09-13-71 PC Minutes 291 MINUTES OF THE (30LDII�t VALLEY PLANNING 0(?I�+IISSION September 13, 1g71 A regular meeting of the Golden Valley Planning Commission was held at 8:00 P.M. on Manday, September 13, 1971 at the Givic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. ' Chairman Lundsgaard presided and the follo�ing raembers .were present: Vice Chairm�n Franzen, Corr+missioners Anderson, Christiansen, Swanson, and Van Horn. Also present was Consultant Otto Schmid an�d Recordir�g Seeretary Jon Westlake. Members absent: Commissioners Edstrom, Moran, and Aieuman. l. APPI�VAL OF MINUTES; MDVED by Anderson, seconded by Swanson, carried unanimously, to approve the minutes of the August 23, 1971 meeting as mailed. 2. WAIVER OF THE FLATTING ORDINANCE (a) James D. Zelinsky (Residential) 1550 Welcome Avenue ana 551,o colae� Valley Road The Recording Secretary reviewed with the Planning Cc»mmission the proposed request and the August 23, 19?1 Planning Commission minutes with respect to the request. The Planning Commission pointed out that notices were mailed regarding this request to divide one parcel' into two (2) lots so that the North lot will contain 10,560 square feet and the South lot 10,612 square feet. Mr. Zelinsky was present and stated he would give the proper easements for utilities and the sanitary sewer serviee that runs through the proposed lot. It was moved by Van Horn, seconded by Swanson� carried unanimc�usly, to recommend approval of the waiver of the Platting Ordinance, subject to the proponent filing the necessary easements. {b) Walter H. Bauer (Resident) 5211 G1enNOOd Avenue and 115 La�n Terrace The Recording Secretary explained that the proponent has three parcels of ground and is requssting to combine two parcels into one and add five feet to the third paxcel because of an existing driveway. The lots, if divided, will be much greater in size than the present Ordinance requires. (c) Erwin E. Stobbe Residential l�960 Duluth Street Otto Schmi.d reviswed the past history of this parcel of �ound along with the February 9, 1970 Planning Commission minutes. Mr. Schmid also stated this request will be reviewed by the Board of Zoning Appeals for a double bungalow which is propased for one of the three lots. The Planning Commission in discussing the request with Mr. Stobbe pointed out the lot l.ine would have to be changed for ingress and egress for the double bungalow parcel. It was moved by Franzen, seconded by Van Horn, carried unanimously, to defer action on this request pending further study of the plot plan by the proponent. (d) Einer Sorensen Resid�ntial) 2510 Ibuglas �rive North The Village Consultant explained the reasons for this request and also its effect on the lots to the south and east of this parcel. The lot will contain the required frontage and square footage with a dedicated fifty-foot easement for roadway purposes. Mr. and Mrs. Sorensen were present to give their reasons for the requested division. It was moved by Christiansen, seconded by �'ranzen, carried unanimously, to defer action on this request sub3ect to notices being mailed out regarding the requested division and the staffts advic� as to whether or not the proper utilities can serve these properties when e�ending the roadway to the south so as not to land- lock the remaining parcel of ground. (e) Roger Baker (Residential) 8945 - 8951 01.son Memorial. Highway The Recording Secretary reviewed the proposed division with the Planning Commission pointing`out that Parcel A contai.ns 16,016 square feet with 130 foot fronta�e and Parcel B contains 15,124 square feet with 100 feet of frontage. It was moved by Christiansen, seconded by Franzen, carried unanimously, to recommend approval of the Platting Ordinance, subject to the proposed residence on Parcel B having at least a setbaek of It0 feet because of Olson Memorial Highway. 3. A�IVISTRATIVE (a) Recreational Land �edication or Cash Contribution � �Q� Planning Commission September 13, 1971 � pag� � Otto Schmid discussed with the Planning Commission a proposed Recreational I,and lUedication or Cash Contribution Ordi.nance to add funds to the park system Which would tie into the Planned Unit Development Ordinance and the Platting Ordinance. The Planning Commission, after further discussing the proposed Ordinance� made some minor ehanges and also ehanged the cash val.ue per living unit from $I�0.00 to $100.�0. A motion was then moved by Sw�nson, seconded by Van Horn, carried unanimously, to request the Village Attorney to review the proposed Ordinance which reads as follows: Sec. 15.05 Standards and Criteria for Granting Planned Unit Development Permits. (2• ) Residential and 2ransitional Area _Stan,dards (k.) Recreation use areas, buildings, common open space and other joint facilities. (5) In developments of single family unattached housing, townhousing, or multi-fami.ly housing, the developer, in lieu of dedication of land for public park and recreational purposes, may contribute $100.00 cash per living unit constructed upon such Zand approved for planned unit developments. In making its decision, the Council, among other things, shall take into account the recreation standards set forth in the Golden Valley Park �evelopment Guide. Payment of said cash dedication shall be made at the time application is made for a building permit. Said monies shall be placed in a special park acquisition arid deveZopment fund. Ltlta:80 (2) Parks and Playgrounds. ... . . 1965. In lieu of land dedication, the Council raay require a eash con- tribution equivalent to $10�.00 per Iiving unit or lot, whichever is the greater. Payment of said cash dedication shall be made at the time the final plat is approved by the platting authority. Said monies shall be placed in a special park acquisition and development fund. (b) Goal� and Policy Study Committee Report The Chairman of the Planning Commission briefly reviewed the histor� of this report and the meeting the Planning Commission had with the Goals and Policy Study Committee. A long discussion followed on how the Planning Commission was to review, adopt, and discuss the Gaals and Policy Study Committes Report or otherwise hane Midwest Planning and Researeh, Inc. evaluate the report pr3or to the Planning Commission discussi.ng same. After further discussion, it was moved by Swanson, seconded by Van Horn, to place the Report on the agenda for the next regularly scheduled Planning Commission meeting to review in greater detail said report. The motion carried with Commissioner Christiansen voting nay. Chairman of the Planni.ng Cotnmission, Warren Lundsgaard� read a letter from the Leag�ze of Tdomen Voters of Golden Valley requesting to be placed on the Planning Commission agenda to present some supportive information relative to the Goals and Poliey Study Committee Report. The Chairman asked the Recarding Seeretary � y4 Planning Commission September 13, 1971 page L � to notify Mrs. ftivel Greenberg of the League af Women Voters that the Planning Commission will be discussing this Report at their next meeting and will place the League of Women Voters on the agenda in conjunction with the discussion on the report.
