MINUTES OF THE GOLDEN VALLEY
PLANNING COMMISSION
February 10, 1975
A regular meeting of the 6olden Va11ey Planning Commission was he1d at 7:30 P.M.
on Monday, February i0, 1975 at the Civic Center, 7800 Golden Valley Road,
Golden ValTey, Minnesota.
Chairman Ron Edstr�n presided and the following members were present: CoEm�issioners
Christiansen, Hakala, Nerje, Hughes, Leonard, Lundsgaard, and Sehlin. Also present
was Jon Westlake, staff inember.
Members absent: None.
1 . APPROVAL OF MINUTES: MOVfD by Sehlin, seconded by Hakala, carried
unanirrbusly, to approve the minutes of the January 13, 1975 Planning Ccx�mission
meeting as mailed.
2. REFERRAI FROM CITY COUNCIL — �ALLEE D'OR (P.U.D. #5)
First Wisconsin Mortgage Company
Jeff H. Auslander RE: Six $25,000 Units
The City Council at their January 6, i975 Council meeting referred to the Planning
Comnission a request by Mr. Jeff H. Ruslander, representing First Wisconsin
Mortgage Co�any, for a change in the requirerr�nt that l0� of the units in Phase I
P.U.D. #5 sell for $25,000, Also, the City Council asked that the Human Rights
Commission be notified of this meeting. The Planning Commission noted that no
members of the Human Rights Corrmission were present.
The Planning �ommission reviewed a copy of a letter from Mr. Auslander reqaesting
that the rrbderate income units be de�reased fran 6 to 4 units. In reviewing the
request the Ptanning Ccxr�mission noted that Item #9 of the Use Permit approved by
the City Council in September 1972 required that �'10% af the units be sold at a
cost not greater than $25,000''. Phase I was approved with a total of 45 units.
Thirty—nine of these units are presently constructed. Six additional units on
the west end were to be the rnc>derate priced units. Presently the foundations are
the onTy part of these stractures that are completed. Twelve of the units o� the
site are occapied and three more have been sold.
The Ptanning Ccunmission°also discussed the Consumer Price Index, which indicated
that the �nnual United State s city average for housing from 1973 to 1974 was
11 .6� and that the Minneapotis—St. PauT area housing index figure will be avail—
able Febraary 21 , 1975.
Mr. Jeff Auslander explained they have arranged fio take over the project and one
of the obliqations that they are committed to is canpletion of the first Phase,
which includes the 6 units on the west end of the site, club Motase, pool , and
landscaping.
Mr. Auslander then explained that the 6 units which are to be the moderafie priced
units are not the budget units they were meant to be. The fact is that four of
the units built in this Phase have less square footage and less actua? costs than
the six units to be moderate priced. Also, the ratio for the moderate priced
units is 10,� of 45 units which would be four units, not six.

Er�tering in as a mortgagee, First Wisconsin Mortgage Company was not prepared to
deaT with al) the requirements as they began to find out about them. Therefore,
after analyzing it, they are requesting to switch fowr units atready constructed
(D units) at a price of $36,000 for the six units not presently constructed, and
they would be wiliing to buitd two moderate priced units in the second Phase in
addition to those as shown in the concept plan.
Mr. Auslander then stated they would finish the six units as planned and selt them
for approximately $40,000. These units will have 1 ,296 square feet with a double
garage. Also, they wr�uld like to change the units by putting the bedroom area on
the second floor and living area downstairs. They want to provide moderate priced
housing and feel the most effective way to do this is by using the units already
in place located on tats 4, 5, 6, and 7 Block 1 of Va11ee O�.Or.. In addition they
have 7 3/4� financing up to 95% ioan to valae with a 29 year m�rtgage. They are
looking at an April starting date with a Fall 1975 canpletion.
Two residents presently iiving in Vetlee D'Or indicated the following:
Howard B. Casmey, 7519 Marold Avenue, indicated he is pleased to see First
Wisconsin hbrtgage Company take over the project but is interested in human rigfits
and one reaso� he purchased this propecty was the moderate housing. He felt
First Wisconsin must ass�ne the liabilities as well as the assets and to go from
a $25,�00 unit to a $36,OOD unit is not correct. Another resident of the Vallee
D'Or project indieat�d he agreed with Mr. Casmey' s comments.
The Planning Comnission in discussing the proposal asked questions regarding what
interest First Wisco�sin wi11 have in the second Phase, how the $36,�00 figure
was arrived at, what income level an individual has to be at to purchase the
$3b,000 unit �$15,000 ineorrie 1eve1), down payment required to purchase a unit
(iess than $2,�00 closing costs i�cluded), and monthly payt�ents (35o.00�m�nth
inclades everything). The Commission then asked Mr. Auslander severat questions
about costs of the units themselves, and also the property cost.
It was moved by Nerje, seconded by Lundsgaard that the Planning Commission
recommend changing the requirement of the $25,000 units, as indicated in the
Use Permit, to conform to the Planning Commission' s existing moderate incane
housing policy: that is, 10% of tMe units, which is five units, in Phase I to
have a base price of $30,000 as of January 1 , 1974 and to add to this the
Consumer Price Index factor to April l , 1975• Upon roli call vote being taken,
the following voted in favor of the motion: Chcistiansen, Nerje, Leonard,
Lundsgaard, and SehTin; and the following voted against the same: Hakala and
Hughes. The motion carried.
It was then moved by Sehlin, seconded by Nerje that the units are to be cornpleted
simultaneously with the clubhouse and pool . The motion carried with CoRmissioners
Christiansen and I.eonard voting nay.
The Planning Cc�mmission saw no problem in the developer changing the tiving area
of the six units presentiy not built by putting the bedrooms on the second floor
� and the tiving area down. � ` ��
The Planning Carrnission further asked that the City Attorney respond to the
Planni�g Commission with respect to why the City did not pursue the bonding
cort�pany to complete the project. (This question was raised by Mr. �4uslander.)

3• RESIDENTTAL PLAT — RING'S COLONIAL 2ND
Proposat: Residential Plat confiaining 16 Single Family Lots
Location: Approximately 500 feet West of Jersey Avenue, bounded by
Western Avenue on the North and Colonial Orive on the South
Zoning: Present Zoning — Open Devetopment
Applicant: Richard Neslu�d
The Planning Commission reviewed the January 13, 1975 Planning Cc�rrmission minutes
which contain the Planning Report regarding this p1at. The Commissian was informed
that the City Council has asked the Engineering Qepartment to tay aat street
proposals for the major streets in Precinct 5 and report back to the Council in
April . The Cornmission also reviewed the Park and Recreation Commission minutes
which indicated that the entire Neslund property should be reviewed at this time
and if the Council accepts the plat as proposed, the two lots in the Northwesterty
corner of the ptat be dedicated to the City. Mr. Westlake reviewed the area
required for ponding which would be it acres if the proposed ptat and the concept
plat were approved.
Messrs. Jim Hawks from Neslund Construction C�any, Richard Knutson of McCoombs
Knutson, and Louis Moriarty, Attorney, were present, Mr. Hawks reviewed the
proposed plat including a concept of the totat area. All lots in the proposed
plat meet the requirQments of the Ptatting Ordinance. Mr. Hawks also indicated
to the Commission the property they own in this area which is bounded by Coloniat
Drive on the South and Western Avenue on the North. They are planning single
family detached homes for this area.
The Planning Commission expressed concern regarding the plat because of the
thoroughfare ptan, drainage, ponding, open space, how the City trail would function
between the park to the north and the land to the south, considering a plat of a
segmenfi of this large area, property owner who owns the land to the south of the
ptat should be contacted with respect to his plans, and the Comprehensive Plan
indication of a planned unit development approach for this area.
It was moved by leonard, seconded by Herje, carried unanimously, to recommend
deniat of the plat for 16 single f�nily lots. Reasons for the denial are listed
in the aforesaid paragraph.

It was then moved by Christiansen, seconded by Herje, carried unanimously, that
the City Engineering Department sho4�ld consider a drainage plan for the entire
parcel without regard to this particular request as to where ponding may most
effectively be placed.
4. PIANNED UNIT OEVELOPMENT — SET PUBLIC INFORMATIONAL MEETING OATE
P.U.D. #15 (Concept Plan)
Applicant: ODC, Inc.
Location: 5615 Olson Memorial Highway
Proposal : 20 Townhouse Units on 5+ Acres
Mr. BiTI Swensson, representing ODC, Inc. (which is Design Development Construction
owned by his father) , explained the proposal to the Ptanning Commission.

The Planning Commission indicated to the proponent they woutd discuss at the
hearing such items as the Planning Comnission poticy regarding housing, ingress
and egress from the si.te, what wilt happen to the large lots abutting the project,
and that the developer should meet with the neighbors prior to the hearing.
It was moved by Christiansen, seconded by Herje, carried u�animously, to set
February 24, 1975 for the Informational Hearing for P.U.D. #15.
There being no further business to cane before the meeting, it was on mation,
duly seconded, adjourned at 10:35 P.M.
