A special meeting of the Golden Valley Planninq Commission was he7d at 7:�0 P.M.
on Monday, October �0 , 1972 at the Ci vi c Center, 780Q Gol den Val l ey Road,
Golden Val ley , Minnesota.
Chai rman Lundsgaard presi ded and the fol l owi ng members were present: Vi ce Chai rman
Franzen , Cammissioners Anderson, Becker, Christiansen, Edstrom, Sampson, Swanson,
and Van Harn. Also present was Larry Giesler from Midwest Planninq and Research,
Inc, , Lawell Odland, Villa� Engineer, and Recordinq Secretary Jon Westlake.

(a) Thorough fare P1 an
Mr. Laye11 Qdland, Vi 11 age Engi neer, dis cussed �ith the Pl anni ng Commissi on the
proposed thorou�fare p7 an wi th parti cul ar emphasi s on Wes tern Avenue from �li nnetka
Avenue to Glem�vood Avenue and on Laurel Avenue from Wi nnetka Avenue to Turners
Crossroad. The concern of the Engineerina Department and Public Safety Department
is the eli mi nation of the tharough fare pl an of a State ai d street desi gnati on for
Western Avenue and a portion of Laurel Avenue. The municipal State aid street
system map in 196� shows these streets as State aid streets, and the development
of the industrial property to the south of Laurei Avenue has been developed with
this in mi nd. If the State aid street desi gnati on is removed (whi ch is presently
the thought of the Planning Commissi on) , it wi 11 affect the industri al development,
fi re and s afety, and veh i cle movement. Als o, res i denti al streets i n thi s area
will be affected. If the State aid designation is left on for these two streets
as indicated b,y the 196� municipal State aid map, the remaining open areas can be
pl anned wi th such consi derati ons as greater setbacks , dri veways desi gned for non-
backing onto the street, and allevi ate traffi c from other areas using resi denti al
streets to reach a desti nati on outsi de thi s nei c�hborhood.
The Pianning Co�nission after discussinq Laurel Avenue and Western Avenue with the
Village Engineer decided prior to the hearing on the Comprehensive Plan the
Planning Corr�nission will hold an informal hearing with the residents and business-
men in th i s area. A1 s o, they wi 11 further di scuss Laurel and Wes tern Avenues at
the next work shop sessi on.
(b) Natural Areas for Official Map
The Planning Commission finalized the natural areas on the official map, working
in conjuncti on with : 1.) the map showing desi gnatians of natural or wetl and areas
as submitted by a subcommittee of the Park and Recreation Commission and Environ-
mental Commission, 2.) a map indicating Village-awned land, and 3.) Village
Engineering Department.

(c) Comprehensive Development Plan
�Ir. Larry Giesler of Midwest Planning and Research , Inc. discussed with the
Planning Commission the preliminary draft of the Comprehensive Development Plan
dated August 1972. cJotinq the changes on the preliminary draft, it was completed
for final typing. Mr. Giesler also discussed a mer�orandum with respect to this
from the Village ManaQer.
(d) Comprehensi ve Plan P�ap
The Planning Commission discussed areas for changes on the Comprehensive Map.
The area of most predominant change is bounded by Winnetka Avenue on the west,
23rd Avenue on the sauth , c�inneapol is �orth fi el d & Southern Rai 1 road on the eas t,
and Medicine Lake Road on the north.
(e) Work Session Meetinq Date Changes
The Planning Commission will not meet on Noverr�er 14, 21 , and 28, 1972 as previously
stated in the Octoher 1Q, 1972 Planning Commission minutes.
