03-27-72 PC Minutes �� MINUTF,S OF THE GOL��1 VALLEY PLAI�NING CQMMISSION March 27, 1972 A regular meeting of the Galden Valley Planning Commission was held at 7:30 P.M. on Monday, March 2?, 1972 at the Civic Center, 7800 Golden Valley Raad, Golden Valley, Minnesota. Chariman Pro tem Swanson presided and the following Commissioners were present: Anderson, Becker, Christiansen, Edstrom, Sampson, and Van Horn. Also present was Village Consultant Car1 Dale, Larry Geisler from Midwest Planning and Research, Inc., and Recording Secretary Jon Westlake. Members absent: Chairman Lundsgaard and Vice Chairman Franzen. l. APPROVAL OF MINUTES: MOVED by Sampson, seconded by Van Horn, carried unanimously, to approve the minutes of the March 1.3, 1972 meeting, as amended. 2. WAIVER OF THE PLATTING ORDINANCE (a) Health Central, Inc. (Institutional) �101 - J�225 Golden Valley Road The Minneapolis Clinic of Psychiatry and Neurolo�r is proposing to purchase a 50-foot strip of land contiguous to their east property line from Health Central, Inc. Mr. Robert Van Hauer, E;�ecutive Vice President of Health Central, Inc., was present to answer questions about the proposed property division. He stated the 50-foot strip of land was leased to the Clinic in 1969, and they have been using the leased land along with the land they own for a parking lot. The lease on the land has expired and the Clinic wishes to purchase the land from Health Central, Inc. The Planning Commission had a long discussion with Mr. Van Hauer, pointing out that as the area is developing it is becoming a .concern to the Planning Commission and to the residents that live in the area. Traffic has increased from this development, and even though the new MISCCA building does conform to the Ordinance, it is felt the site designers could have placed the building further south which would also have given the structure a lower profile. The new ingress and egress to Golden Valley Road from the complex has reduced the green area which was approved when the road was moved further to the west. If the 50-foot division is approved, there will be approximately 175' left for ingress and egress to Glenwood Hills Hospital. The Planning Commission e�ressed to Mr. Van Iiauer that any more requests for division of property or any future development in this area will be considered very carefully by the Planning Commission. Because of the requested lat division, the Commission asked Mr. Van Hauer if the Clinic was planning to expand to the east. He stated they were not. It was moved by Anderson, seconded by Becker, carried unanimously, to recommend approval of the waiver of the Platting Ordinance, subject to a divide and combine, and noting the concern of the Planning Commission in the discussion above. : 33 Planning Commission March 27, 1972 page 2 (b) Holger J. Steen (Residential) 32�1 Noble Avenue North - 3220 Orchard Avenue North This request is to divide a single residential parcel into two lots-each hav�ng frontage on a street. �ihe east parcel contains 11,625 square feet and the west parcel containing 11,1tOb,square feet. The proposed division line would be the extension of the north-south property line of the eontiguous parcels including a 10-foot utility easement. It was moved by Van Horn, seconded by Swanson, carried unanimously, to recommend approval of the waiver of the Platting Ordinance, described as: EAST PARCII� That part of the South 75 feet of Lot 5, Yale Garden Homes lying East of a line drawn from a point in the South line of said lot distant 150 feet West of the Southeast corner thereof to a point in the North line of the South 75 feet of said lot, 160 feet West of the East line of said lot. Subject to an easement for utility purposes over the Westerly 5 feet thereof. WEST PARCEL That part of the South 75 feet of Lot 5, Yale Garden Homes lying East of the Easterly line of Orchard Avenue No�th and West of a line drawn from a point in the South line of said lot distant 150 feet West of the Southeast corner thereof to a point in the North line of the South 75 feet of said lot, 160 feet West of the East line of said lot. Subject to an easement for utility purposes over the Easterly 5 feet thereof. 3. PRII�IMINARY r�ESIDII�ITIAL PLAT Russell�s Wirth Park Addition Robert L. Russell, owner Seven (7) residential lots approximately 300� east of Meadow Lane, 360► north of Glenwood Avenue, and west of Theodore Wirth Park Mr. Carl i3ale, Village Consultant, reviewed with the Planning Commission the location of the proposed residential plat and gave a report as follows: "Planning Cansiderations: All lots exceed the 12,500 square foot minimum. Three lots along the east side of Roanoke Circle extendEd axe less than 100 feet in width. A11 lots are proposed for single family development. Planning Recammendation: This proposed plat appears to be a simple platting of available resi- dential property. We would suggest the usual considerations if the preliminary plat is recommended for approval. That is, the Village Engineer and the petitioner agree on utility construction. In additian, we would recommend that the three deep lots fronting on Glenwood Avenue become a part of this platting if possible. It is possible for th�ee lots to be divided from the Glenwood Avenue lot�. It would be to the a��'ar�,ta�� Qf tho�� property owners to be included in the platting of these lots. �� Planning Commission March 27, 1972 page 3 The pre-plat also indicates that Roanoke Circle will some day be extended through to Sunnyridge Lane. In the interim, a temporary easement would be secured to pro�ide for a cul de sac." Mr. Russell was present to e�lain to the Planning Commission why he is requesting to plat the property. He continued by stating he had talked to the adjoining neighbors to the south about including the rear of their large lots into the plat; but at this time they were not intErested, except for Mrs. Feriss of 3900 Glenwood Avenue. Mrs. Orbuch of 3920 Glenwood Avenue, Mrs. Thorness of 39�0 Glenwood. Ave., and Mr. Bloom of ��17 Avondale Road were opposed to the proposed plat. After further discussion it was moved by Edstrom, seconded by Becker, to table the request allowing the proponent time to talk with the staff about other ways of developing the property-such as planned unit development. The motion carried unanimously. 1t. MI�TrdEST PLANNING AND RESEARCH, INC. Review of Neighborhood Meetings Mr. Larry Geisler of Midwest Planning and Research reviewed with the Planning Commission the neighborhood meetings on the Comprehensive Plan conducted with the resid.ents of Golden Valley. The more predominant concensus of the residents in the six precinets are as follow: Precinct I and II - the triangle which is in Robbinsdale just to the east and north of the Village limits, the Rice Lake area, the Unity Avenue area (approximately 21�00 to 2600 block) as to density, and the renewal area north of Highway 55 and we�st of France Avenue. Precinct III- open areas east of Highway 100 and west of Golden Valley High School, Glenwood Avenue, motel site (North of Highway 12 and 1��est of Highway 100}, and proposed high rise south of Highway 55 and West of France Avenue. Precinct IV - 1�ouglas Drive and Medicine Lake Road area, the Byerly complex, including traffic and additional building in the area. Precinct V - concern about Western A,venue, Laursl Avenue, Winnetka Avenue, Glenwood Avenue, Harold Avenue, and Louisiana Avenue. Precinct VI - concern about General Mills Research property and extension of _r�uluth Street, and density of the planned unit developments. Mr. Geisler noted the most recurring issue is traffic. Other areas of concern brought forth by the residents were reviewed i.n the minutes taken at the neighborhood meetings. Mr. Geisler will draft a report about their conce�ns and areas for review by the Planning Commission. 5. G�t��t� (a) Discussion on I-39�t (March 22, 1972 meeting} The Planning Commission reviewed a letter by Dr. David Brown about a meeting that was held on March 22, 1972 to discuss potential considerations for the Village Council to consider for action on I-394. Present at the March 22, 1972 meeting were Messrs. Curt Green, Otto Schmid, Jack Anderson, -Harry Cox, Lowell Swanson, and Dr. Brown. 35 Planning Gommission March 27, 1972 page 1t The Planning Commission discussed the letter at length, noting a special meeting on I-391� will be held on April !t, 1972 at 8:00 P.M. with the Village Council, Chairman of the Planning Commission, Village staff, Mr. Curt C=reen, and Ur. Brown. The Commission also requested that Commissioner Swanson attend this meetzng because of his involvement in the March 22, 1972 meeting. (b) General Mills Research Property With respect to the neighborhood meating in Precirct VI, it was felt a sub- committee of the Planning Commission and members of the Park and Recreation Commission and the Environmental Commission discuss with General Mills their future plan of the research center area. No action was taken as to who from the Planning Commission wauld serve on this committee.
