05-14-73 PC Minutes 159 MINUTES �F THE GOLDEI�i VALLEY P'LANNIi1G OQ2�Il�IISSION May ll�, 1973 A regular meeting of the Golden Valley Planning Commission was held at 8:30 P.M. on Monday, May ltsi 19?3 at the Civic Center, 7800 Gc�lden Valley Road, Golden Va11ey, Minnesata. Chairman John Sampson presided and the follawing members were gresent: Qice Chairman Mary Anderson, Comm3.ssioners Becker, Christiansen, '�'dstrom� Herje, Hughes, and Leonard. Also present was Jon Westlake, Recortling Seeretary. Members absent: Commissioner Lundsgaard. 1. APPt�OVAL OF i�NtTTES: MOVED by Anderson, seconded by Christiansen, carrier3 unani.mously, to approve the minutes of the April 23, 1973 meeting as mailed. 2. RESII9ENTIAI. PLAT Russell�s Wirth Park Second Addition Robert I�ussell, Jr. {petitioner) Two (2) Residentia2 lots added north of the original Russell�s Wirth Park �cidition off Roanoke Circle extended narth Mr. John Westlake informed the Cammission that Mr. Sam Courey, Jr., representing the petitioner, cal2ed and informed him they were not prepared to make their presentation to the Planning Commission at this time and requested a delay. The Plann:i.ng Corrunission discussed the location of the proposed p2at and accepted the petitioner�s request for a deferral. 3. I�ISCUSSION OF QOI�DIId VALLEY OFFICE PARK - Review Plans for Office Bldg. �3eveloper - Mr. Ken Stensby of Northland Company ' Location-South of Highway 12 and approximately 300� east of Boane Ave. The petitioner has withdrawn his Planned Unit Development Application and is proposing to construct an office bui.lding in accordance with the Zoning Code. The site contains approximately 15 acres which is presently zoned Zndustrial. The praposal is for one building, 80� x 1�0�, and three stories in height located at its closest point to the north property line a distance of 10l�� . Mr. Lee Lindberg, general contractor, and Wilford Johnson, an architect from the firm of Bergstedt, Wahlberg, Bergquist Associates, were present to review the proposal. The proposed structure is of precast concxete L-shaped type members with bronze shaded strip wi.ndows. The mechanicals on the roof will be enclosed with a stucco that will match the precast concrete. The following predominent points were discussed by the Planning Commission with the �roponent: the I�atural Interpretive Center located south of this property, reasons why they did not cantinue under the Planned Unit ➢evelopment� frontage road tying to Boone Avenue, I-391t, and ingress and egress to the property. In discussing the long r�nge plan of the parcel, it was noted they could add a structure four times ��ie size of the present proposed structure and sti31 meet the requirements of e present Ordinanee. �.�� Planning Commission May ltt, 1973 page 2 It was moved by Anderson, seconded by Becker, carried that the Planning Commission reiterate the position taken at the March 26, 19?3 Planning Commission meeting and adding that the Flanning Commissian wi�hes to have this area developed as an the Comprehensive Plan. It is planned to be largely a natural area except for General Business in the northwest corner of the property, and a portion of the area would be needed for a street pattern to provide a link to Boone Avenue with a south service drive along Wayzata Boulevard. Also, the Planning Commission suggested the following-which is not part of the motian: that Golden Valley investigate the possibi.lity of acquiring and supparting St. Lauis Park in their efforts to acquire what is needed for the natural axea. !t. �ISCUSSIQN OF MODII3ATE I�DUSING IN PLANNED UIdIT �EVIIAPMENT The Planning Commission has periodically talkec� briefly abaut the requirement that 20� of the uni.ts be $2�,000 in planned unit development, but because of the length of previaus meetings, there had been no time for discussion. The Planning Commission now has received a request from Mr. Lundberg who is the developer of Vallee "D'or townhouses {p.U,D. #5) to reconsider the requirements of the $25,000 hausing because of the problem he feels he will face wi.th it. Mr. Lundberg was present and distributed copies of a letter to the Planning Commission explaining some of the problems he is facing with the requirements. He exg3ained they must build a two-bedroom uni.t in a townhouse and the cost of these units would be �32,500. He went on to e�lain that the individual who purchases these units will be able to speculate on them and sell them for a greater sum. There is no way to contro3 who these units will be sold to. Mr. Lundberg further stated he is requesting this requirement be removed from P.U.�J. #5. The Planning Commission discussed the paints above and others with Mr. Lundberg. The Commission also felt further research had to be done before a recommendation could be given to the Village Council. Zt was then moved by Edstrom, seconded by Herje, that the Planning Commission request a joint meeting with the Village Coun.cil also invite the Human Rights Commission to di5cuss the $25,000 requirement in planned unit developments. Prior ta this meeting a subcommittee consisting of Commissioners Anderson, Edstrom, and Herje would request a meeting with the Village Attorney with respect to the legal aspects of this requirement. If after this meeting the subcommittee feels the Attorneg would be helpful to the full Commission, the Planning Commission wou2d request his presence also. Each Commission member was asked to further research this requirement on their own so the joint meeting with the Village Council and Human Rights Commission could be beneficial. The Planning Cammission would also appreciate any help the Village staff would have regarding this matter. �. GE�tERAL (a} Appointment of Planning Commission Member and Alternate to �nvironmental Task Force Commissioner Her,je stated she would attend the May 15, 1973 meeting of the Environmental Task Force, but she could not be the Planning Commission representative. Sue Becker stated she would repres�nt the Planning Commission on the Task Force, and Arthur Leonard stated he wou:id be the alternate, which was unanimously accepted by the Planning Commission. �,�?�_ Planning Commxssion May 1lt, 1973 page 3 (b} Planning Cc>mmission Metting Change Because of the I�egal Holiday on May 28, 1973, it was moved by Herje, seconded by Edstrom, carried unanimously, to meet on Tuesday, May 29, 1973 at 8.30 P,M. If weather conditions allow, the Planning Commission w9.11 again meet in the Civic Center parking lot at 7:00 P.M. to continue their tour of the Village. (cj Trails Committee The Chairman af the Planning Cammission� Mr. John 5ampson, staterl he had received a letter from the Trails Committee informi.ng the Planning Commiasion that the Trai2s CAmtni.ttee will be presenting the trail plan to the Park and Recreation Cammission for approval on May 3i, 1973 at $:OQ P.M. at Brookview Community Center, and they are extending an invitation to the Planning Commissian if they would like to attend.
