A Public Heari.ng by the Golden Valley Planning Cc»mmission on the proposed
�omprehensive Plan was held at 8s00 P.M. on Monday, March 12, 1973 at the '
Brookview Community Center, 8200 Wayzata Bou7.evard, Golden Valley, Minnesota.
Approximately 200 resident� were present.
Chairman Waxren I,undsgaard presided and the followi.ng members were present:
Gommissioners Anderson� Becker, Christiansen, Edstrom, Herje, Hughes, Leonard,
and Sampson. Also present at the request of the Planning Commission were previous
Commission members Don Franzen and Lowell Swanson. yarry Giesler, representing
Midwest Planning and Research, Inc., and Jon Westlake, Reaording Secretary, were
present.
Members absent; None,
Chairman Warren Lundsgaard opened the Public Hearing by giving a brief resume of
the Comprehensive Plan, s�ating the Plan is a guide for the future of Golden Va11ey.
In March 1971 a 28-member Goals and Policy Study Committee was formed for input
into the Plan and in March 19?2 the Planning Commission condu.cted neighborhood
meetin�s from which much input for the Camprehensive Plan was gained. The
proposed Comprehensive Plan is a resu2t of that ingut and other sources.
Chairman Lundsgaard th�n turned the meeting over to Larry Giesler, representing
Midwe�t Flanna.ng and Research� Inc., who outlined what would be cavered at this
Public Hearing. He stated what procedures the Plan will follow if it is approved
by the P1.anning Commission. Mr. Giesler then referred to the brochure on the
Comprehensive Plan, distributed to residents at the meeting� noting the changes
made between the brochure and the Comprehensive Plan Map (correct copy) in
various areas. The areas are as follows 1. Northwest corner of the Village
changed to approxa.mately 1/3 Medium �ensity and 2/3 Residential 2. the area
south of Plymouth Avenue designated as Public Works should be Industrial 3. area
north of 19u1.uth Street a,n�i east of Zbuglas �rive should be fiiedium Density Residential
�t. park area southwest quadrant of Go2den Va11ey Road and Glenwood Parkway
(omitted frora plan).
Mr. Gies�.er then e�lained the definition of Residential (single fami3y, medium
density-approx�mate range being considered is t�-8 units/acre, Commercial (limited
business, retail, and general. business}, Industrial, i'ublic and Semi Public.
The e�.sting Land Use Map was then discussed, pointing out Golden Valley is
primarily residential, which is one of the main goals to maintain a residential
character. Also, there are basically 5 industrial areas and 1� co�nercial areas
which function as shopping centers, and parks located throughout the residential
areas. It has been found that Golden Valley has ample parklands, but exi.sting
parks need added development.
Larry Giesler then discussed the Transportation Plan, reviewing the primary
arterials, minor axterials, collector and residen�ial streets, explaining speci-
fically what the Planning Commissian took into aecount tQ prepare this particular
plan i.ncluding the input the Gommission received from the citizens in surveys
and from the Goals and Poiicy Study Committee.

79iscussion was held on the Valley Square coneept-which is to develap the Wi.nnetka
Avenue-Golden Va�.l.ey Road area into a civic center complex with cam�eercial sYboppiz�g.
No large school growth is foreseen in the future� so school and park facilities
are now, and wi11 be, adequate. The trail system was also explained.
13evelopment of ponding areas was discussed, with particular emphasis on the
Bassett Creek Drai.nage Plan.
I�Ir. Giesler then re�iewed the areas that were of more predominant`�concern at
the neighborhood meetings held in March of 1972. The concerns are as follow:
l. Fill.ing process on Bonnie Lane in (3olden Valley and Robbinsdale. It was
recorrttnended that a boundarystudy be taken into consideration with respect
to the Robbinsdale triang�.e area.
2. Development of Briar�ood Planned Unit �evelopment.
3. Renewal area (North of Highway 55).
i�. Area west of C,olden Valley High 9chool and east of Highway 1�0.
5. Northwest corner of Highways 100 and 12 to limited business. Question on
long term access.
b. Valley Springgate 5hopping Center and office Area (amount of traffic which
St. Croix Avenue was receiving from shopping center and industrial area
further to the west).
7. General area of Medicine Lake Road and Dougl.as Drive. The intention is
to keep this area in a residential use.
8. Transportation plan on Western Avenue and Harold Avenue.
9. �ctension of Duluth Street through the General MiI1s property.
10. Twenty-third Avenue traffic.

Larry Gie5ler then addressed the floor and asked the audience for co�nents-at
which time Chairman Lundsgaard stated the Comprehensive Plan discussion and
comments ��auld be broken down into three partss Land Use, Community Facilities
and Transportation.
The fo3lowing residents voiced their opinions on Community Faci3xties:
Otto Schmid, 291�0 Quail Ave. N., noted the absence of public facilities on
Sweeney Lake.
Wally Klovstad, 1220 T�Telcome Ave. N., concerned about Gtak Grove School property,
and if abandon�i, then what use? Keep property for reereational use.
The following residents voiced their opinions on ban�-t�se:
J. W. Hawn, Vice President of (�eneral Mills and Director of Engi.neering-main
concern deals with indicated natural area north of Betty Crvcker 3�ive' south
of Highway �5, and west of Boone Avenue. This area shoul.d be zoned I,imited
Business. Also, with respeet to the Research Center property-there is no
problem seen as to the t�o natural areas south of Plymouth Avenue, and the
land north of Du3uth Street should be left natural.

Richard Bawman, 8555 1�.iluth Street, questioned the long range development plans
of property on �Juluth Street. Is in favor of preserving the area.
John 3�i.eh1, Attorney representing Golden Valley V.F.W., stated the V.F.W. is
considering purchasing the property on the southeast quadrant of Medicine Lake
Road and County Road 18, which is Medium density housing. Requssted that the
Planning Commission consider the request for constructing a V.F.W. building.
Mrs. John Kruth, 2016 Hillsboro Ave. N., is not in favor of V.F.W. building on
the above mentioned site. Also, concerned about gross density in Northwest
corner of the Village.
Dennis Gonyea, 13�1 Wisconsin Ave. N., questioned the proposed density of the
open land south of Plymouth Avenue and East of Boone Avenue. Opposed tn over
5 units/acre. A3.sv the Planning Commission is not specific in the number of
units in eaeh category of density allowed in Residential.
George Murad, 7l��0 Ridgeway Road, asked what the density per acre is for
Vallee ��or.
Rosemary Thorson, 2625 Vale Crest Road, interested in preserving the open space
in Golden Valley which is north of 23rd Aeenue, east of Rhode Island Avenue, and
west of the Minneapolis Northfield & Southern Railroad. She stated this area
should be left as open space rather than develaped residential.
Mary Kruger, 500 Quebec Ave. S., asked '�what is transitional P.U.D.?"
Glen Eiden, 34� Brunswick Ave. S., stated that the present P.U,1�. project5 already
exceed the 3-b unit density and is opposed to high density construction.
The fo11ow3.ng residents voiced their opinions on the Trans�ortation Plan:
Chuch Burmsister,, 6�05 Glenwood Ave,, expressed concern with traffic flow in
h�.s area. Every street is going to be a through connectian from Turners Crossroacl
to Winn�tka Avenue, which has no merit or necessity. No need for Western
Avenue to be extended.
George Murad, ?�50 Ridgeway Road, thought the Comprehensive Plan resolved the
�roblem intersection of Winnetka Avenue and Highway 55, but wa� very concerned
about the Western Avenue� Louisiana Avenue connection as proposed on the P].an.
Richard Bowman, 85�5 D�z3.uth Street, expresssd concern about Bu.tuth Street being
eactended, and if General Mills wauld consent to leaving the land open on the north
portion c�f the General Mills property, what studies have been made on traffic for
the need of extending ?3u].uth Street through the General Mills property.
Judy Hoover, 2020 Orkla �rivs, asked what problems Golden Va21ey would encounter
if the Right of Way for �uul.uth Street were returned to General Mills.
Mary Bowman, 8555 Duluth Street, asked "where wr�uld 'the two blocks of i�uluth
Street e�ctending through the General Mi12s groperty take you that you cannot
go now?11

Byron Kruger, !�5 Hampshire Ave. N.� asked if the people have some assurance
that the Plan Map wi11 s�ay the same as presented at this Hsaring. '
Marilyn Skare, 109 Paisley Lane, noted the�a have been several accidents at the
intersection of Glenwood Avenue, Western Avenue, and Edgewood Avenue where
traffic comes together forming a five way intersection.
Lois Ekereni 52i Quebec Ave. S., commented on Laurel Avenue traffic movement.
Gene Horn, 6630 Cortlawn Cirele, is apposed to bua.lding Western Avenue through
his neighborhood, possibly carrying truck traffie.
Ed Grotz, Edgewood and Glenwood Aves.� stated Glenwood Avenue is carrying too
much thraugh traffic when the mai.n arteries are plugged.
Milton Bix, Councilman, suggested sending a notice to the Village Manager
ask�.ng that the Western Avenue item be placed on the Village Council agenda.
Hearing no further comments from the floor the Planning Caramission Chairman
Warren Lundsgaard closed the Public Hearing and asked for comments from the
Flanni.ng Commission members.
Cammissianer Sampson stated he wauld like an apportunity to discuss Western
Avenue and other areas of concern with the Planni.ng Commission members.
Commissioner Anderson also felt that before a decision could be made on the
Comprehensive P1an, further discussion among the Planni.ng Commi.ssion members
shauld be held. Comments should also be obtained from the Village Engineer.
It was moved by Christiansen� seconded by Sampson� to eontinua the Public
Hearing because af the addi.tional input gained at this meeting. The continuation
of the Public Hearing will be held March 21� 19?3 at 7r30 P.M. in the Counca.l
Chambers at the Ci.vic Center, 7800 Golden Valley Road. The motian was carried
unanimously.
There being no further bnsa.ness to come before �he meeting, it��was on motion�
duly seconded, adjaurned at 11:1� P.M.
