanson, carried unanimou5ly to recommend approval to re-establish Lots 31 and 32 of Block 3 McNair Manor Addition, as originall�y platted� subject to the follawi.ng: l. receiving a location survey of the �xisting home on Lot 32 and a survey of Lot 31, 2. the proposed addition wi11 not place the existing residence in a non conforming status. Tt�e proponent has also received appraval from the Village Couneil for this particular land use in this area. Mr. Robert Brenny of Premier Realty, Inc. stated the reasons why he is requesting �he division. The Commission in asking questions about the proposed division received the follc�ring answers from Mr. Brenny�: the proposed division will not Ieave a land loeked parcel at the rear af the division, the outside storage will not eonsist of more �han twelve vehicles, the outside storage will be proper3y screened according to Village Ordinances, and the bu.ilding will have no display windows. It was moved by Franzen, seconded by Swanson, carried unanimou.sly, to recommend �pp�oval of the waiver of the �'1.atting Ordinance. (c) National Food Stores, Tnc. (Open Development) 2�.60 Winnetka Avenue North 2'he Recording Secretary informed the Commission that he was contacted by National Food 5tores, Tnc. asking to be removed from the agenda for this mee�ing. Tt was moved by Franzen, seconded by Neuman, carried, ta defer action on the request to the May 10, 1971 Planni.ng Cammission meeting. The motion carried with seven yea and one nay. �.. REZOIVING: National Food Stores, Ine. 2�b� Winnetka Avernae North (Open Development to Commercial) In view of the faet the lot division request and this rezoning request axe for the sam� corporation, a.t was again moved by �anzen, secondad by Neu.man, carried to defer action on this request to the May 1�, 197I 1'lanning Commission meeting at which time action will be taken on the request. The motion carried with seven yea and one nay. 5. PLANNED UNIT DEtTELOPMENT (Concept Approv�l) Townhause Proposal - Aspen Village Richard Dempsey, 4wner (Present Zoning-Residential) Mr. Otto Sahmid� Village Consultant, explained to the Planning Gommission a coneept plan for seventy (70) townhauses on approximately 8 1f2 acres of land located sauth of Winsdale Street, east of Louisiana Avenue North, west of Jersey Avern�.e, and north of the Golden Valley Golf Club. Some of the reasons the land has not been developed are: poor drainage, the parcel is lower than the s�zrrrnznding streets, and the soil conditions are marginal. � � � Planning Commission April 12, 1971 page 3 The property is platted into a total of forty-eight 50 foot lots; and if developed for single family residences, it would require grade changes and removal of trees. Mr. Schmid feels that the only way to correctly develop thi5 parcel of ground is through Planned Unit Development which will conserve some of the physical features that are presently there. The layrnz� plan has not b�en studied thoroughly; but if it is done properly, it will be a favorable development in the comrmanity. Under Planned Unit Development we have a11 the tools to protect the surrounding neighborhood. The reason it is before the Planning Commission in the concept approach is to find out if the Planning Commission feels it has possibilities or not. Messrs. Richard Dempsey, the property awner, and Harold Olson, from Caswell & Assoeiates, were present to explain the proposed development to the Planning Commission. Mr. Olson gave a slide presentation of the area and the parcel under consideration for Planned Unit Development. In explaining the proposed camplex Mr. Olson stated there was from faur to twelve feet of peat in the parcel and at present they are planning to rent, not sell the particular units. It was moved by Lundsgaard, seconded by Van Horn, carried unanimausly, to give concept approval for land use only under Planned Unit Development. 6. MTDWEST PLANNING AND RESEARCH, INC. Mr. Larry Geisler and Mr. Car1 Dale of Midwest Planning and Research, Inc. were present. Mr. Dale explained the new zoning code, but due to difficulty with their copy machine, they did not have time to make cflpies for this meeting. He suggested that as soon as the Planning Commission receives the new code they shauld start reviewing it. The Commission may want ta appoint a special committee from the Planning Commission to work with the new code because of its complexity. The new code has very little carry over from the present code and contains man,y new features. Mr. Dale reviewed with the Commission the sketch plan which is an overlay on the existing land use map. He discussed specific areas showing different used that wauld tie in with the surrounding area. Also, Mr. Dale pointed out how the sketch plan is related to the new zoning code. 7. GIIJF.�tAL (a) Volunteers of America - Group Home The Chairman, Mr. Christiansen, read a letter addressed to him from the Village Manager informing the Commission that the Village Cauncil would like a report from the Planning Commission regarding the addition of two children at the graup home of the Volunteers of America located at 6l�2l� Winsdale Street. The Village Council has �cheduled a public hearing for May 3, 1971 regarding �h�s matter. The Commission was .in agreement to place this item on the Apri1 26, 1971 Planning Commission agenda. � � � : Planning Commission April 12� 1971 page � (b) E�vironmental Snterpretive Center City of St. Zauis Park The Recording Secretary informed the Commission of St. Louis Par��s plan to construct a Nature Interpretive Center in the Westwood Hills area which abutts the svuthern bo�undaries of Golden Valley. Approximately 22 acres of this land is located in Golden Valley and 120 acres in St, Louis Park. The plan features a trail system around a �� acre lake that has paths through woods, marsh�s, and grasslands-all in natural environment. The Village of Golden Valle�r Crnzncil would like the Golden Valley Planning Commission to be aware of this pro�ect because of a projected office park development that is in a planning stage by a developer for this area. (c) Planning Commission Officers for the Remainder of 1971 Report from Alominating Committee The Chairman of the Planning Commission asked Dean Moran, a member of the nominating committee, to present the committee�s recommendations for officers. Cornmissioner Moran stated that the nominating eommittee has met and recommends the following in a motion for Chairman of the Planning Commission - Warren Zundsgaard, Vice Chairman ov the Planning Commission - Donald Franzen, and Secretary of the Planning Commission - Lowell Swanson. Calling for other r+ominations from the floor three times and hearing none, the nominations were seconded by Commissioner Neuman. Said vote was unanimous, and the nominees were declared eleeted. The nominating committee was also asked ta consider whether or not to continue to meet on Monday. The nominating committee after consideration felt Mondays were still the choice meeting night.
