PLANNING ODMMISSION
August 1lt, 1972
A regulax meeting of the Golden Valley Planning Commission was held at 8:00 P.M.
on Monday, August 1lt, 1972 at the Civic Center, 7800 Golden Valley Road,
Golden Valley, Minnesota.
Chairman Lundsgaard presided and the following members were presents Vice Chairman
Franzen, Commissioners Anderson, Becker, Edstrom, Sampson, and Swanson. Also
present was Village Consultant Car1 Dale and Recording Secretary Jon Westlake.
Members absents Commi.ssioners Christiansen and Van Horn.
l. APPF�VAL OF MII�TUTES: MOVID by Franzen, seconded by Fdstrom, carried
unanimously, to approve �he minutes of the July 2�., 1972 meeting as
amended.
2. WAIVER OF THE PLATTING ORDIAtANCE
(a) Stobbe Development, Inc. (2 Residental lots)
l�9�t�t Sorell Avenue and !t9lts Westbend Road
The Planning Commission, having discussed this proposal. at the two previous
meetings, noted the present request is to run the proposed East-West division
line so as to connect with the East-West lines of the adjacent lats. Each lot
contains more than the required 100 feet of frontage and 12,500 square feet.
The property owner has been notified of the request.
It was moved b,p Franzen, seconded by Edstrom, carried unaxiimously, to recommend
approval of the waiver of the Platting Ordi.nance.
(b) Sherer Bros. Lumber Company (7 Residential lots)
Richard Dempsey, developer
2300, 230$, 2316, 232l�, 2332, and (2lt26 and 2l�38) Kewanee Way
For purposes of description, the lots are divided into two units-the first unit
being 21�26 and 21t38 Kewanee Way (Lots 10 and 11 Block 6 I�lphian Heights 3rd Unit,
including the North 1/2 of vacated Glen Lane). The proponent is proposing to
upgrade these lots into 62 1/2 foot lots or two 75 foot lots, depending on how
the vacated street was divided. Also, the En�ineering Department would like to
acquire a 10-foot drainage easement on Lot 11.
The second unit of lots are platted as seven 50-foot lots and lmown as Lots 1�,
11, 12, 13, lt�, 1�, and 16 Block b �3elphian Heights Third Unit. The proposal is
to divide the seven lots i.nto five lats containing 70 feet of frontage. The
Engineering Department is requesting a 10 foot easement on lLots llt, 15, and 16
on Kewanee Way for a cul-de-sac because of the narrow Right of Way.
The Planning Commissian noted that in both units the lots are to be upgraded, and
also easements are being requested by the Engineering �epartment. The proposal
in the first unit requires further research by the propone�t on the vacated street.

It was moved by Franzen, seconded by Anderson, to recommend approval of the
waiver of the Platting �rdinance for both units, 5ubject to the proponent pro-
vi�ing proper easements as required by the Eazgineering �epa�tment and necessary
information as to where the established lot line is on vacated Glen Lane. The
motion carried with 5 yea and 1 nay.
(c) James Jagodzi.nski (2 light Industrial lots)
1100 Zane Avenue North
Mr. Jagodzinski, the propert3� owner was present to answer questions about the
proposed division. The r�quest is to combine Lots 10, 11, and the Southerly
2� feet of Lot 9 of Zindsay's Second Addition for a proposed warehouse. The
proposed division would leave a remaining lot with 1tt0 feet of frontage (Southerly

It was moved by Swanson, seconded by Franzen, carried unanimously, to recommend
approval of the waiver of the Platting Ordinance.
3• REQUEST FOR REZONING: office-warehouse

(Open 'Development to Light Industrial)
Messrs. Jagodzinski, property owner, and Wilson Montgomery, architect, were
present to escplain the reasons for the rezoning request.
The request is to rezone Lots 10 and 11 of Li.ndsay's Second Addition from
Open 1�velopment to Light Industrial. The proponent is planning to construct
a warehouse which will be in keeping with the ➢,ight Industrial Zoning :District.
The Planning Commission pointed out this is a continuation of the present �ight
Industrial Zoning in this area and the proposed usa will be within the Light
Industrial requirements.
It was moved by Swanson, seconded by �anzen, carried unanimously, to recammend
approval of the rezoning from Open �3evelopment to Light Industrial on Lots 10 and
11 of Lindsay�s Second Addition.

Location: East of Winnetka Avenue, South of Harold Avenue, and
approximately 340' North Westerm Avenue
The Planning Commission reviewed the June 12, 1972 Planning Commission mi.nutes
with respect to this request. Mr. Caxl �ale, Village Consultant, reviswed the
Use Permi-� for P.U.D. #� and also the planning considerations as listed in the
Jtane 12, 1972 Planning Commission Minutes. Mr. �ale then reviewed th� addit-
ional planning considerations as listed on the following page (Page 3):

I. Revised and far more detailed plans, especially for Phase I, have been
submitted. The plans submitted as of this date seem generally satisfactory
although some aspects of the plan are not totally clear:
a) Exac� nature of proposad screening along east side of project;
b) Location of pool or.o���r common, active recreation area(s);
c) Specifications for curbing on all roads and building dimensions.
It is expeeted that all of the above information will be available and
all questions answered at the meeting.
2. The proposed locatian of dwelling units for low and moderate income families
seems highly satisfactory and are, in fact, located in some of the more
desirable locations. While they are located in groups,. this should not be
con5idered as group "isolation" in a design of this type and scale; further,
it would be most difficult to completely scatter such units due to
construction and other problems.
3. Information concerning the landscaping and archite�ctural treatment along
Harold Avenue has been submitted i.n considerable detail. The proposed treat-
ment seems quite satisfactory and the result should be a very pleasing
appearance as viewed from the north.
4. A critique of the landscape plan has been prepared by Otto Schmid�s office
although it is .�rimarily a "design" critique which appears to be primarily
a difference of opinion be�wesn landscape designers. It is suggested that
the Village be primarily concerned wi.th the following items:
a) Quality landscaping for over-all appearance.
b) Utilization of landscaping for screening and other "planning" purposes.
c) Avoidance of hazardous conditions such as planting which create "blind"
vehicular entrances.
d) Winter hardiness, resistance to wind damage, disease resistance and
the like.
5ince landscape plans are not always prepared by .professionals skilled in these
fields, it is suggested the Village establish the position of��Village For�ster��
or ��Park Keeper'� to augment the Planner's evaluation of landseape plans and to
assist in long-term enforcement of maintenance conditions if the PUD permits..
5. The plans submitted are detailed and complete. Indications are that this
will be a very fine project consistent with the stated objectives of the
Municipal Plan as it now exists.
Messrs. �ennis Welsh of Chamberlain Planners, William Lundberg of Town�s Edge
Construction Co., and Lin Slot, a designer from Polivka Logan Designers, Inc.,
were present to review the plan. Mr. Lundberg stated the proposa7. will contain
a total of 103 units. The propos� is divided into two phases, as indicated
by the plans. Phase I, which will be the starting phase, will contain Lt5 units.
There will be eight A units� twelve B units� fifteen C units, four D units, and
six D-1 units (which will be the $25,000 units}. They also plan to complete
the reereational area which includes the swimming pool under Phase I.
The Planning Commissian, having previously reviewed the general plan, discussed
some specific areas such as the landscaping areas left in a natural state,
units with attached and detached garages, traffic, another means af ingress
and egress (Western Ave.), drainage, changes and additions in the use permit,

and esthetics of the site. Tn answer to some of the above items as discussed,
Mr. Lundberg stated he would provide another means of ingress or egress other
than Harold Avenue if the Village sv desires-which would be handled under
Phase II.
The area listed as a tree seeded area, located on the Southeast corner of the
p1an, will be complete when Phase I is completed. In addition, Mr. Lundberg
sta�ed they will provide concrete cuxbs along all interior streets with a
5-foot return to the units as mentioned in the planning considerations Item 1-C.
�he 1'lanning Commission noted that they are approving the general plan for
Phase 2 at this time oniy as defined on the plans as submitted.
The following residents voiced their opinions as folloW:
Mr. Mel �9avis, 71�b5 Harold Avenue, was concerned about 1) drainage of the area
and storage of drainage water on property, 2) type of control to be used for
weeds in the natural areas, 3) where is the electric service coming �rom, and
also reques�ed that they go underground, 4) questioned the growth of the
White Birch.
Mr. Cal 5athr��, 733� Half Moon "Drive, was concerned with 1) drainage (which
should be underground), 2) how will weeds be controlled in the natura7, area,
3) requesting the berm with planting to run a11 along the East property line.
Mr. Leo Kauth, 76lt1t Harold :Avenue, was concerned about 1) traffic and access
to Harold Avenue, 2) would like a stop sign placed at Harold Avenue and
Rhode Island Avenue. Mr. Jerry Deters, 7710 Harol.d Avenue, was concerned
about traffic on Harold Avenue, and there should be another means of access to
Winnetka Avenue or Western Avenue. Mr. Paul St. 2�arie, 771�0 Ri.dgeway Road,
questioned difficulties of building a road out �o Western Avenus and questioned
the height of the berm on the East side. '
After further discussion it was moved by Sampson, secondeci by Becker, to approve
Phase I of the general plan subject to:
l. The proponent to provide a plan for storm drainage in the area with emphasis
on underground drainage (but not exclusively) to be reviewed a►�ad: a�pproved by the
En.gineering Department.
2. To continue the berm all along the East side (including seeding and planting)
which would be required to be completed with Phase I. (keeping in mind that
the berm and Item I have to be designed together)
3. Building plans to be reviewed by the Building Board of Reaiew.
!�. Developmarit of a plan to control and show traffie flow on Harold Aqenue
suggesting a stop sign be placed on Rhode Island Avenue and Harold Avenue.
5. Maintain a weed free area within 50 feet of all buildings.
6. Requirements of the revised Use Permit for P.U,�. #�.
Upon aote being taken by roll call, the following voted in favor thereof:
Franzen, Anderson, Becker, Edstrom, Sampson, and Swanson. The following voted
against the same: None. The motion was �����red duly passed,

The �lanning Commission further discussed the areas that are left in a natural
state on all planned unit developments as to how noxious weeds can be controlled
and also keeping the ��man made" landscaped areas on these sites free from weeds
from the natural areas. The Planni.ng Commission further discussed Item }� of the
Planning considerations (Vallee D'or or proposal) with respect to the Village
considering a consultant in the position of "Village Forester or Park Keeper��
to assist the planner in evaluating landscapi.ng plans and assist i.n long term
enforcement of maintenance conditions of the planned unit development.
It was moved by Becker, seconded by Franzen, carried unanimously, to recommend
to the Golden Val.ley Environrnental Commis�ion for the��' consideration of
points on the aforesaid.
6. PURC�iASE OF LAND - CIVIC CENTER
The Planning C€�mmission discussed the purchase of the home at 800 Winnetka Ave. N.
noting it is now for sale. This area coul.d have several uses for public use,
including an extension of the Civic Center complex. The proposed Comprehensive
Plan under the design concept for Valley Square also indicates the need for a
�ivic-commercial focal point, which i.ncludes this property.
It was moved by Anderson, seconded by F`ranzen, carried unanimously, to recommend
to the Village Council that they consider the purchase of this parcel.
7. GENERAL
(a} Survey of suitable parcels �or acquisition
The Planning Commission discussed the August 7, 1972 Village Council meeting
regarding the feasibility of the Village eonsidering the purchase of land to
preserve open space and also land that may be marginal for development, but may
be a benefit for the community. The Commission, to familiarize themselves with
these types of areas, will take a close look at the area i.n whieh they live.
(b) Correspondence - Western Anenue
Mr. Warren Lundsgaard, Chairman of the Planning Commission, distributed a letter
from a resident of Golden Valley opposed to the extension of Western Avenue.
The letter will be held on file.
There being no further business to come before the meeting, it was on motion,
