10-23-73 PC Minutes ��� �SINUTES OF THE GOLDIId VALLEY PLANIQING OOA�ffSSION October 23, 1973 A. regular meeting of the Golden Valley Planning Commission was held at 8=00 P.M. on Tuesday, October 23, 1973 at the Civic Center, 7800 Golden Valley Road, t3olden Valley, Minnesota. Chairman John Sampson presided and the following members were present: Commissioners Anderson, Beeker, Christia�asen, �Edstrom, Fierje, Leonard, and Lundsgaard. Jon Westlake, Village staff inember, was also present. Members absent: Commissioner Hughes. 1. APPROVAL OF MINUTES: NIJVED by Leonard, seconded by Anderson, carried unanimously, to approne the mi.nutes of the October 9, 1973 meeting as amended. 2. IN�RMATIONAL PRFSENTATION BY BARR ENaIN�RIN(} REGARDING THE !��-SQUAKE MILE BASSETTS CREEK WATII�SHID �ISTRICT Mr. Leonard Kremer of Barr Engineering Co., who is the Consultant for the Bassetts Creek Flood Control Commission, presented a slide presentation to the Golden Valley Planning Commission, Ehvironmental Commission, Open Space Committee, and also those members attending from the Village Council and other Commissions. Mr. Kremer explained what involvemant each of the nine communities have in the Bassetts Creek management plan and how the Bassetts Creek Flood Control Commission functions. Also� Mr. Kremer explained the three phases of the overall plan. 3. A�3 HOC CONIl�II3'TEE QN OPEN SPACE The Chairman of the Flanning Commission introduced the members of the Planning Commission to the Qpen Space Committee and Syrile F1lison, Chairman of the Open Space Committee, introduced their members. The Committee discussed with the Pl.anni.ng Commission the areas that they had reviewed for the preservation of open space. The Planni.ng Commission asked the Open Space Committee to consider adding the Westwood Lake area to their list. The Open Space Committee also discussed a report containing twelve (12) points to evaluate a parcel of land for preservation and also reviewed a report on the Sweeney Lake-Twin Lake area because of the proposed addition to the Golden Valley Health Center. These two reports are attached to the Planning Commission minutes so that the Village Council will also be aware of the reports. The Ad Hoc Committee on Open Space will have a full report on all areas they have reviewed, including the aforesaid, for the November 12, 1973 Planning Commission meeting. l�. P.U.D. #12 - GALANT ((70UNTY �OAD 18 SERYICE filRIVE EAST-Y+I�T) Mr. Galant appeared before the Planning Commission to discuss a proposed change in his original planned unit development proposal considered by the Planning Commission at their August 27, 1973 Planni.ng Commission meeting. The applicant ��.� Planning Commission Octaber 23, 1973 page 2 is now proposi�g a four (1�) story building contaa.ning 72 units. Th� Planning Commission reviewed the August 27, 1973 Planning Commission minutes noting that the minutes referred to the Comprehensive P1an which indicates a range in this area of up to nine units per acre.
