MINUTES OF THE GOLDEN VALLEY
PIANNING COM{�IIISSION
Noveinber 25, 1974
A regular meeting of the Golden Vailey Planning Ccmmission was hetd at
7:3� P.M. on Monday, November 25, 197�+ at the Civic Center, 7800 Gotden Valley
Road, Gotden Valley, Minnesota.
Chairman Ror► Edstrom presided and the following members were present: Cc�mmissioners
Christiansen, Herje, Fiughes, Leonard, lundsgaard, and Seblin. Also present were
Carl Dale, Planner, and Jon Westlake, staff inember.
Members absent: Commissioner Hakala.
1 . APPRQVAL UF MINUTES: MQUEO by Lundsgaard, seconded by fierje, carried
unar�imousty, to approve the minutes of the October 28, 1974 Planning Commission
meeting as mailed.
2. COMPREHEMSIVE PLAN
Mayor Riggs and Cou�cil me�nbers Anderson, Bix, Hoover, and Moberg met with the
Planning Commission ta discuss certain aspects of the Comprehensive Plan. Atso
present were the City Manager and City Engineer. The areas of the Plan that
were discassed are as follows:
VALLEY SQUARE DfSIGN CONCEPT.
Mr. Ron Edstrom, Chairman of the Plar+ning Commission, reviewed the October 28,
1974 Planning Comnission minutes with the City Council regarding the Valley
Square Concept. The following predominant points were discussed by tfie members
of the PTanning Commission and City Council (however, no direction was taken
at this time):
1 . Establishing a study committee for the proposed llalley Square area.
This committee shouid have a time timit af approximately six
months to eomplete their report. There was a question as to
whether the businessmen in the study area should be on the
comnittee or not. Also, certain mernbers of the Planning
Commission felt the comnittee should report directly to the
City Council . It was also discussed at what point a planning
consultant shoutd be used.
2. The Point property and the property immediately east of the Point
property were discussed becaase of being part of the Valley Square
area. The building on the Point property �as destroyed by fire.
7he property owner east of the Point property requested certain
waivers for a proposed structure—which were denied. The Vatley
Square ring road was discussed in relation to the property east
of the Point property and the purchase of fihe property.
The City Council members indicated they would further discuss some of the above
items at a f�ature Council meeting.

The Chairman of the Flanning Comnission, Ron Edstrom, referred to the Planning
Cam�ission minutes dated February 25: 197�, March 11 , 197� and April 22, 1974•
Sections of the above minutes refer to changes in the Comprehensive Ptan Booklet.
Some of these items still are not ccunpleted. The specific it�ns that are not
co�leted were discussed with the City Council and are listed below. The items
listed below reflect the c�anges:
I. Goals and Poliey Statement
l . Page 7 Item 7—C (Planning Ca�mission 2/25/74)
It was moved by Herje, .seconded by Leonard, carried unanim�usly,
to agree with the suggested change by the City Council reading
as foT Towr.
C. Policy
Street lighting will be upgraded on regionat and arterial
thoroughfares. Neighborhood lighting will be provided at the
option of the homeowner with the cost assessed to those
directly benefited.

It was maved by leonard, seconded by Christiansen, carried unani—

II. Land Use Ptan
1 . Page 14 Map of Comprehensive Plan (Planning Ccxrmission 2/25/74)
After discussion by the Planning Comnission with the City Council
it was moved by Herje, seconded by Leonard, carried unanimously,
to r�nove the designation of Transitionat Use on the two pareets
north of Laurel AveRUe. These two parcels then would be changed
to Low Density.
The reason for the change to low Density is the green belt north
of Laurel Avenue (as described below);
It was then moved by Herje, seconded by Leonard, carried unanimousTy,
to add the following change to the Canprehensive Ptan Map to reflect
a 100 foot (approximate) green belt located north of Laurel Avenue
bounded on the west by Pennsylvania Avenue and on the east by
Turners Crossroad.
2. Page 16 P.U.D. Density Criteria (Planning Cur�mission 3/11/74)
It was moved by Nerje, seconded by Christiansen, carried unanimously,
to accept the changes as suggested by the City Council listed below:
(a) delete the three paragraphs at the top of Page 16, and
(b) delete last paragraph of Page 16 and the top four paragraphs
of Page 17 and substitute the following:

(1 ) The density permitted by the zoning district provides the
basic guide for consideration. The allowabie P.U.D.
density shali be defined as one acre (43,560 square feet)
divided by the permitted iot area for a residential unit
in that zoning classification.
{2� The inclusion of low to moderate income housing imagina-
tively integrated into the project couid jwstify a
higher density in order to reduce the tand cost for the
low ar rrbderate units. The app]ication of this guide-
tine wauid be at the discretian af the Planning Corrmission
on the individual P.U.D. and in no event ax�uid atlow a
density increase of more than 10%.
(3) The provision of p�blic open space, public owned green belt
area, public owned ponding areas, park space or other public
use space can, at the di`scretion of the Planning Ccxnmission,
be used as a density credit to the total developrr��t.
(4) The pravision of non-publieatly owned space that has advantage
to the public other than tlu�se in tMe project may, at the
discretion o� the Planning Ccxnmission, be used for a lesser
density credit. Ex�les of such uses would be traii ease-
ments, private ponding ares, green belts, and similar
designations in the P.U.D.
Also add the following w�ording to the last sentence of the
second paragrapM of P.U.D. Density Criteria on Page 16:
Other consideration may be qiven at the discretion of the
P]anning Ccxm�ission or City Council.

Third sentence from bottom of page changed to read as foTlows:
The City Councit has appointed an Open Space Comnittee.
III. TRANSPORTATION PLAN
The Council members indicated they are not prepared at this time to
discuss the transportation Plan with the Planning Commission; however
witFiin the near future the City Councit witt respond to the Planning
Commission regarding the Transportation P1an.
A resident of Gotden Valley stated he preferred to see the thoroughfare plan for
Winnetka Avenue in Precinct 5 changed from what the Ptanning Cc�►mission has pro-
posed to Winnetka Avenue extending South fram T.H. #55 to Lauret Avenue, thence
east on Laurel Avenue,.
IV. ZONING CODE
Atl members of the Pianning Cammission and City Councii have copies of the pro-
posed Zoning Code. It was noted that other points of the Canprehensive Plan
have to be ccxnpteted prior to discussion of the Zoning Code.

AVENUE NORTH
The Ptanning Commission at a previous meeting considered a waiver of the
Ptatting Ordinance for three parcets of land and at that time it was noted
there are parcets in this area, east of Winnetka Avenue and south of Medicine
Lake Road, that are zoned Open Development or the land use has changed and
these parce)s should be reviewed. The parcels are as foltows:

The Planning Commission reviewed the parcels and Ccxnprehensive Plan with
respect to the proposed zoning after which it was moved by Nerje, seconded by
Sehli�, carried unanimousty, to recommend the proposed zoning as indicated
above on the five parcels.
