MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
January 10, 1972
f A regular meeting of the Golden Valley Planning Commission avas held at 7:30 P.M.
on Tuesday, January 10, 1972 at the Civic Center, 78fl0 Golden Valley Road,
Golden Valley, Minnesota.
Chairman Lundsgaard preside�i and the following members were present: Vice
Chairman Franzen, Commissioners Anderson, Christiansen, Edstrom, Moran, Sampson,
Swanson, and Van Horn. Also present was Village Consultant Qtto Schmid, Larry
Geisler from Midwest Planning and Research, Inc. , and Recording Secretary
Jon 6destl ake.
Members absent: none.
1 . DIS�C�JSSIO�i OF MINUTES: MOVED by Franzen, seconded by Christiansen, to
adopt the minutes of the December 13, 1971 minutes, as received. The motion did
not carry.
It was then moved by Anderson, seconded by Edstrom, to add the reasons why the
Planning Canmission is against sending the resolution to the Transportation
Planning Program (TPP)-to be added to the end of paragraph three of page two
of the December 13, 1971 minutes-and to defer approval of the minutes until a
revised draft is received. The motion carried unanimously.
2. ACCEPTANCE OF APPLICATION FOR PUD #5 FOR TOWNHOUSE PROPOSAL
EAST OF WINNETKA AVENUE AND SOt1TH OF HAROl.D AVENUE
by TOWNSEDGE CONSTRUCTION COMPANY
Mr. Warren Lundsgaard, Chairman of the Planning Commission, reviewed with the
Planning Commission the location of this request for a planned unit development.
He continued by pointing out that if the PTanning Commission finds the application
to be in order, the Planning Commission should accept the application and set a
hearing date for a public informational meeting.
It was moved by Van Horn, seconded by Anderson, carried unanimously, to accept the
petition and set January 24, 1972 as the public informational meeting date for
PUD #5.
3. PETITION BY RESIDENTS REQUESTING REZONING FROM OPEN DEVELOPMENT TO RESIDENTIAL
PROPERTY LOCATED EAST OF WINNETKA AVENUE, SOUTH OF HAROLD AVENUE, AND
APPROXIMATELY 300' NORTH OF WESTERN AVENUE
Mr. Otto Schmid, Village Consultant, explained the different ways a parcel can be
rezoned-either by a property owner petitioning a rezoning, or the Council may
rezone the parcel tMrough its police powers that it has received from the State
legislature. In this particular request the residents have presented a petition

containing approximately 95 signatures requesting a rezoning from Open Develop-
ment to Residential . The Village Council received the petition and directed
it to the Planning Commission for a recanmendation.
It was moved by Franzen, seconded by Anderson, to table this request until the
January 24, 1972 Planning Commission meeting because this is the same area as
Item #2 on the agenda.
Commissioners Franzen and Anderson withdrew their motion.
It was then moved by Christiansen, seconded by Swanson, to accept the petition
since there are residents present. If they would like to express their views
briefly, it would be well for the Planning Corranission to hear their vi�ws. The
motion carried unanimously.
A spokesman for the residents stated that since a public informational meeting
is scheduled for the 24th of January, 1972, they would prefer to be heard at
that time.
4. MIDWEST PLANNING AND RESEARCH, INC.
(a) Completing Review of Sketch Plan
Mr. Larry Geisler of Midwest Planning and Research, Inc. completed reviewing
the sketch plan, except for a few specific areas, with the Planning Corr�nission,
noting minor revisions on proposed land use. The Planning Corr�nnission also dis-
cussed and agreed that the areas on the sketch plan where a planned unit develop-
ment is indicated should not shaw the number of units per acre. Mr. Geisler
again discussed some of the major thqroughfares, pointing out to the Comnission
they will have to decide on how they want to hold the line on future land use
along some of the major thoroughfares.
(b) Concept of Highway 55 and Winnetka Avenue
Mr. Geisler reviewed with the Planning Canmission a scale drawing of the Olson
Memorial Highway and Winnetka Avenue area that contains traffic patterns, land
use, circulation systems , and primary pedestrian movements-which he will further
review with the Village staff.
(c) Scheduling of Meeting
Larry Geisler suggested to the Commission that if the agenda for the January 24,
1972 meeting is lengthy, the Comnission may want to schedule a special meeting
before the 14th of February, 1972 to set up the series of special meetings with
the neighborhood groups to review the plan. Mr. Geisler also informed the
Planning Commission that the February 14, 1972 agenda should be as short as
possible because Carl Dale would like to meet with the Planning Commission to
start work on the Zoning Code.

5. ADMINISTRATIVE
(a) Discussion on PUD #2 - Richard Dempsey
Mr. Otto Schmid reviewed with the Planning Canmission what has transpired since
the proposal for townhouses (PUD #2) was first initiated. The proponent now is
seeking direction as to whether he should resubmit a new application or arr�nd
his present application. It was the concensus of the Planning Comnission that
Mr. Dempsey would be allowed to continue under an amended petition. Mr. Schmid
also discussed the number of building lots available on the site should the
proponent choose not to continue his planned unit develo{�nent application, but
build single family dwellings.
It was moved by Moran, seconded by Sampson, to request the Village Attorney to
inform the Planning Commission of how many buildable lots there actually are in
the area known as PUD #2 because of the Nierger of Title Ordinance. The motion
carried unanimously.
(b) Report fran Planning Comnission on G�neral Mills Property
Commissioner John Sampson and Dean Moran informed the Planning Commission they
had met with Dr. Haun, who is responsible for long range plans of Gene ral Mills,
as requested at the previous Planning Comnission meeting. The property in question
is the General Mills Research Center which is bounded by Flag Avenue on the west
and Boone Avenue on the east.
General Mi11s had no objection to a residential planned unit develo�nent to the
north of Duluth Street or ta the two parcels to the south of Plymouth which they
own-shown on the proposed sketch plan as a natural area. Nowever, Dr. Haun
indicated that the area where the Research Center is located should contain a
zoning classification in the new plan that would allow for expansion of the
Research Center. Mr. Geisler indicated he would check the new code and inform
the Planning Commission of the ase a research center would be classified in.
There being no further business to cane before the meeting, it was on motion,
duly secor�ded, adjourned at 12:10 A.M.
