09-10-73 PC Minutes �.�5 MIIdUTFS OF THE GOLI�F�t VALLEY PLANNING OOI�IISSION September 10, 1973 A regular meating of the Golden Valley Planning Commission was held at 8:(� P.M. on Monday, September 10, 1973 at the Civic Center, 7800 Golden Valley Road, Golden Valley, Minnesota. Vice Chairman Mary Anderson opened the meeting and the following members were present: Commissioners Becker, Christiansen, Fdstrom, Herje, Hughes, Leonard, and Lundsgaard. Chairman Sampson arrived at 8:30 P.M. Also present was Jon Westlake from the Village staff. Members absent: None. l. APPI�VAL OF MINUTES: MOVED by Herje, seconded by Hughes, carried unanimously, to approve the minutes of the August 27, 1973 meeting as amended. 2. WAI9ER OF PLATTING ORDINANCE Harry Harrmian (2 Open 7levelopment lots) 6001 Glenwood Avenue The Planning Commission reviewed the Atzgust 13, 1973 Planning Commission minutes in reference to this request. The propanent is now proposing to divide the lot into twfl parcels-the smaller parcel, approximately 387 feet in width and 367 feet in depth, has frontage on Glenwood Avenue. The parcel to the South which is approximat�ly 10 acres will have access to Laurel Avenue and no access to Glenwood Avenue as the previous proposal did. Mr. Brian Bennett who has a purchase agreement on the property and Mr. Harry Hamman were present to answer questions about the request. The Planning Commission in reviewing the proposal noted both lots, if divided, would still be very large allowing flexability for further platting. It was moved by Sampson, seconded by Christiansen, carried unanimously, to recommend approval of the waiver of the Platting Ordinance as presented to the Planning Commission. It was then moved by Sampson, seconded by Christiansen, carried unanimously, to recommend rezoning this tract of land from Open Development to t�esidential as prescribed by the Comprehensive P].an. Included in this suggested area to be rezoned by the Planning Commission is a parcel west of this tract of land approximately 80 feet in width by 377 feet deep (6032 Glenwood Avenue). 3. PLANNET� UATIT �3EVELOPMENT - SET PUBLIC INFORMATIONAL MEETING (a) P.U.D. #1-B Amended (General Plan) Applicant: Benson-0rth Associates, Inc. Locations 5801 Duluth Street (East of present building) Proposal: 3 story office building ��� Planning Commission September 10, 1973 page 2 The proponent is appearing before the Planning Commission to request an informal hearing by the Planning Commission for September 2�, 1973 prior to tha hearing set for P.TJ.D. ;�1-A by the Village Council on October l, 1973 because of the Planning Commission�s recommendation with respect to the proposal at the August 27, 1973 planning Commission meeting. Mr. Ken Benson explained to the Planning Commission that he is proposing to build the same structure as proposed at the August 27, 1973 Planning Commission meeting which is three stories in height with 38,000 square feet on the land east of the present structure. The Flanning Commission in discussing the proposal wa.th Mr. Benson also talked about public land adjacent to Bassetts Creek on the southwest corner of the site. Mr. John Brenna, Park and Recreation �?irector, was present and stated that the Park Commission will be meeting prior to the next Planning Commission meeting to discuss this area. The Planning Commission set September 24, 1973 to hold an informational hearing on P.U.D. #1-A General Plans. (b) P.U.D. #5-A General Plans (Valle �'or) Applicant: William J. Lundberg - Town�s Fdge Properties Location: South of Harold Avenue and East of Winnetka Ave. South Proposal: 58 additional Totanhouse Units South of present Townhouses in Phase I The proponent is requesting to complete Phase II which contains 5$ units for a total of 103 units on approximately 29 acres of land. The Planning Commission in discussing the proposal with Mr. Lundberg pointed out that some of the concerns will be the height of the Phase II units in relation to the height of the present structures to the east and ingress and egress to Harold Avenue. The Planning Commission also decided to meet on the site at 7:00 P.M. on September 2t�, 1973 to physically review the site. Some Commission members talked about the possibility of Phase II structures having a size to more blend with the single family units to the east. The Planning Cammission set October 9, 1973 to hold an informational hearing on P.U.D. #5-A General Plans. �t. GIIdERAL (a) County Plans for Right Turn Lane at Winnetka Avenue and T.H, 55 A proposed layout submitted by Hennepin County for a right turn lane at the northwest corner of Winnetka Avenue and T.H. 55 was presented to the Planning Commission for consideration. Also, a traffic study prepared for Golden Valley through Hennepin County on Winnetka Avenue from Tenth Avenue North to T.H. 12 was discussed by the Planning Commission. Further discussion and reco�nendations will be made at a future Commission meeting regarding this traffic study. �.�� Planning Commission September 10, 1973 page 3 After discussion of the right turn lane it was moved by Christiansen, seconded by Lundsgaard, carried unanimously, that the Planning Commission highly recommend that the propvsed right turn lane be approved subject to the most southerly ingress and egre5s for the Golden Valley Shopping Center to be closed. (b) Discussion of Duluth Street west of T.H. 100 intercha,nge Because of the traffic and development of land adjacent to Duluth Street and proposed development such as P.U.D. #1-A, the following recommendation:was approved by the Planning Commission. It was moved by Edstrom, seconded by Becker, carried, to reeommend to the Village Council that because of the increased traffic volume anticipated on :�uluth Street and the existing development and the proposed development, it is recommended that the Village Council request a traffic study including a traffie count to be conducted by the County Engineer of the area �nTest of Hwy. #100 interchange adjacent to Duluth Street (C.S.A.H. 66) including ingress and egress to and from the abutting properties. (c) I}iscussion on Subcommittee Report 1. Moderate Housing Report in Planned Unit Developments The subcommi.ttee, consisting of Commissioners Anderson, Fdstrom, and Herje, discussed with the Planning Commission their report whic� is part of the August 13, 1973 Planning Commission minutes. In discussing this report there were some changes which will be noted in the report of the August 13, 1973 Planning Commission minutes. The report is divided into two paxts: The first part is on Moderate Income Housing in planned unit developments, and the second part is on Housing and Redevelopment Authority. After discussing the section of the report on moderate housing in planned unit developments the Planning Commission felt the Village Attorney should alsa review the report. It was moved by Edstrom, seconded by Leonard, carried, that the Planning Commission accept the report of the subcommittee indicating general support of the thrust of their recommendation on a preliminary basis directing the subcommittee to pursue the report with the Village Attorney and after �a�ich with developers t,o ascertain how specific langua�e and figures might be worked out for a final report to be considered 30 days from this m�gting. 2. Housing and Redevelopment Authority The subcommittes in discussing part two of their report pointed out that an H.R.A. might be helpful to the Village and that we should pursue the investi- gation of it on an open basis with no predrawn conclusions. It was moved by Herje, seconded by Edstrom, carried unanimously, that the Planning Commission invite Mr. Dick Brustad of the Greater Minneapolis Metropolitan Housing Corporation to speak to the Planning Commission about an H.R.A.. for the October 23, 1973 Planning Commission meeting. ��� Planning Commission September 10, 1973 page E� (d) Planning Commission Meeting Date Changes Because of the holiday on the 8th and 22nd of October 1973, it was moved by Herje, seconded by Anderson, carried unani►nously, to meet on the 9th and 23rd of October, 1973. (e) i3iscussion of Moderate Housing P.U.�3. #5 Phase I The Planning Commission reviewad the May 11�, 1973 Planning Commission minutes with respect to the proponent, Mr. Lundberg, requesting of the Planning Commission that in order to come out on the $25,000 units, he would have to sell them for $32,500. The Planning Commission felt that Mr. Lundberg was fully aware of the requirement that 1�� were to be at $25,000 and reasons for it. It was moved by Herje, seconded by Lundsgaard, carried unanimously, that P.U.D. Use Permit #5, Page 6, Section 9 remain as is (reads as follows: ��not less than 10� of the units shall be constructed to be sold at a cost not greater than $25,000"). (f} Open Space Committee The Planning Commission discussed with Commissioner Becker, representing the Planning Commission on the Open Space Committee, and Commissioner Leonard, an alternate to the Open Space Committee, what the Open Space Committee has done to date. (g) Oak Grove School Property Commissioner Herje discussed with the Planning Commission research she has done on the Oak Grove Schoal property which is owned by School District #281 and informed the Planning Commission the property will be for sale in the near future. It was moved by Edstrom, seconded by Anderson, carried unanimously, to instruct Mr. Westlake to notify School �?istrict #281 of the Planning Commission's interest and requirements of the Comprehensive Plan regarding this particular property. (h) Planning Commission Budget The Planning Commission discussed the pros and cons of requesting a budget of $200.00 for such items as attending seminars, work shop sessions, and the like. Tt was moved by Herje, seconded by Anderson, to request of the Village Council a �200.00 budget for such items as discussed aforesaid. The motion carried with 6 yea and 2 nay. (i) Rezoning Lots 1 and 2, Block 1�, Lindsay�s Addition Commissioner Becker discussed with the Planning Commission the Village Council calling a hearing on all of Lots 1 and 2, Block l of Linday's Addition when the Planning Commission recommended rezoning a portion of the two lots. i t�q Planning Commission September 10, 1973 page 5 It was felt by the Planni.ng Commission that when the Planning Commission Chairman reviews the planning report regarding this matter he would elaborate on why the Planning Commission recommended that only a portion of the lots be zoned light Industrial.
