A regular meeting of the Golden Valley Planning Commission was held at $s�0 P.M.
on Monday, April 26, 1971 at the Civic Center, 7800 Golden Valley Road,
Golden Palley, Minnesota.
Chairman Lundsgaard presidecl and the following memabers were present: Vice
Chairman Franzen, Commiasioners Anderson, Christiansen, Edstrom, Moran, Neuman,
Swanson, and Yan Horn. Also present was Consultant Otto Schmi.d and Aecording
Secretary Jon Westlake.
Members absent; none

Appointment to the Planning Commission
Mr. Warren Lundsgasrd, Chairman of the Planning Commission� introduc�i new3y
appointed CoYarreissioner Ronald Fdstrom to the PZ.anning Commission.

(a) E. C. �c and E. R. Moe (Residential}

Mr. F�Ic Was present for the proposal. The Recording Secretary told the Commission
how the proponent is proposing to divic3e part of Lots 2 and ? and all of Lots !�,
5, and 6 Block 15 Winnetka Addition int,c� three (3� lots with the sauther2y lot
wi-th 93.5 feet of frontage, the center lot with 91t feet of frontage, snd the
northerly lot with 91 feet of frontage. It was al.so noted that the ma�ority of
lots in this biock are 90 feet or less 3.n frontage.
It was maved by Chriatiansen, seconded by Swanson, carried unanimously, to
recommend approva]. of the iot division sub�ect to placing the proposed center
lot in one owner�s name and obtaining a registered survey of the lots showing
the locatian of the structures so that a violation of the zoning code is not
created.
(b) Ro11ie W. Angier (Residential) .

The Recordi.ng Secretary explained the proposed division of Lot 3 from Lots 1
and 2 af B1ock b The first Addition to Lakeview Heights. (Most of the lots in
this area have approximately 60 feet of frontage.)
It was moved by Neuman, seconded by Christiansen, carried unanimousiy, to grarit
the waiver of the P2atting Ordi.nance sub�ect to a registered survey and the
ren�oval of a shed which is adjacent to the North line of Lot �,

(c) Forrest A. Stenborg (Residential)
1536 Princeton Avenue South
Mr. Otto Schmid, Village Gonsu�.tant, informed the Carami.ssion of a proposal to
divide Lots 5 and 6 of B3.oek 3 of Kavlis Cedardale Addition. The proponent
is proposing to divide 5Q feet off of zot 6 which is a corner ].ot. This
division then would require waivers on the existing residence and also on
the praposed structure. (The majority of lots in the area are approxima.tely
94 feet in frontage.�
A�rs. Stenborg was present for" the request and stated that t�he lots to the
South of their lot, 1.ocated in St. Louis Park, are 50 feet in width.
It was moved by Franzen, seconded by Christiansen, carried unanimnusly, to
deny the request for the waiver of the Platting Qrdinance.

The Consultant� Otto Schmid, stated he has viewed this parcel and that, bec�use
of its peculiarities, the Commission should require a plot p].an to show where
the existing structure and driveway are Iocated. Also� a minimum af 20 feet
of frontage on Spring Valley Road would be required to provide sewer and water
service to the proposed residence.

It was moved by Christiansen, seconded by Van Horn, carried unanimously, to
recammend that the proponent provide the following for the Commission before
a recommendation can be mad� on dividing Tra�et A from Tract C af R.I,.S. #7.012:
1. location survey of existing structure and driveway,
2. a minimwn of 20 feet of frontage on Spring Valley Ftoad,
3. show the location of the proposed residence.

The Recording Secretary fa�iliarized the Planning Commission with the proposal
for re-establish3ng Lat 2 and Lot 3, as originally platted, in B1oG1� 12 Winnetka
Addition. Lot 2 contain5 a residential home and I,ot 3 is vacant.
It was moved by Swanson, seconded by Moran, carrie�. unani�usly, to recammend
approval of re-establishing Lot 2 and zot 3 of Block ].2 W3.nnetka A�d�di.tion,
subject to the approval of the Engineerin� I�partment an the elevation of the
prc�posed s�ructure and the owner submitting a grading plan of the parcel.

3. �tISCUSSION ON VOLUNTEERS OF AMEftTCA GROUP HOME - 642l� Winsdale Street
A�ITION 4F TWO (2) CHILDR.FNS
The Village Consultant reviewed with the Commission the Foster Family Home
Ordinance. The Village Council has set a publie hearing for Ma� 3, 1971 to
consider a requeat by the Volunteers of America to add two (2) children for
� a total of s3.x (6) children to live at the foster home. The present foster
parents do not have childre.�, but the new foster parents have one child of
their own, which would be included in the total number of six (6) children.
Also, the Advisory Committee to the group home recommended increasing the
num�er of children to six �y a vote of 5 to l. The State �epartment of
Welfare has licensed the home for a maximum of six (6) adoZ�scents.
It was moved by Van Horn, seconded �y Moran, that the Planning Commission sees
no reason to disagree with the Advisory Committee or the State Department of
Welfare on the num�er of children. The motion carried with Commissioner
Franzen abstaining.
4. ��t�
(a) New Zoning Code Ordinance
The Recording Secretary distributed the new Zoning C�e to the Planning Commission
and informed the Commission that Larry Geisler of Midwest Planning and Reseaxch, Inc.
will be present at the next meeting to start discussion on the new Zoning Ordinance.
Mr. Geisler wi11 also be meeting with the Goa1s and Policy Study Committee on
April 27, 1971 to discuss traffic.
The Planning Commission was in agreement to read the entire new Zoning Code and
then take under advisement the first six chapters at their next regular meeting.
(b) Contract wi.th Midwest Planning and Research, Inc.
The Planning Commission showed concern about not having received the proposal
from Midwest Planning and Research, Inc. as discussed with Mr. Jim Hawks at
the last meeting.
It was then moved hy Christiansen, seconded by Franzen, carried unanimously, to
ask the Chairman of the Planning Commission to contact Jim Hawks regarding this
matter.
(c) Three Alternate Members to Serve on the Board of Zoning Appeals
The Chairman asked the members of the Planning Commission if any Commissioner
woul�d express interest in serving as an alternate to the Board of Zoning Appeals.
The following three Commissioners expressed interest in serving on the Board
of Zoning Appeals as alternates: Lowell Swanson, �ean Van Horn, and Glen
Christiansen. The Commission was in complete agreement with the three Commissioners
as listed above ta serve as alternates on the Board of Zoning Appeals.

(d} Meeting Time Change
It was moved by Moran, secon�ded by Van Horn, carried unanimously, to start
the meetings at 8:00 P.M. for the summer period because of Daylight Saving
Time.
There being no further business to come before the meeting, it was on motian,
duly seconded, adjourned at 9s�0 P.M.
