05-24-71 PC Minutes �a 6 � MINUTES OF THE GOLDEN VALLEY PLANI�TING COMMISSION May 2l�, 1971 A regular meeting of the Golden Valley Planning Commission was held at 8:00 P.M. on Monday, May 2�., 1971 at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Chairman Lundsgaard presided and the follawing members were present: Vice Chairman Franzen, Commissioners Anderson, Christiansen, Edstrom, Swanson, and Van Horn. A1so present was Consultant Otto Schmid and Recording Secretary Jon Westlake. Members absent: Commissioners Moran and IVeuman. l. A PPROVAL OF MINiTTES: MOVED by Swanson� seconded b� �hristiansen, carried unanimausly, to approve the miriutes as amended for the May 10, 1977- Planra.ing Commission meeting. Sequence of Procedure - Planned Unit Development Ordinance (Concept Applic,) Mr. Otto Schmid, Village Consultant, reviewed the present procedure the Commission is using with respect to the Planned Unit Development Ordinanee. Mr. Schmid in talking with the staff has developed six (6) steps which follow the intent of the Ordinance more closely and therefore should minimize c�nfusion for the petitioner under Plann�;d Unit Development. In following the intent of the Ordi- nance more closely, the May 10, 1971 Planning Commission in Item � (a) and (b) to read as follows: "carried unanimously, to accept the petition f or Planned tJnit Development noting the proponent review his ideas, and that a Public Informational meeting will be scheduled on June 14, 1971 to consider , the proposed request'�. It was then moved by Christiansen, seconded by Edstrom, carried unanimously, that the motion of Items 4 (a) and (b) of the May 10, 1971 Planning Commission meeting be changed to contain the aforesaid lan�uage. 2. WAIVER OF THE PLATTING ORDINAIVCE . (a) Klugman Investment Company (Residential) ' 621 South Turners Crossroad The Recording Secretary explained to the Pl.annin� Commission that the proponent is requesting to divide Lot � Block 1 Spring Green South into two (2) lots. The lot that contains the house would have 12,500 square Peet and the remaining parcel off Radisson Road would have 10,500 square feet. Mr. Edward Klugman explained the reason for requestin� the division. He also stated he would remove a 12' x 22' attachment on the rear of the residence. The Pollowing residents were present and spoke against the proposed division: Messrs. Walter Sar�en, 621 Radisson Road, Donald Scott, 701 Turners Crossroad, �� � Planning Commission May 2�, 1971 page 2 Arnold Lindstrom, 500 Radisson Road, Herrmann Held, 5�00 Circle Down, Joe Faustgen, 535 Radisson Road, and Mrs. Walch, 601 Radisson Road. Mr. and Mrs. Etzler inPormed the Commission o� a drainage easement on the west ed�e of the property and of the restrictive convenance on this plat that is in effect. After further discussion, it was moved by Swanson, seconded by Van Horn, carried unanimously, to recommend denial of the request for waiver of the Platting �rdinance, natin� that the lots in this area contain more than the required square footage; and iP the proposed parcel would be divided, one lot would contain 10,496 square feet which is less than the Ordinance requires. 3. MIDWEST PLAIVNING AND RESEARCH, INC. (a) Effect of Interstate-39� on Comprehensive Plan Mr. Carl Dale explained to the Commission that they will have to come up with two plans because of the uncertainty of the New I-39�+• The Commission should meet with other communities to get their opinion and also explain Golden Valley's opinions with respect to the freeway. The Commission should find out from the Village Manager the status of I-39�+ and have a �joint meeting with the Council, inviting the Highway Department along with Howard, Needles, Tammen, & Bergendoff, the consulting firm on the pro�ect, so that Golden Valley can better be apprai.sed about what has been done so far and its effect on Golden Valley and the impact on the Camprehensive Plan. It was moved by Franzen, seconded by Anderson, carried unanimously, that a special informational meeting should be set up as soon as possible with the Village Council and Chairman of other boards to meet with the Highway Department and the consulting firm of Howard, Needles, Tammen, & Bergendoff in reference to the proposed Preeway. (b) Review Proposed Zoning Ordinance Mr. Caxl Dale before reviewing the Zoning Code talked to the Commission about taking a bus tour of Golden Va11ey which would be very helpful in determining how the proposed ordinance will improve certain areas, the effect highways and railroads have on the community, and proposed street and highway changes. The tour would a.lso include some of the problem transitional axeas, and the effect screening would have between certain lighter and heavier uses, and also between eertain uses and hi�hways. It would also help the Commission to take different routes of travel when they axe in Golden Valley to better acquaint themselves for developing the Master Plan. Mr. Dale in reviewing the new Zoning Ordinance Kith the Commission pointed out � that an individual should be familiar with the complete ordinance because the Code refers to a particular item in several different chapters. The Planning Commission along with Carl Dale felt that again they should read the entire zoning code through and be familiar with the fir�t six chapters of the new code. � 6 � Plannin� Commission May 2�, 1971 page 3 (c) Contract with Midwest Plannin� and Research, Inc. The Planning Commission referred to the April 12, 1971 Plannin� Commission minutes, notin� they had not yet received the propo�al as discussed with Mr. Jim Hawks, President of Mid�est Planning and Researeh, Inc. The Commission instructed the Recording Secretary to write Mr. Ha�ks re�arding this m�atter.
