MINUTES OF THE GOLDEN VALLEY
PLANNING OOMMISSION
November 27, 1972
A regular meeting of the Golden Valley Planning Commission was held at 7:30 P.M.
on Monday, November 27, 1972 at the Civic Center, 7800 Golden Valley Road,
Golden Valley, Minnesota.
9ice Chairman Franzen presided and the following members were present:
Commissioners Anderson, Becker, Christiansen, Edstrom, Sampson, and Swanson.
Also present was Village Consultant Car1 Dale and Recording Secretary Jon Westlake.
Members absent: Chairman Warren Lundsgaard.
l. .A.PPROVAL OF MINUTES: 1�VID by 5wanson, seconded by Christiansen,
carried unanimously, to approve the minutes of the November 13, 1972
meeting as amended.
2. REQUEST FOR REZ�ATING: 751�2 Country Club Drive (Quist Estate)
request by Lester F. Johnson (Executor for Estate)
(Residential to Commercial)
The parcel of land for which this request for rezoning is being made is located
in a triangular area bounded by Country Club Drive on the south, Golden Valley
Road on the north, and approxiraately 3$0� west of Pennsylvania Avenue. The
Planning Commission i.n reviewing the August 11, 1169 Planning Commission minutes
noted tha.t at that time they recommended 2oning this parcel of land to Busi.ness
and Professional Offices along with another rezoning request in this immediate
area. Mr. Quist, the property owner, requested at that time to retain the
Residential zoning on the property.
Mr. �on Franzen, Vice Chairman of the Planning Commission, asked the Cotnmission
if they had questions about the planning report. The report from Mr. Carl Da1e
is as follows:
"a) The current version of the Village Plan envisions a somewhat gradual
transition of uses starting with the existing, intense commercial uses
at Winnetka Avenue gradually decreasing intensity to the east. It is
not proposed to expand the intense commercial area beyond its current
developed limits.
b) The triangular area involved in this specific land use question could be
affeeted by details of any ��civic�� center plans includi.ng what could be
major circulation changes as well as specific land uses.
c) In any event, however, it is strongly recommended that intense or ��general"
commercial development be confined to its current developed limits and
expansion not be permitted to the east via permissive zoning changes.
d) It is suggested that general land use considerations at this time would
indicate that the triangular area involved could accommodate some use
other than single-family homes such as limited business (LB I7istrict as
contained in new proposed zoning ordinance and/or some type of multiple
dwellings.

It would be desirable to defer a decision on the specific parcel of land in
question until a decision is reached on the more comprehensive area involved,
If a decision must be ma.de at this time, I would not recommend "general commercial"
but rather that zoning which most closely corresponds with the proposed ]Limited
Business District which would �erm�,t business of an office type and intensi�y
(medical, office, institutional, multiple dwelling by special use permit, etc. ).
Such a classification would be within the general spirit and intent of the proposed
zoning ordinance and land use plan.1/
Messrs. Lester F. Johnson, Executor for the Estate, and Hyman Fdelman, .A,ttorney,
were present to request a change from the Residential zoning because of the zoning
to the east and west of the property. Mr. Fdelman explained that the request is
for Commercial zoning but they will leave the judgment of the zoning to the
Planning Commission, realizing the contiguous zoning to the east is Business and
Professional Offices. Mr. Edelman further stated the reason a rezoning is
being requested at this time is because the estate is in probate court and it
should be settled in March of 1973. After settlement in probate court the estate
will be sold and the proponent feels that because of the surrounding zoning and
area this property reflects a zoning other than Residential.
The Planning Commission discussed Mr. ?�ale's report and reviewed the proposed
Comprehensive Plan for this area, noting the proposed Comprehensive Plan indicates
that this parcel be in a Limited Business eategory which is very similar to the
present Business and Professional Offices Zoning �7istrict.
It was moved by Christiansen, seconded by 5ampson, carried unanimously, to
recommend rezoning Lot Ltb and the East 15 feet of Lot l�5, Aud. Sub. #360 from
Residential to Business and Professional Offices.
3. SI-iELTER DEVELOPMENT CORPORATION - DOVER HILL (P.U.D. #8)
Review Play Lot and Recreation Area West of Senior Citizens Unit
and Preliminary Plat
I,ocation: South of Medicine Lake Road, West of Minneapolis Northfield &
Southern Railroad, and 600� East of Winnetka Avenue
Mr. Westlake informed the Planning Commission that when the Village Council approved
P.U.D. #8 one of the stipulations for 5helter I�velopment Corporation was a study
of the open area wh.ich is west of the senior citizen units for a recreational area,
including such items as a softball playing area. P4r. Westlake also reviewed the
November 13, 1972 Environmental Commission minutes with respect to this recreation
area. Mr. Otto Schmid, representing the Shelter �evelopment Corporation, stated
the proposal would be to fill and grade a portion of the natural area for a play-
ground for softball and provide a play lot next to the elderly building. 5helter
Corporation wi11 provide this recreational area if the Village Council so desires,
but Shelter Corporation feels it will not benefit the site because the predicted
number of children in the family u.�its will be small. Mr. Schmid also reviewed
the preliminary plat of the site with the Commission. -

After further discussion on the proposal the Planning Commission felt it
wonld be better to expand the play lot area west of the senior citizens
building, including an area that could be flooded for winter skating and
leave the playground area in a natural state as shown on the original plan.
The Planning Commission also felt the two tot lots should be expanded.
!�. REVIEW PRDPOSED ZOIVING OODE
The Planning Commission noted they will be meeting on Thursday, November 3d,
19']2 for the first review of .the revised edition of the Zoning Code. Also,
Carl �3ale will have an index of the Zoning Code for distribution at this
meeting.
There being no further business to come before the meeting, it was on motion,
duly seconded, adjourned at 9:15 P.M.
